복지거버넌스는 한정된 자원을 가지고 복지제도의 효율적 운영을 달성하기 위한 제반장치로 주로 행정영역에 속한다고 할 것이나 헌법상 이념에 반하여 이루어질 수는 없으므로 헌법과 연계하여 검토하여야 한다. 복지거버넌스의 경우 재원이 주로 세금으로 충당되고 생산적 복지를 통한 지속적인 정책 운영이 중요하다는 점에서 효율성에 대한 검토가 필요하다. 국가주도의 복지정책은 사회의 역할보다는 국가의 역할이 중시되지만, 사회가 발전할수록 국가주도의 복지정책은 사회문제를 해결하는데 한계가 있을 수 밖에 없다. 공동체주의에 편중한 복지거버넌스의 경우 최저임금의 급격한 상승을 비롯해서 지나치게 규제중심으로 자유주의에 반하는 이념편향적인 정책을 집행하여 빈부격차가 심화되는 양상을 나타냈다. 이러한 문제점을 해소하기 위한 방안으로 하이에크의 이론에 입각해서 공동체주의의의 문제점을 개선하기 위한 방안을 다각적으로 모색할 필요가 있다. 규제 샌드박스를 도입하여 스마트시티 리빙랩 프로젝트를 구현함으로써 상대적 빈곤을 해소하는 방안을 비롯해서 법인세 감세를 통한 기업의 복지 공동체 연계강화 방안이 요구된다. 메타버스 스마트시티 복지거버넌스의 구현에 있어서 하향식 집행이 이루어지는 문제를 개선하기 위하여 사용자의 요구를 적극적으로 반영한 테스트베드 확장 개념의 스마트시티 리빙랩 구현이 중요하다고 할 것이다. 이를 구현하기 위한 플랫폼 구축과 관련하여 ‘지방자치단체에 대한 사전 컨설팅감사 운영에 관한규정’상의 사전 컨설팅을 활용하여 적극행정을 유도할 필요가 있다. Welfare governance is a system that mainly belongs to the administrative domain to achieve the efficient operation of the welfare system with limited resources, but it cannot be done against constitutional ideology, so it should be reviewed in connection with the Constitution. In the case of welfare governance, it is necessary to review efficiency in that financial resources are mainly covered by taxes and continuous policy operation through productive welfare is important. In order to improve the problem of top-down execution in the implementation of metaverse smart city welfare governance, it is important to implement a smart city living lab with a concept of expanding a test bed that actively reflects users' needs. Regarding the establishment of a platform to implement this, it is necessary to induce active administration by utilizing pre-consulting under the Regulations on the Operation of Pre-consulting Audit for Local Governments.

구조방정식을 이용한 전략 선택적 상황연구 : 전략유형, 정보유형, 성과유형의 적합관계를 중심으로

In order to investigate that the companies can improve manufacturing performances by strategy types and management information characteristics, this study suggested a research model in accordance with companies’ strategic orientation. The present study was explored the effects between strategy types and management information characteristics on manufacturing performances(Quality performance, Delivery performance, Cost performance). To achieve the purpose of this study, Structural Equation Model (SEM) has been applied through AMOS 18. The researches of Relationship between strategy types, information characteristics and production performance are made more vigorous studies that investigate the suitability. and also these did investigation whether these relationships between the information characteristics coupled with strategy types have effect significantly on manufacturing performance.

VE의 개선방안 - K구민회관 현장 사례를 중심으로 -

As the efficiency of the construction has recently become important, the importance of VE(Value Engineering) is increasing and the application of VE is also practiced. On this, the main purpose of this study is focused on suggesting the way of improvement of construction VE through the examples of VE application in the inhabitant hall construction in K city which was ordered by considering the theory of VE and Turn-Key construction. This study deals with the application of VE in public rather than that in private. This study is to derive what the problem of VE application in the present domestic construction area by considering the theory of VE and the example of VE application in the inhabitant hall construction in K city. Finally, by the suggestion of the answer of the derived VE problem, VE can be performed smoothly and efficiently.

인터넷의 발달로 인해 국제간 대용량의 광신호를 장거리 전송하기 위해서는 DWDM 시스템의 성능향상이 필수적으로 요구된다. 전송 용량을 높이기 위해서는 전송 속도를 높이거나, 채널수를 늘려야 하며 이런 요구 조건을 충족시키기 위하여 라인 코딩, 변조기술, 최적화된 광섬유, 광대역 광증폭 기술, 분산보상 기술, 순방향 에러정정기술 등이 적용되고 있다. 특히, 순방향 에러정정기술은 고속 대용량 트래픽을 장거리 전송하기 위한 혁신적인 기술로 각광 받고 있다. 본 논문에서는 순방향 에러정정기술의 세대별 발전 현황과 코딩이득을 분석하여 상용 시스템에 구현하는 방법을 제시하였다. According to the development of Internet, DWDM system needs to improve the performance for long distance transmission international optical signals. For higher the transmission capacity, we have to raise the transmission speed and increase a number of channels. To make qualifications, there are a lot of technologies such as line coding, modulation, precious fiber, broadband amplification, dispersion and forward error correction. Especially, FEC has been considered as a progressive technology for long distance transmission to carry out high speed and large capacity traffic. This paper introduced the progress of each new generation of FEC and the way to employ by current system analyzed the coding gain.

이성애를 정상으로 여기는 한국 사회의 고유한 문화적 관습은 동성애를 금기시하였다. 그러나 2000년 이후 동성애자의 자기 정체성 확보를 위한 노력은 최근 활발해진 소수자 인권 보호와 직결된 중요한 주제로 부상하고 있다. 이 연구는 동성애 소수자와 관련된 제반사회적 상황을 정책적 관점에서 연구한 저술이 전무한 상황이라는 점에 착안하여, 1)한국사회의 소수자로서 동성애자 지위 및 정체성에 관한 논의를 개진하고, 2)동성애자가 자신의 존재와 정체성을 사회에 알리고, 자신에게 차별을 가하는 제도를 변화시키기 위해 노력하는 전략을 분석함으로써 동성애자를 둘러싼 정책 변화 과정을 규명하는 것을 목적으로 한다. 보다 체계적이며 충실한 연구를 위해 본 연구는 Sabatier&Jenkin-Smith가 개발한 ACF (Advocacy Coalition Framework) 모형을 사용하였다. 연구 결과, 동성애자는 일반 소수자 집단이 사회로부터 받는 차별 외에 다른 소수자 집단으로부터 또는 동일 집단 내다른 개인으로부터 차별을 받는다는 특성을 갖고 있었다. 또한 동성애 소수자가 자신의 정체성 확보를 위해 선택하는 전략은 기존 사회체제에 대한 이슈의 제기, 쟁점 확산, 자원 동원 등에 의지하는 데 반해, 동성애 반대 집단은 동성애자에게 직접 대응을 하기 보다는 쟁점 확산 방지를 위해 노력하는 전략을 사용하는 것으로 나타났다.

Submarine cable is the leading means of international communication across oceans. However, when such important submarine cable is damaged, that causes not only huge amount for the repair but also losing the nation's reliability internationally, and has brought about much difficulty and loss due to the interruption of communication. So, in order to deduce methods for the stability of submarine cables, this paper is studying the present status of submarine cables and the causes of cable faults, and suggesting techniques and regulations to protect from the trouble of submarine cables. 해저광케이블은 대양을 횡단하는 국제통신의 대부분을 처리하고 있는 중요한 정보통신 전달매체이다. 하 지만 이러한 해저광케이블 고장 발생시 막대한 수리 비용은 물론, 국제적 국가 신뢰도 추락, 통신 소통의 두 절로 많은 어려움과 손실을 초래한다. 따라서, 본 논문에서는 해저케이블 안정성을 위한 방안을 도출하고자 국내외 해저광케이블 현황 및 고장원인을 분석한 후 고장 예방을 위한 기법과 해저시설 사용자간 보호 규정 마련을 제시하고자 한다.
