Industry welfare is differentiated and determined by various factors such as industry's payability of welfare, the degree of worker organization, the perspectives of owners toward welfare, industry's policies, and other structural elements of industry. Since industry's welfare programs greatly differ from industry to industry, industry welfare may aggravate inequality among laborers. In particular, due to low payability of industry, low negotiation capacity of the trade union, and the preclusion of industry welfare from its starting point, low income workers, workers in small and medium size industry, non trade union workers, and part-time workers face dual poverty resulted one from low market income and the other from low social income. Therefore, we need to devise policy to reduce the inequality in welfare benefit level among workers and to transfer the burden of welfare from industry to the state.
