21세기 정보사회에서 사회·경제적 변화와 함께 교육현장에서도 첨단정보·통신기술이 적극적으로 활용되고 있다. 이러한 디지털 학습환경에 대비하기 위한 교육개혁 과제의 하나로서 교사교육에서 정보·통신기술의 활용과 관련되는 교육과정 개발이 중요하게 다루어지고 있다. 교사교육 교육과정 개편을 통한 교사의 전문성 확보는 교수·학습과정(過程)의 효율화를 통한 교육력 신장에 기여할 것이다. 본 연구는 디지털 정보사회에서 전공영역 교육과정에서 효과적인 정보·통신기술의 통합적 활용을 위한 전문성이 확보된 교사양성을 위하여 정보·통신기술활용에 필요한 핵심역량을 습득하기 위한 교직과정 개발을 위한 이론적 탐색을 하고자 함이 그 목적이다. 정보사회에서 바람직한 교직수행을 위한 핵심역량을 개발하기 위한 교육과정을 미국을 비롯한 북미대륙, 영국을 포함한 유럽, 그리고 호주, 홍콩, 싱가포르 등 아시아-태평양 여러 나라에서 이루어진 이론적 연구를 기초로 '컴퓨터와 인터넷의 기초,' '교수·학습·심리학과 교수설계,' '교수·학습매체의 제작과 활용,' '정보·통신기술과 교과목에의 통합적 활용,' '디지털 가상공동체, 이(異)문화이해 및 정보윤리,' 그리고 '정보·통신기술의 현장적용과 관련되는 교육실습'의 영역에서 탐색·제안하였다. 이들 제안된 교육과정의 구조문제는 내용과 과정(過程)의 차원에서 현행 교사교육을 위한 교직과목의 영역별 통합·조정을 통하여 개편됨으로써 교사교육의 전문성 확보를 위한 경험의 논리에 타당하게 선택되고 방법적 원리에 적합하도록 구성되어 표준화된 교직과목으로 사용될 수 있을 것이다. 교사교육기관의 가장 중요한 과제는 양성되는 교사의 교육전문성을 제고하는 것이며, 교원 양성정책은 '교직전문성신장'에 초점을 맞추어야 한다. 현재 우리나라에서 교육개혁의 일환으로 추진되고 있는 '21세기 지식기반사회에 대비하는 교직발전종합방안'에서 제시하고 있는 교사의 전문성 신장의 측면에서 정보사회의 요구를 반영하여 교사교육에서 정보·통신기술 활용 관련 교직과목 교육과정의 수정·보완을 기대한다. In knowledge-based digital information society, education is undergoing widespread reform in many school systems worldwide. Three agendas of education reform movement in the literature have focused on: (a) a push for restructuring school systems; (b) a constructivist view including cognitive/information processing of learning and the effect of that view on teaching; and (c) a movement toward well-integrated utilizations of information and communication technologies (ICTs) in the school curriculum. Among them the preparation of new teacher and the ongoing professional development of those in the current teaching force is key to educational improvement. The purposes of the present study were to review the trends and issues of designing curricular for utilization of ICTs in the process of teaching and learning worldwide and suggest standards for curriculum redesign in teacher education program. Based upon an extensive literature review, six curricular for curriculum redesign in the field of teaching studies, especially information technology in teacher education (ITTE), were identified and suggested as follows: (a) Basics on computer technology and Internet; (b) Teaching/learning psychology and instructional design; (c) Development and utilization of instructional media and technologies for learning; (d) Integration of ICT's utilization into curriculum; (e) Digital virtual community, cross-cultural understanding, and ethical issues for information management; and (f) Teaching practicum with utilization of ICTs in the classroom. These curricular for ITTE give pre-service teacher at least some opportunity to develope core competencies to effectively utilize ICTs in the teaching/learning communities. An ICT-savvy generation is entering the classrooms of elementary and middle schools. We need to bridge the educational gaps in our classrooms to meet the unique needs of this new generation. A teacher's competency to help a virtual community of students construct knowledge and meaning is likely to be improved if that competency is built by the teacher's similar online inquiry experience in the teacher preparation. ITTE is one title in the vast mosaic of the process of preparing 'quality teacher.' But ICTs have the potential for being effective and useful tools in school improvement. For educating the 21st century worker, the utilization of ICTs in the teaching/learning process should be redesigned and undertaken immediately in teacher preparation program. The change in the process of teaching and learning can only come about with teacher confidence and teacher competence in the utilization of ICTs.
