211 공정을 이용한 새로운 TFA-MOD YBCO 박막 선재 제조

We fabricated the YBCO films on single crystal $LaAlO_3$ substrates via a metal organic deposition (MOD) process. In the process, $Y_2Ba_1Cu_1O_x$ and $Ba_3Cu_5O_8$ powders were dissolved in trifluoroacetic acid (TFA) followed by calcining and firing heat treatments. To evaluate the effects of the firing temperature on YBCO phase formation and critical properties, the films were fired at $750^{\circ}C,\;775^{\circ}C\;and\;800^{\circ}C$ after calcining at $430^{\cric}C$. Microstructure observation indicated that a crack-free surface formed and a strong biaxial texture was developed. The FWHM of out-of-plane texture was measured to be in the range of $4.3^{\cric}-7.0^{\circ}$ for all the films. When the YBCO film was fired at $775^{\cric}C$, it had the highest critical properties: 88.5 K of critical temperature and 16 A/cm-width of critical current ($1MA/cm^2$ as critical current density). On the other hand, those properties were degraded as firing at $750^{\circ}C\;and\;800^{\circ}C$. It is considered that the improved critical values are partly owing to dense and homogeneous microstructure, strong texture, and high oxygen content.

Purpose: This study proposes a process for evaluating the preventive maintenance policy for a system with degradation characteristics and for calculating the appropriate preventive maintenance cycle using time- and condition-based maintenance. Methods: First, the collected data is divided into the maintenance history lifetime and degradation lifetime, and analysis datasets are extracted through preprocessing. Particle filter algorithm is used to estimate the degradation lifetime from analysis datasets and prior information is obtained using LSE. The suitability and cost of the existing preventive maintenance policy are each evaluated based on the degradation lifetime and by using a minimum repair block replacement model of time-based maintenance. Results: The process is applied to the degradation of the reverse osmosis (RO) membrane in a seawater reverse osmosis (SWRO) plant to evaluate the existing preventive maintenance policy. Conclusion: This method can be used for facilities or systems that undergo degradation, which can be evaluated in terms of cost and time. The method is expected to be used in decision-making for devising the optimal preventive maintenance policy.
Y<sub>2</sub>Ba<sub>1</sub>Cu<sub>1</sub>O<sub>x</sub>공정을 이용한 TFA-MOC YBCO 박막 공정 개발

YBCO film was synthesized by using a new approach to the TFA-MOD method. In the fabrication process, $Y_2Ba_1Cu_1O_x\;and\;Ba_3Cu_5O_8$ powders were used as precursors (the so called '211 process'), instead of Y-, Ba-, and Cu-based acetates, and dissolved in trifluoroacetic acid followed by calcining and firing heat treatment. Consequently, we successfully fabricated YBCO film and evaluated the phase formation, texture evolution, and critical properties as a function of the calcining and firing temperature and humidity, in order to explore its possible application in coated conductor fabrication. The films were calcined at $430-460^{\circ}C$ and then fired at $750-800^{\circ}C\;in\;a\;0-20\%$ humidified $Ar-O_2$ atmosphere. We observed that $BaF_2$ phase was effectively reduced and that a sharp and strong biaxial texture formed under humidified atmosphere leading to increased critical properties. In addition, we found that the microstructure varied significantly with the firing temperature: the grain grew further, the film became denser, and the degree of texture and phase purity varied as the firing temperature increased. For the film fired at $775^{\circ}C$ after calcining at $460^{\circ}C$, the critical current was obtained to be 39 A/cm-width (corresponding critical current density is $2.0\;MA/cm^2$ which was probably attributed to such factors as the enhanced phase purity and out-of-plane texture, the moderate film density and grain size, and crack-free surface.

최근 협동조합이 왜 휴면상태가 되었는지를 규명하기 위하여 실패 원인을 파악하였다. 그리고 실패 원인을 토대로 재기를 위한 선행과제가 무엇이고 그에 따른 정책 방향을 제안하는 것이 본 논문의 목적이다. 분석결과를 보면 전문가와 조합원 사이에 입장차이가 존재하였다. 즉, 전문가는 실패 원인을 협동조합 가치 중심의 원칙적 접근을 하고 있는데 반해, 현장 조합원들은 전반적으로 외부 지원 부족을 원인으로 보고 있으며, 특히 경영지원의 절박성을 내포하고 있다. 이러한 점은 앞으로 협동조합 정책에 반영 되어야 할 것으로 보인다. 그러나 협동조합 가치가 왜곡된 경영치중 현상을 완화할 보완적 조치가 전제 되어야 한다. 따라서 이러한 전문가와 조합원의 실패원인 괴리를 어떻게 줄일 것인가가 문제해결의 핵심이며 재기를 위한 출발점이 될 수 있다. This study identified reasons for failures in resting cooperatives, aiming to develop strategies for their revival based on the reasons for their failures and suggest policies to prevent future failures. As a result, it was discovered that there were differences in positions between experts and cooperative members. That is, experts attempted to understand the reasons for failure through a value-oriented approach while cooperative members desperately expected active support from management. In this respect, focus should be given to the policies of cooperatives. However, from a long-term perspective, a complementary measure to mitigate distorted manager centric phenomenon should be developed. Therefore, the key to a solution, and a starting point for cooperative rechallenge, is in how to reduce differences in positions that influence the reasons for failure.

본 연구는 공공부문에서 정보기술이 의사결정에 미치는 영향에 대한 실증 연구가 부족한 가운데, 국정운영을 위한 기간시스템으로서 전 중앙행정기관에서 활용되고 있는 정부업무관리시스템을 대상으로 의사결정지원효과와 그 영향요인을 규명하였다. 정보기술이 조직의사결정에 미치는 영향에 관한 선행연구를 검토하여 가설을 도출하고, 중앙공무원들을 대상으로 설문조사를 실시한 결과에 대한 경로분석을 실시하였다. 분석 결과, 다수의 조직이 동일한 시스템을 도입하더라도, 이를 통한 의사결정의 향상은 조직문화와 리더십과 같은 조직특성과 시스템을 활용하는 사용자의 직무태도, 정보기술역량, 직무특성 등에 따라 달라진다는 점이 발견되었다. 본 연구의 의의는 정부조직에서 어떠한 조건들이 정보기술도입에 의한 의사결정향상을 촉진하거나 저해하는지 실증적으로 규명한 점에 있다. 향후 스마트기술 등을 대상으로 하는 다양한 후속 연구들을 통해 정부조직의 의사결정을 위한 정보기술의 역할에 대한 보다 풍부한 논의가 지속될 필요가 있다. This research explores what organizational and individual factors explain the performance impact of an information system on decision making in government agencies. Drawing insights from the relevant literature, a conceptual framework was developed to explain the utilization of an information system and its impact on decision efficiency and effectiveness. Data were collected from a questionnaire survey of public officials in central-level agencies. Results of analysis find that the utilization of an information system is significantly and positively associated with a user’s IT competency and non-routineness of a task, whereas negatively associated with a user’s withdrawal behaviors at work such as absenteeism and tardiness. In addition, IT-aided decision performance is positively associated with human-oriented culture, managerial leadership, and the level of the system utilization. The system utilization is also found that mediate the impact of user characteristics on the decision performance.
