This paper analyzes the impact of contemporary international energy politics, focusing on the US-Russia energy conflict and the Russia-Ukraine crisis, on the European Union's energy security and policies. It explores the origins of the rivalry between the US and Russia for energy dominance, evaluates its effects on the global energy market and geopolitical balance, and assesses the consequences of the Russia-Ukraine conflict on the EU's energy market and policies. This includes addressing issues like energy supply instability, price fluctuations, and their political-economic repercussions. The study highlights how the European energy crisis has influenced the EU's energy security and policy decisions. It also examines diverse energy policies adopted by EU member states like Germany and Poland in response to the crisis, providing a comprehensive evaluation of how these diversification strategies could impact Europe's long-term energy security and political integration.

효과적인 유럽지역학 교육을 위한 한국식 하브루타 개발 및 적용 사례연구: ‘EU융합전공’ 수업을 중심으로

본 연구는 한국외국어대학교 EU융합전공의 효과적인 수업 진행을 위해 한국식 하브루타 토론법 개발한 과정과 이를 수업에 적용한 사례를 살펴보는 것을 목적으로 한다. 전통적으로 유럽에서는 수업에 있어 교수자의 가르침만큼 중요한 것을 학습자의 토론으로 여긴다. 반면에 주입식 교육에 익숙한 한국 학습자는 자기 생각을 정리하여 말을 하는 것에 어려움을 느낀다. 암기를 바탕으로 지식을 쌓아온 한국 학습자가 대학에서 만난 외국 학생과 함께 토론하는 것을 어려워하는 이유 중 하나이다. 따라서 본 연구를 통해 한국 학습자의 고충을 해결하는 동시에 사고력과 토론 능력을 높일 수 있도록 ‘EU융합전공’ 학습자를 대상으로 ‘한국식 하브루타’를 개발하고 유럽지역학에서의 하브루타 적용 가능성을 확인하였다.

유럽연합의 다중언어정책과 회원국의 언어 다양성 분석: 불가리아 사례를 중심으로

This study aims to analyze the multilingualism policy of the European Union and the actual language use in member countries to derive its implications. To this end, we review major domestic and prior foreign studies on the language policy of the European Union. The union regards every language and culture of member countries as an invaluable asset from the beginning since preserving the identity of the language could be beneficial to provide more opportunities in educational, vocational, and economic sectors of member countries. Moreover, the union is trying to deepen understanding among multicultural families with multilingualism policy. As a result, the union adopted the languages of all individual members as official that there are currently 24 official languages based on ‘Unity in diversity.’ In this paper, we analyze the multilingualism policy to see how this policy affects member countries. We investigate the longitudinal change in language diversity of Bulgaria, which joined the European Union in 2007. By analyzing the case in Bulgaria, we investigate current challenges in multilingual society and predict future challenges of the multilingualism policy of the European Union. 본 연구의 목적은 유럽연합의 다중언어정책과 회원국의 실제 언어 사용현황을 분석하여 그 시사점을 도출하는 데 있다. 이를 위해 유럽연합의 언어 정책에 대한 국내외 주요 선행연구를 검토하고, 언어 정책 중에서도 유럽연합이 강조하고 있는 다중언어 정책에 대해 분석했다. 유럽연합에서는 다중 언어 정책(multilingualism)이 회원국 개별국가의 언어의 정체성을 보존하는 동시에 회원국 시민들의 교육, 직업, 경제 분야에서 더 많은 기회를 얻는 데 유리하며, 언어 다양성을 증대시킴으로써 다문화 간 이해도를 높일 수 있다고 생각한다. 이에 유럽연합은 그 탄생 시점부터 지금까지 각 회원국의 고유한 언어와 문화를 유럽연합만이 가지는 자산으로 간주하여, ‘다양성 속의 통일(Unity in diversity)’을 기조로 모든 개별 회원국의 언어를 공식 언어로 채택했으며, 현재 공식 언어는 24개에 이른다. 본 논문에서는 이러한 정책이 실제 회원국에 어떤 영향력을 미치는지를 알아보기 위해 2007년 유럽연합에 가입한 불가리아의 언어 다양성을 시대별로 분석했다. 이를 통해 수십 개의 공식 언어가 공존하는 언어사회가 통합되는 과정에서 어떤 변화의 과정을 겪고 있는지 불가리아의 실제 언어 사용 사례와 시대별 언어 다양성을 분석하여 유럽연합과 회원국의 향후 과제를 조명해보고자 한다.

불가리아의 유럽화 과정과 전망: 불가리아의 유럽연합 가입 이전의 상황을 중심으로

This paper examines the Europeanization process of Bulgaria, outlining a series of events in its efforts to become a full member of the European Union. Since the regime transition in 1989, Bulgaria has actively pursued membership in the European Union and NATO, as well as accession to the Schengen Agreement and the Eurozone, under the banner of ‘Return to Europe’. Although more than 15 years have passed since Bulgaria's accession to the European Union, it still holds the distinction of having the lowest GDP among the 27 EU member states. The European Commission also assesses Bulgaria's development through the Cooperation and Verification Mechanism (CVM), a tool designed to monitor issues related to the rule of law and corruption, including judicial reform and the eradication of organized crime. Against this backdrop, this paper aims to identify future challenges for Bulgaria. 본 논문에서는 불가리아 유럽연합의 완전한 일원이 되기 위해 노력했던 일련의 사건들을 정리하며 불가리아의 유럽화 과정을 살펴보고자 한다. 1989년 체제전환 이후 불가리아는 ‘유럽으로의 회귀(Return to Europe)’를 외치며 유럽연합과 NATO가입 그리고 솅겐 조약과 유로존 가입을 강력하게 추진해 왔다. 불가리아가 유럽연합의 일원이 된 지 15년이 넘었지만, 여전히 유럽연합 27개 회원국 중 가장 낮은 GDP를 기록하는 최빈국이다. 또한 유럽연합집행위는 법치 체계 및 부패 문제를 감시하기 위한 메커니즘인 사법 개혁과 부패 및 조직범죄 척결 등을 위한 협력 검증 (CVM; Cooperation and Verification Mechanism)을 통해 불가리아의 발전 과정을 평가하고 있다. 이러한 배경에서 앞으로의 불가리아 유럽화의 과제가 무엇인지 알아보고자 한다.

불가리아의 러시아 에너지 무기화에 대한 에너지 독립 전략과 시사점 분석

본 논문은 러시아-우크라이나 사이의 전쟁 이후에 나타난 러시아의 에너지 무기화에 맞서불가리아가 추진하는 에너지 독립 노력을 다각도로 분석하고자 한다. 러시아는 천연 가스와원유 등의 대규모 에너지 자원을 외교적 도구로 활용해왔으며, 에너지를 수입하는 국가들에영향력을 행사해 왔다. 특히 불가리아의 경우 러시아에 대한 에너지 의존도가 높아, 지정학적 갈등과 러시아의 에너지 무기화에 매우 취약한 실정이다. 러시아-우크라이나 전쟁 이후불가리아는 러시아 에너지 의존도를 줄이고 에너지 안보를 높이기 위해 여러 전략을 펼치고있다. 불가리아의 일련의 조치들의 효과와 한계를 점검하고, 불가리아의 에너지 독립을 더욱 강화하기 위한 정책 제언을 제공하고자 한다. 이는 에너지 정치 역학에 대한 보다 깊은 이해를 제공하며, 주요 공급국에 대한 에너지 의존도를 줄이려는 한국에도 유익한 시사점을 줄수 있다.
