후기산업화시기 청년빈곤 영향요인의 변화에 관한 연구 - 1999년과 2014년의 비교를 중심으로 -

본 연구는 후기산업화시기의 청년빈곤 영향요인의 변화에 관한 알아보고자 한국노동패널 2차(1999년 소득자료), 17차(2014년 소득자료)자료를 활용하였으며, 청년빈곤 영향요인들의 변화를 분석하여 청년층 빈곤정책수립의 기초자료를 제공하는데 연구목적을 두었다. 연구결과 첫째, 과거에 비해 학력수준이 빈곤위험에 미치는 영향력이 줄어들어 인적 자본이론 등 개인주의적 관점의 빈곤이론으로 현대 청년의 빈곤을 설명하는데 한계가 있다는 점을 확인하였다. 둘째, 후기산업사회 노동시장특징의 확산으로 과거 무직일 경우 빈곤하였으나 현재는 과거와 달리 임시/일용직일 경우가 빈곤위험에 정(+)적 영향을 미치고 있었다. 이는 고용의 질이 낮은 서비스업 일자리의 확산이 청년빈곤에 영향을 미치고 있는 것임을 시사한다. 즉, 과거 청년빈곤은 개인주의적 관점에서 설명 가능하였으나 현재의 청년빈곤은 후기산업사회 노동시장의 구조적 특징인 불안정한 일자리 확산에 따른 것으로 청년빈곤의 영향요인이 변화한 것을 확인하였다. 따라서 청년들의 독립으로의 성공적 이행을 위해 실업 또는 불안정한 일자리로 인한 경제적 충격의 완화가 필요하며 이를 위해 실업보험 적용대상 확대, 실업수당의 급여수급율, 급여대체율 확대와 청년 기본소득 지급 등의 정책적 개입이 필요하다. This study seeks to provide a basic set of data for establishing policies to tackle poverty among the youth by using the data from the second Korean Labor Panel (using 1999 income data), the 17<sup>th</sup> Panel data(using2014data) to understand changes in the factors affecting poverty among the youth in a post-industrial society. The findings were as follows: First, compared to the past, the degree of influence of educational background on the risk of poverty decreased. This shows that poverty theory from an individualistic perspective, such as human capital theory has its limits in explaining poverty among youth in the contemporary era. Second, with the new characteristics in a post-industrial society`s labor market, poverty was often found when one was jobless in the past. But recently, unlike in the past, being a temporary/day worker had a positive effect on the risk of poverty. This indicates that the spread of low quality employment in the service sector affects youth poverty. That is, youth poverty was possible to be explained from an individualistic perspective in the past but in a post-industrial labor market, the influencing factor has changed to an increase in unstable jobs. As such, for successful financial independence of the youth, a financial buffer is needed for the youth to protect them from job loss or instability in employment. More youth should be made eligible for unemployment benefits, the ratio of unemployment benefits funded through salaries must be increased, salary replacement ratios must be increased and basic income should be provided to the youth through policy interventions.
