표지인물과의 만남 - 이재용 환경부장관

취임 3개월째 맞는 이재용 환경부장관은 주위의 우려와는 달리 환경정책의 수장직을 무난히 잘 수행하고 있다는 평을 받고 있다. 그는 화려한 경력이 말해주듯 소탈하고 매우 친화력이 있는 성격의 소유자이다. 그는 대학시절 민주화의 열망을 안고 휴학과 복학을 거듭하면서 이 땅의 민주화를 이룩하는데 일조를 했다. 훤칠한 키와 출중한 외모는 모델을 능가할 정도로 뛰어나다. 실제로 그는 극단을 창단하여 무대에도 여러번 선 경험이 있다. 또 그는 일찌감치 환경운동가의 길을 걸어 왔기에 현재의 환경정책을 수행하는데 큰 도움이 된다고 말했다. 본지는 지난달 13일 환경부 장관실에서 연합회 임원 간담회와 함께 인터뷰를 가졌다. 다음은 이 장관과의 인터뷰 내용이다.

유비쿼터스 도시 건설을 위한 인력양성방안 현황 및 정책방향 연구

본 연구에서는 u-City 인력양성 현황을 토대로 국토해양부의 u-City 관련 인력양성에 대한 실천 계획이 효율적으로 실행될 수 있는 방안을 제시하였다. u-City를 추진하는 지자체, 개발사업자마다 공통적으로 제기하는 문제점은 u-City 관련 고급 및 산업 인력의 절대적인 부족이다. u-City 전문 인력은 u-City건설의 특성상 도시계획.개발, 정보통신망, IT 등 다양한 분야에 대한 전문지식을 갖추어야하나 이러한 고급인력이 배출되고 있지 않다. 따라서 본 연구에서는 인력양성방안의 목표를 'u-City의 성공적인 추진에 부합하는 전문 인력 양성'으로 설정하였으며, 수요자 중심의 교육, 지역 균형적인 전문 인력 양성, u-City 관련분야의 융.복합교육, u-City 관련 교육인프라 구축을 추진전략으로 수립하였다. u-City 인력양성의 추진목표 및 전략을 실행하기 위한 중점추진과제로는 'u-City건설 전문 인력 교육 관련 수요전망', '지역별 거점대학 선정을 통한 전문 인력의 양성', 'u-City 인력양성센터 건립추진', '교육포탈을 통한 온라인 교육', '교육인프라 구축' 등 5개를 선정하였다. u-City 인력양성을 위한 추진전략의 성공적 실행을 위해서는 중점 추진과제들 간의 유기적인 연계가 필수적이다. This study is for the effective training strategy of human resources for the u-City construction to support the u-City human resource development plan of the Ministry of Land, Transport and Maritime Affairs (MLTM). One of the biggest problems concerning u-City is the shortage of advanced human resources for the u-City constructions. The characteristic of u-City makes u-City related human resources had knowledge of various fields including IT, GIS, construction engineering, urban planning and so on. But, there are only a few programs to train u-City related human resources. Therefore, this research established the objective of the training strategy for u-City human resource development as "the training strategy of human resources for the successful u-City constructions". To achieve this objective, four different core strategies are established like followings: (1) demander-oriented education, (2) regional balanced education, (3) integration education of u-City related subjects, (4) u-City related education infrastructure development. These 4 different core strategies can be achieved from 5 sub projects like followings: (1) demand estimation of u-City human resources, (2) u-City education from selected regional core universities, (3) u-City education from u-City human resource education centers, (4) online education and (5) construction of education infrastructures. These 5 interrelated sub projects can be preconditions of the successful human resource strategy development.

기둥축소 보정을 위한 계측의 최적 위치 선정 방법

The column shortening measurement has been carried out during the construction phase of a tall building to verify the accuracy of the column shortening prediction. The measurement sensors were installed on the stories at a regular interval which was determined by considering the total number of stories. Such measurement is not suitable for the diagnosis of the discrepancy between prediction and measurement. In this study, the optimum locations for the measurement sensors were investigated through computational simulation. The most effective location for the sensor was the interior column on the first floor when the structural properties of all columns were equal. If the structural properties of columns were changed at a certain floor, the first floor and the changed floor were recommended for the installation of the sensors. The discrepancy was confirmed to be different depending on the error in the contributing factors. This study enables us to save the cost for measuring by installing the sensors at the optimum locations and to enhance the efficiency of the measurement by analyzing the causes of the discrepancy.

Non-point source pollution that originates from surface applied chemicals in either liquid or solid form is a part of urban activities and it appears in the surface runoff caused by rainfall. This study investigates the characteristics of non point source pollution in relation to storm events and the first washing effect in the Study area, which is comprised of different land use types. Then, a Best Management Practices (BMP) model, for urban areas, is applied with the Storm water Management Model (SWMM) Windows Interface which was developed by the EPA in the USA. During the storm event analysis of the hydrographic and pollutographic data showed that the peak of pollutants concentration was within the peak flow, 30 to 60 minute into the storm event in the Study area. The results of simulation using SWMM Windows Interface, Structure Techniques as applied in the study were highly efficient for removal of pollutants. Predicted removal efficiency was 26.0% for SS, 22.1 for BOD, 24.1% for COD, 20.6% for T-N, and 21.6% for T-P, respectively.

본 논문에서는 고공시설물인 태양집광판을 사용한 가로등의 집광효율과 유지보수 성능 향상을 위한 자동 승하강 장치를 설계 제작하였다. 자동 승하강장치는 태양집광판을 사용한 가로등과 유기적으로 동작가능하곤 태양집광판의 집광 각도를 조절하여 집광효율을 향상시킬 수 있다. 또한 태양집광판과 가로등을 쉽게 탈부착할 수 있는 구조로써 유지보수가 용이하도록 하였다. 자동 승하강장치를 장착한 태양집광판을 사용한 가로등을 활용함으로써 태양집광판의 집광효율 향상에 따른 가로등의 조명효율을 향상시킬 수 있고, 가로등의 유지보수 비용 절감 및 교체작업 시간 동안의 교통 정체현상 등을 예방할 수 있을 것으로 기대된다. In this paper, an automatic escalator system is manufactured for concentrate lighting efficiency and maintenance improvement technology of street light used a solar condenser. It can be linked with street light used a solar condenser, improved concentrate lighting efficiency by regulating concentrate light angle of a solar condenser. It can be remove and attach to solar condenser and street light. By developing street light used a solar condenser with an automatic escalator system, the lighting efficiency of street light and the concentrate lighting efficiency of solar condenser are High. The maintenance fee of street light significantly reduce and traffic congestion during working hours of street light is prevent.

Glutathione S - transferase ρ의 정제 및 특성

Glutathione S-transferase ρ(EC 2.5.1.18) has been purified to homogeneity from human erythrocytes. A combination of gel filtration, ion exchange and hydroxylapatite chromatographic procedure yields the specific activity of 20.8 units/㎎. The purified enzyme gives a single band corresponding to 24,000 M.W. on a sodium dodecyl sulfate polyacrylamide gel electrophoresis. The enzyme molecule is characterized to be an acidic protein (pl 4.6) having a dimeric structure with 48,000 M.W. composed of identical size of polypeptide chains. Apparent K_m, and V_(max) were determined to be 1.1 mM and 1.0 mmol/1/min for 1-chloro-2,4-dinitro benzene respectively while 0.3 mM and 0.55 mmol/l/min for glutathione. Results obtained from chemical modification studies suggest that essential amino group(s) critically connected to the catalytic function of glutathione S-transferase ρ.
