The era of Local Autonomy was not opened until council members and leaders were elected in all levels of local government through the simultaneous voting in Korea on 27 Jun 1995. The variety approaches on the role of local government leaders have been suggested since the lst term of local council was constituted. The signification of discussion on the elected local government leaders is not only on the typical meaning that they formulate a shaft of local autonomy with local council, but on the substantial importance of the leaders' role to perform. If the principle of power separation is considered faithfully in local government, council should perform the legislative roles and government do comprehensively executive ones. The substantial influences or roles of leaders are, however, very wide-range and di-verse, as we see in the context of that they are on the representative position in local government. Especially, they will be necessarily posit on the center of discussion for the direction-setting of local government progress or for the resolution of important local problems. So, it is essentially needed to scrutinize on the role of local government leaders to dominate the setting and development of overall local autonomy or the success or failure of relevant local government. Particularly, the study on the leaders' role needs to provide the behavioral standards for local government leaders. Despite of such a necessity, it is very difficult to present the leaders` role clearly. And the more important fact is the role perception of leaders about each of role styles. It will be depend on the personalities and values of the individual leaders, but in fact, showed great distinction in accordance with the preference of role styles between leaders of local government.

This study aims at establishing the relations between special local authority and local government. The implementation of local autonomy system and the local administrative reforms provide new environments to local governments. The changes of local administrative system. Thus, the existing relations between special local authority and local government is necessary change. Consequently, this study proposes three ideas such as the privatization of special local authorities by rearranging the spheres of public and private sectors, the integration of special local authority and local government, and the adjustment of functions of special local authorities and local governments.
