The village-making movement, which started in 1962 from the citizen movement for redevelopment of eito district, in nagoya city, Japan, led to citizen's participation in the city planning. This movement has developed from the completion and reform activity tho the principal strategy for citizen's health, welfare, education, the identity establishment and the activation for the region. Korea has developed Jumin-Undong(the resident or the citizen movement) since the second age of the local self-governing, which is similar to the village-making movement in Japan. Jumin-undong ties up their heart and mentality beween residents and residents and develops the movement for creating the local community. This study seeks to alternatives for establishing the space of pleasant life and activating the village-making movement in the twenty-first century.
항암단(抗癌丹)을 투여(投與)한 대장암(大腸癌) 환자(患者) 83례(例)에 대한 임상보고(臨床報告)

Clinical studies were carried out 83 cases of patients with colorectal cancer treated by Hangamdan(抗癌丹) from January 1th 1998 to September 30th 2000. The results were summarized as follows; 1. Distribution of those attached by colorectal cancer, by sex, showed that Male is more then Female, by age, showed that the number of fifties is majority. 2. Distribution of diagnostic stage, in descending order; stage III(53%, top), stage IV(45.8%). 3. The effects of maintenance and improvement in the symptoms with traditional oriental therapy(83.3%) and combined treatment of western and oriental therapy(92.1%) were observed. The effects of the symptoms were as follows: diarrhea(37.3%), abdominal pain (25.3%), general body weakness(22.9%), nausea(20.5%) and etc. in orders. 4. Analysis of hematology attached by colorectal cancer, maintenance and increasing of WBC(89.9%), RBC(74.7%), Hgb(81.1%), Platelet(92.4%) were observed. After taken Hangamdan, the safety of the liver and kidney were as follows; maintenance and decreasing of AST(85.9%), ALT(94.8%), GTP(87.5%), Creatinine(90.9%) were observed. 5. of IL-12 and $IFN-\gammer$ attached by colorectal cancer, increasing of IL-12(53.3%), IFN-{\gammer}(80%)$) were observed. 6. Analysis of QOL attached by colorectal cancer, maintenance and improvement of combined treatment of western and oriental therapy(89.6%), traditional oriental therapy(83.3%) were observed. 7. Analysis of survival in patients with IV stage of colorectal cancer, above 7 months(18.4%), 12 months(65.8%). 8. Analysis of antitumor effects, maintenance of traditional oriental therapy(83.3%) and maintenance and improvement of combined treatment of western and oriental therapy(80.5%) were observed. Analysis of tumor marker attached by colorectal cancer, maintenance and decreasing of CEA(78.8%) were observed. 9. Analysis of curative valuation, maintenance and improvement of traditional oriental therapy(83.3%), combined treatment of western and oriental therapy(72.7%) were observed. From the above results, it is suggested that Hangamdan has significant effects of antitumor and immune activity, also could be usefully applied for colorectal cancer patients by combination with western therapy or alone.

In hopes of nation's new reform, let alone regional development and local communities transformation, the first era of public local self-government, starting in 1995, had gotten its curtain dropped in the wake of the local election on June 4, followed by the second era of its kind teeing off on July 1. The mechanism of local self-government had went through rise and fall for the past three years. The lack of sufficient preparation for the prerequisites of successful localization such as the proper share of power with the central government, the reshuffle of administrative organization, the procurment of local governments' good finance, the ironing-out of various conflicts, etc., is asking for the price now. One of the most serious is the problem of regional conflicts. The completion of national policies has been postponed because of local opposition. The difference of private mutual interests has prevented public works from moving. Without resolving those regional conflicts, it is a great distance to catch up with international comparativeness and enhance the standard of living. Unaccustomed to negotiation culture each party concerned with its negotiation are prone to indignation. Taking its own stubborn stance in a haste is preferred to taking a cool picture of a situation and trying to solve the problem involved. Regional conflicts are those all of the people stand together to solve. This study, rested upon these kinds problems, is intended to search for cooperative alternatives between local governments and their inhabitants, by applying negotiation theory to the process of city planning, on the ground that systematic negotiation theory doesn't almost exist yet although the operation of local self-government must try to seek ways to reflect taxpayers's interests on the actual city planning.
