社會事業家의 價値觀이 施設經營에 미치는 影響 : CCF 加入 施設長을 中心으로 Based on the managers of CCF affiliated institution

The purpose of this study is to conduct a research on the patterns of values of institution managers and to provide right direction for transforming their value judgement into a constructive pattern which contributes to the development of their institutions. This research was performed by comparing and analyzing differences of value of personnel serving in institutions classified "Excellent", "Good" and "Fair". The results were gathered indirectly by mailing out questionaires covering social economic, political, religious and managerial aspects of their everyday life to 90 social workers of institutions affiliated with CCF in Korea. The differences of value between higher and lower level institution managers can be outlined as follows: 1. Responsibility for bad public opinion of social workers. A. 64.9% agreed that public opinion of institution managers was worsening. B. About 59% of "Fair" institution managers answered that the responsibility had resulted from the lack of understanding about social work. There was no one who answered that the worsening of public opinion was due to their managerial disability. C. The response from "Excellent" institution managers was totally opposite. 2. Emphasis on professionalization of social work. In modern social work, professionalization is emphasized much more than humanism or a sense of mission for social work. A. 41% of "Excellent" institution managers pointed out that their staff members should have professional knowledge on social work. B. Only 11.8% of "Fair" institution managers felt this was needed. 3. Factors for institution development. In reply to the questionaire, "Do you know what the most important factor for institution development is?" responses were as follows- A. "Fair" institution managers (a) 33.7% indicated"child-care workers' quality upgrading". (b) 23.7% indicated "successful achievement for economic self-supporting measurement". B. "Excellent" institution managers (a) 46.9% selected "clear managerial idea" as the highest value. (b) 29.5% chose "development of scientific managerial methods". I think that the differences of value-view mentioned above would be factors influencing the effect of institution management. I would like to make the following suggestions for the innovation of institution management. 1) New establishment of moral attitude and realization of clear managerial idea. 2) Realization of professionalization. 3) Innovated improvement of public opinion. 4) Bringing the children up soundly.

1986년 도시교통정비촉진법 제정으로 교통영향평가 제도의 법제화가 이뤄진 후 당해 제도는 지난 30년 동안 도시교통문제를 완화하여 왔으며, 개별시설물 또는 개발사업의 당면한 문제를 개선하고 수익자부담원칙에 따라 사업자에게 개선대책 내용을 부담시킴으로써 공공성을 확보하여 왔다. 이러한 순기능에도 불구하고 사업의 지연, 사업주의 시간적·경제적 부담, 교통영향평가의 실효성에 대한 의문 등 부정적 시각으로 인해 타 평가와의 통합, 규제개혁 대상, 제도의 명칭 변경 등 우여곡절을 거쳐 2008년 도시교통정비촉진법으로 이관 후 2016년에 비로소 ‘교통영향평가’로 명칭이 환원되었다. 본 연구에서는 교통영향평가제도의 내실을 다지기 위해 현 제도상에서 운영(지침 위주)상 문제점 및 보완사항, 교통영향평가 보고서 작성시 기술적 문제점 및 보완사항 등을 제시하고, 공공성 회복 및 경쟁력 강화를 위한 대안을 기존 연구자료 및 논단 등을 토대로 제안하였다.
