Korea has achieved a high economic progresssince 1960s when the rapid industrialization and urbanization were accelerated. This brought many changes in the general society, people's way of thought and behaviors, however, as the administrative system strengthened its centralism to lead and support a high economic progress, local administration degraded to a means of national administration and had many problems to play its role as a local government. Among the various changes since the enactment of local autonomy system, this study focused on organizational reform in particular and suggested a more efficient and competitive model of the organization

본 연구는 역사적 제도주의의 경로진화 모형을 통해 중국 의료위생정책의 진화경로를 확인해 보는 것에 목적이 있다. 분석 결과 의료위생 정책 변동 패턴은 가겹, 가겹, 표류, 전환이 뒤섞인 역동적 과정을 통해 진화해왔다. 의료서비스 공급부족에 따른 문제를 해결하기 위해 각종 조치들이 추가되는 과정과 시장화에 따른 규제개혁의 조치는 가겹으로 해석된다. 이후 합작의료가 와해되고 자비 의료가 증가되는 표류, 공공성 강화를 위한 각종 조치들이 시행되는 전환의 과정을 거친 것이다. 행위자들의 관점에서 정책변동은 단순한 환경 변화만을 뜻하지 않는다. 이들은 전략적 행동변화를 통해 자신들의 이익을 최대화 하고, 이 과정에서 예기치 못한 정책 표류의 현상이 나타날 수 있음을 확인했다. The object of this study is to examine the progress of evolution in Chinese medical and sanitation service policies through the path evolution model of historical institutionalism. The result of the analysis shows that the variation pattern of medical and sanitation service policy has been evolved with dynamic progress including layering, drift and conversion. Both the process of various measures are added in order to solve the problem derived from deficient medical supply and regulatory reform according to marketization could be interpreted as layering. Policy has been gone through the drift which refers to the increase of medical treatment that patients pays by themselves after cooperative medical treatment and conversion that various kinds of measures were executed to enforce the public nature. From the actors' point of view, fluctuation in policy does not mean only the environmental change. They verified that through the strategic change in behavior, they could maximize their benefits, and also drift of policy could occur in this process.

淺談公民網絡政治參與中政府線下回應 - 以某大學生網絡政治參與事件爲例 -

網絡政治參與成爲中國公民日益重要的政治參與模式, 在構建服務型政府的過程中, 政府有責任對此做出合理有效的回應, 這成爲移動時代政府與公民互動實現的前提保障, 也成爲影響民主政治發展的關鍵因素。 本文主要着眼于從網絡虛擬空間的公共問題回到現實領域的公共問題后, 政府通過制定政策對現實施加干預幷最終解決網絡公共事件的階段。 針對政府在線下回應中存在的突出的回應態度誤區、回應能力不足等問題。 本文選取浙江省某大學生眞實網絡參與事件的典型案例, 分析政府在線下回應中的問題表現幷進行原因分析, 最終明確了政府在網絡政治參與的線下回應中必鬚承擔的責任和提供的服務, 卽政府旣要充當線上線下的協調者、也應是公共問題的解決者、長效机制的建設者和公民利益的保護者。 Online political participation has become increasingly important in Chinese citizens’political participation pattern. In the process of building a service-oriented government, the government has the responsibility to make reasonable and effective response, which became the premise to guarantee the mobile era to achieve the interaction of government and citizen, and has become the key factors affecting the development of democratic politics. This paper focuses on the question of whether the government is involved and resolves through policy decision, after the problem of the public domain reflected on the Internet is reflected in the reality. In view of the outstanding errors of the response ability to the problems in the existing government, this paper selects Zhejiang province students’ real network in the event of the typical case, analyzes the performance and reasons of the government online response to the problems, and finally clears the responsibilities and services that the government should act as the online coordinator, builder, and protector of the interests of citizens, and that should also be long-term mechanism to solve public problems.
