한국 지역주민의 법준수 인식에 대한 영향요인 : 지역사회 경찰활동과 경찰 정당성을 중심으로

이 연구의 목적은 한국에 거주하는 지역주민의 법준수 인식에 미치는 영향요인을 밝히고 정책적 시사점을 도출하기 위한 것이다. 2015년 1월부터 2월까지 약 한달 동안 전국의 시민을 대상으로 설문조사를 실시하여 자료를 수집하였다. 분석결과, 지역주민의 지역사회 경찰활동에 대한 인식이 높을수록 경찰에 대한 정당성 인식이 증가하는 결과가 나타났으며, 지역주민의 경찰에 대한 정당성 인식 또한 법준수 인식에 통계적으로 유의미하게 영향을 주는 것으로 나타났다. 그러나, 지역사회 경찰활동에 대한 인식 여부는 지역주민으로 하여금 법을 준수하고자 하는 인식에는 영향을 미치지 않는 것으로 나타났다. 그럼에도 불구하고, 다른 변수를 통제했을 때, 지역주민의 지역사회 경찰활동에 대한 인식이 높아질수록 경찰에 대한 정당성이 확립되어 결과적으로는 법을 준수하고자 하는 인식도 높아지는 것으로 나타났다. 끝으로 시민의 법준수 인식 제고를 위한 정책적 제언과 이 연구의 한계에 대해서 논의하였다. The purpose of this research is to investigate the factors of residents’ perceptioncompliance with law and draw the policy implications in South Korea. The current study conducted a survey of residents in the country from January to February 2015 and analyzed collected data employing a random sampling. The findings indicated that residents who have perceived on community policing were more likely to perceive police legitimacy. The findings, furthermore, showed that residents who have perceived on police legitimacy were more likely to comply with law. Community policing variable, however, was not a statistically significant predictor for compliance with law. Nonetheless, the findings, when controlling for other variables, showed that residents who have perceived on community policing were more likely to comply with law through enhancing police legitimacy in consequences. The policy implications for enhancing residents’ compliance with law and the limitations of the current research were discussed at the last part of this study.

문자 단위 매칭과 유닛 단위 매칭을 이용한 온라인 필기 한자 인식

This paper presents on-line Chinese character recognition methods based on DP-Matching. The recognition system consists of character matching and unit matching methods. The character matching method adopts DP-matching between the input data and models as a major matching method, while unit matching method uses relation matching between consecutive units (part of character) in addition to DP-matching between units. A couple of methods combining character matching and unit matching methods were examined also. We found that we got best recognition result applying unit matching methods to the recognition candidates from character matching method.

경찰 문제행동과 시민의 법준수인식간 영향관계- 법냉소주의의 매개효과-

Based on the importance of securing legitimacy for the police pursued in the procedural justice model, the study identified the factors that police misconduct and citizen's legal cynicism which may lead to lack of legitimacy for the police, and the factors that affect the perception of complaince of law. Through prior research, police legitimacy is a factor that raises citizens' complaince of law and thus establishes a hypothesis that policing and cynicism which have been cited as negative factors in establishing legitimacy for police, will have an impact on the perception of compliance of law. The analysis results are as follows: First, the police behavior problem was cynicism, identified as a factor to increase the law. Second, the police action problem is the citizens 'awareness shown to have a negative impact on compliance of law. Third, the law recognition shown to have a negative impact on compliance with the laws of its cynicism. Finally, the study showed that legal cynicism has a medial effect in the negative impact of policing on citizens' compliance of law. Through these analyses, individual police officers came up with suggestions such as the need for a more systematic and realistic education to comply with the proper procedures in enforcing the law, and the preparation and supplementation of policies for the police to communicate and approach the people in a friendly manner. 이 연구는 절차적 정의모델(모형)에서 추구하고 있는 경찰에 대한 정당성 확보의 중요성에 착안하여, 경찰에 대한 정당성 확보를 결여시킬 수 있는 요인인 경찰 문제행동과 시민의 법냉소주의를 선행요인으로 하여 법준수 인식에 미치는 영향요인을 파악하였다. 선행연구들을 통해 경찰 정당성은 시민의 법준수 인식을 제고하는 요인임을 확인하였고, 이를 통해 경찰에 대한 정당성 확립에 부정적 요인으로 지목된 경찰 문제행동과 법냉소주의가 법준수 인식에 미치는 영향이 존재할 것이라는 가설을 성립하였다. 구조모형 분석을 통해 연구가설을 검증하였고, 분석결과는 다음과 같다. 첫째, 경찰 문제행동은 법냉소주의를 증가시키는 요인으로 확인되었다. 둘째, 경찰 문제행동은 시민의 법준수 인식에 부정적인 영향을 미치는 것으로 나타났다. 셋째, 법냉소주의는 시민의 법준수 인식에 부정적인 영향을 미치는 것으로 나타났다. 마지막으로 경찰 문제행동이 시민의 법준수 인식에 미치는 부정적 영향에 있어 법냉소주의가 매개효과가 있는 것으로 나타났다. 이와 같은 분석결과를 통해 경찰 개개인에 대해 법을 집행함에 있어 적정절차를 준수할 수 있도록 보다 체계적이고, 현실에 맞는 교육이 필요성과 경찰이 국민과 소통하고 친근하게 다가갈 수 있는 정책 마련 및 보완 등의 시사점을 도출하였다.

SNS(폴인러브)가 경찰 정당성 인식에 미치는 영향

열린 정부라는 정부정책 기조와 관련하여 최근 소셜 미디어 서비스(SNS)의 활용이 강조되는 시점에서, 이 연구는 경찰에서 운영하고 있는 SNS에 대한 활용정도, 활용 동기, 그리고 효과성이 경찰의 정당성 인식에 어떠한 영향관계에 있는 지를 확인하였다. 분석결과 첫째, 경찰의 선행활동과 같은 경찰홍보 영역에 대한 활용정도가 높을수록 경찰에 대한 정당성 인식이 제고됨을 확인하였다. 둘째, 경찰에서 운영하고 있는 SNS에 대한 활용 동기가 높아질수록 경찰에 대한 정당성 인식이 제고되는 것으로 나타났다. 셋째, 경찰에서 운영하고 있는 SNS가 효과적이라고 인식될수록 경찰에 대한 정당성 인식이 제고되는 것으로 확인되었다. 마지막으로 통계적으로 유의미한 결과가 도출된 3개의 결과 중 경찰에서 운영하고 있는 SNS의 효과성 측면이 가장 중요한 요인임이 확인되었다. 이 연구는 그간 경찰에 대한 정당성 인식을 제고하는 기존의 선행요인과는 차별적인 요인인 SNS와의 영향관계를 파악했다는 점에서 추후 경찰의 SNS의 운영방향에 기여했다는 점에서 의의를 지닌다. 반면, 표본선정에서의 일부 한계, 분석방법이 횡단분석이라는 점, 마지막으로 경찰에서 운영하고 있는 SNS의 추후 운영방향에 대한 인식 등을 고려하지 못한 점 등이 한계로 남는다 Recently, The use of social network service was emphasized in relation to the governmental basis as open government. So, this study is to confirmed how use of degree, motivation, effectiveness of social network service(SNS) affected police legitimacy. As a results, The findings indicated that: First, use of degree of SNS (+) was statistically a significant factor that influence to perception of police legitimacy. Second, use of motivation of SNS (+) was statistically a significant factor that influence to perception of police legitimacy. Third, use of effectiveness of SNS (+) was statistically a significant factor that influence to perception of police legitimacy. Lastly, use of effectiveness of SNS was specially most influence factor than other factors. This study have contribution how SNS influenced police legitimacy that have not been studied before. But, this study have several limitation. First, sampling method was convenience sampling. Second, the method of analysis was the cross-section analysis. Lastly, police SNS failed to provide direction for the future.

DP-Matching과 HMM을 이용한 온라인 필기 한자 인식

On-line handwritten Chinese character recognition systems should be fast and yield accurate results in order to be practical systems. DP-matching method for variable length input requires building several allographs (multiple models) per class, which inevitably reduces the recognition speed. HMM is a good alternative, since one HMM per class is usually sufficient to model large variation of data. We proposed a recognition system in which HMM and DP-matching method are combined to improve the recognition speed and recognition accuracy at the same time. The HMM method using structure code features produces recognition candidates, then DP-matching method using chain code features reorders the candidates to get more accurate results. In doing so, we accomplished fast and accurate recognition results for 2,362 Chinese character classes. We also adopted result verification method to discriminate confusable character classes. We got 97.44% recognition accuracy using the proposed method in 113 ms per character in average.

경찰공무원의 일과 삶의 균형(Work-Life Balance)에 대한 인식이 직무만족에 미치는 영향 : 내재적 동기의 매개효과

공직사회에서 봉사와 희생이라는 전통적인 공직관은 강조된 반면, 공직자들의 삶의 질을 향상시키고자 하는 노력은 미미 하였다. 최근에는 민간조직을 중심으로 삶의 질 향상 요인으로 일과 삶의 균형이 각광을 받고 있다, 이에 공직사회에서 역 시 일과 삶의 균형을 위한 여러 노력이 필요한 시점이다. 이에 이 연구는 경찰공무원의 일과 삶의 균형에 대한 인식과 업무에 대한 즐거움, 업무에 대한 성취감 및 직무만족과의 영 향관계를 경로분석을 통해 살펴보고자 하였다. 연구변인간 영향관계를 살펴보기 위한 조사는 전라도 광주지역 내 근무하 고 있는 경찰관 250명을 대상으로 하였다. 연구 결과 첫째, 일과 가정 균형은 업무에 대한 즐거움에 긍정적인 영향을 미치는 것으로 나타났다. 둘째, 일과 성장 균형 은 업무에 대한 성취감에 긍정적인 영향을 미치는 것으로 나타났다. 셋째, 일과 성장 균형은 직무만족에 긍정적인 영향을 미치는 것으로 나타났다. 넷째, 업무에 대한 성취감은 직무만족에 긍정적인 영향을 미치는 것으로 나타났다. 마지막으로 일과 성장 균형과 직무만족과의 관계에서 업무에 대한 성취감이 매개역할을 하는 것으로 나타났다. 연구결과를 바탕으로 먼저, 개인의 성장을 위한 조직 차원에서의 노력을 도출하였고 다음으로 일과 삶의 균형 전반을 위한 조직차원에서의 효과 적인 관리방안의 필요성 등을 시사점으로 도출하였다.
