최근 특수직역연금 가입자도 기초연금을 적용받고자 하는 요구가 증가되고 있다. 기초연금 제도 시행부터 특수직역연금 가입자는 원천적으로 기초연금에 대한 법 적용이 배제되어 왔었다. 빈곤상태에 있는 65세 이상의 노인층을 특수직역연금 수급권자에 해당한다는 이유로 기초연금 대상자에서 제외하는 것은 노인의 생활을 지원하고 복지를 증진시킨다는 기초연금법의 도입 목적을 온전히 실현하지 못하는 측면이 있다. 그러므로 모든 공적연금 수급자를 대상으로 실제 소득이 기초연금 기준액보다 미달할 경우에는 기초연금을 받을 수 있도록 제도적인 개선이 마련되어야 할 것이다. 저소득의 특수직역연금 수령자들에게 보다 안정된 노후 보장을 지원하는 방안이 마련되어야 한다. 본 연구에서는 특수직역연금 가입자 중에서 사학연금 가입자를 대상으로 기초연금 선택적용에 대한 타당성 여부를 살펴보고자 하였다. 공무원연금과는 달리 사학연금 가입자 중에서 일부 유치원 교사나 간호사 직군의 경우에는 소득이 그다지 높지 않는 경우가 있다. 이러한 계층은 기초연금 적용을 고려해볼 필요가 있다. 특히, 유족연금 수급자의 경우에는 기초연금 선택적용을 적극적으로 고려해보는 정책적 검토가 필요하다고 본다. 본 연구는 다음과 같이 주장하고자 한다. 첫째, 사학연금 수령자 중에서 실제로 저소득자인 경우에는 기초연금을 적용하는 법안을 마련하여야 한다. 둘째, 해외에서의 기초연금 적용은 모든 가입자를 대상으로 적용하고 있다. 해외 사례와 같이 전 국민을 대상으로 모든 공적연금 가입자에게 기초연금 적용을 고려하여야 한다. 셋째, 유족연금 수급자 중에서 기초연금 지급액보다 낮은 연금액을 수령하는 자에게는 유족연금보다는 기초연금을 수령할 수 있는 방안을 모색해 보아야한다. 넷째, 기초연금의 재원은 조세로 이루어지는 것으로서 국민연금 수급자와의 형평성을 고려하여 특수직역연금 가입자의 경우에도 기초연금을 적용하여 기본적 소득의 충족과 동시에 노후소득 보장을 더욱 강화할 필요가 있다. 본 연구는 사학연금 가입자를 대상으로 기초연금 선택적용에 대한 대한 기초자료를 제공하고자 하였다. 이와 같은 기초연금제도 적용은 우리나라의 사학연금 수급자의 노후소득 보장을 한층 강화하는 측면에서 긍정적이며, 기초연금 선택적용에 대한 타당성과 도입방안 등을 살펴보았다는 점에서 의의가 있다.

An empirical study of the mediating model for downsizing strategies

Until now, many studies have focused on some patterns of downsizing performance and survivor's syndrome. An early stage of those studies tried to identify what is the downsizing syndrome. In the later stage, some researchers explored the relationship between downsizing practices and results. However, those studies have not sufficiently analyzed the integrated causality of downsizing. Academic sphere just only focused on the survivor's syndrome or empirical evidence such as financial performance. On the other hand, business societies recognized downsizing as an unavoidable decision, and tried to establish the strategic road-map for successful downsizing. Therefore, an integrated perspective in the downsizing research is very important for business society to develop the practical road-map, to solve the related problems, and to secure the downsizing performance. This paper approaches the downsizing strategy as a mediating model in which DPM(Downsizing Process Management) mediates between PMD(Pre-stage Management of Downsizing) and PDR(Post-Downsizing Response). To investigate the mediating model of downsizing strategy, this paper selected the Korean automobile industry as a research population. The automobile industry has been directly affected by the global economic downturn. Korea is no exception. It is widely recognized that the automobile, semiconductor, and petrochemical industries are expected to be the core targets for downsizing. In fact, the automobile industry is one of the most vulnerable sector during the global financial crisis. Currently, Hyundai Motor shut down one major plant due to a lack of orders. With carmakers cutting production, parts manufacturers are having trouble. At namdong industrial complex in incheon and national industrial complex in gunsan, nearly 600 businesses suspended operations temporarily, leaving 10,000 workers at home. Now, downsizing and restructuring are inevitable situation in the Korean automobile industry, especially auto parts manufacturers. A total of 500 questionnaires were sent out and 226 were returned. Excluding 26 invalid questionnaires, 200 valid responses were received. By testing the causality of mediating model based on LISREL, hypotheses 2, 3 are supported, and hypothesis 1 is rejected. These results suggest that DPM plays an important role in the situation of post-downsizing. The empirical results are consistent with Flint(2003), Allen et al.(2001), and Band & Tustin(1995) that downsizing process management is beneficial in the downsized organization. Also, PMD has a significant effect on DPM. This is an important finding since it varies from prior studies that regarded both PMD and DPM as a similar variable. The causality between PMD and DPM is a core in the downsizing strategy. In summary, PMD must be reprocessed, and needs to be verified by the DPM. In conclusion, this paper demonstrated the mediating causality of DPM between PMD and PDR.

A study on the mediating effects of teamwork in the care team

의료조직의 팀제는 산업계의 팀과는 다르다. 산업계의 팀 구성원들이 팀원으로서 단일의 지위, 책임, 직무를 가지고 있고, 팀장에 의하여 평가받을 것이다. 그러나 의료조직의 진료팀 구성원들은 일반적으로 팀 구성원과 기능적 부문의 구성원으로서 이중의 지위, 책임과 의무를 유지하고 있다. 그렇기 때문에 진료팀에 있어서는 상호간의 의사소통을 활성화시킬 수 있는 더욱 향상된 노력이 필요하고 다양한 분야의 전문가들을 통합할 수 있는 임파워먼트된 리더십이 필요한 것이다. 실증분석은 대학병원에 소속되어 있는 진료팀 구성원들에 대한 조사를 통하여 수집되었다. 실증분석 결과는 정교하게 설계된 팀 전략이 적용되어야 함을 제시하고 있다. 팀 구성원들은 팀 요인이 확인되어야하고 리더십과 의사소통에 의하여 검토되어야 하는 개념으로 인식하는 것으로 분석되었다. 즉, 팀 요인은 필요조건이고 팀 요인에 기반한 팀 과정이 팀 성과를 향상시키는 충분조건이라는 것이다.
