소프트웨어는 정보화의 결과물이자 지능정보사회를 위한 수단이다. 그러나 소프트웨어에 대한 기대와 비전을 실현하기에는 우리나라 소프트웨어 산업의 경쟁력이 충분하지 못하며, 특히 상용소프트웨어 경쟁력이 낮다. 이러한 문제를 해결하기 위해 지난 2010년부터 국가기관 등을 대상으로 상용소프트웨어 분리발주 제도를 시행해 왔다. 총사업비 5억 원 이상의 정보화 사업에 포함된 5천만 원 이상의 상용소프트웨어는 전체 사업에서 분리하여 개별적으로 구매해야 한다. 이를 통해 상용소프트웨어 산업의 성장 기반을 마련하고자 했으나, 그 목표를 충분히 달성한 것으로 보기는 어렵다. 국가기관 등이 분리발주를 회피하는 사례가 많고, 제도 시행 이후 IT서비스의 비중이 오히려 증가한 것으로 나타났기 때문이다. 또한 대기업 위주로 상용소프트웨어 시장이 확대되어 중소 상용소프트웨어 기업의 입지는 더욱 약화되었다. 이러한 문제를 개선하기 위한 대안으로는 분리발주 예외의 엄격한 관리, 분리발주 준수에 대한 동기부여 강화, 외부 전문기관을 활용한 발주기관의 분리발주 부담 경감, 분리발주 대상 확대를 통한 중소기업의 시장진출 기회 확대 등을 제안한다. Software is the result of informationization and at the same time a means for better society. However, Korea"s software industry is not competitive enough to realize its expectations and vision for software, especially its package software competitiveness is very low. In order to solve this problem, the separated contracting system for package software has been implemented since 2010. Through this, the government wanted to lay the foundation for independent growth in the package software industry. However, it is considered to have failed to achieve its policy objectives. The number of cases in which state agencies avoid separate orders has increased significantly, and the proportion of IT services has increased in terms of business size. In addition, the market for package software was expanded mainly for large companies, further weakening the position of small and medium-sized package software companies. Alternatives to improve these problems are as follows: First, strict management of seperated contracting exceptions is needed. Second, motivation for compliance with separated contracting should be strengthened. Third, the burden of ordering agencies should be reduced by utilizing external specialized institutions. Fourth, the government should expand opportunities for small and medium-sized enterprises to enter the market by expanding the scope of separated contracting.

The 2015 MERS outbreak created a tourism crisis on Jeju island. The basic effect of such outbreak on Jeju tourism is the decline of tourists, especially international arrivals had not returns to the normal level until December. Many experts predict that the local economy would be depressed for this reason. Something unexpected has come up. Some tourism businesses experienced economic losses, on the other hand, some businesses grew economic growth and the local economy had improved. This was because tourists who visited Jeju Island were package tourists. Because of MERS outbreak, Jeju experienced temporary economic recession, but it did not last long. In conclusion, the decline in foreign tourists has not resulted in a negative impact on Jeju economy.

장기기억 변동성 모형을 이용한 KOSPI 수익률의 Value-at-Risk의 추정

본 논문에서는 장기기억 변동성 모형의 필요성을 Value-at-Risk(VaR) 추정의 관점에서 알아본다. 이를 위해, KOSPI 수익률의 VaR을 FIGARCH, FIEGACH와 같은 장기기억 변동성 모형과 GARCH, EGARCH와 같은 단기기억 변동성 모형을 적용하여 각각 추정한 후, 각 변동성 모형에 따른 추정의 적절성을 사후검증을 통하여 비교해 본다. 사후검증을 통해, KOSPI 수익률 과정이 장기기억 속성을 가짐을 확인할 수 있으며, 적절한 VaR의 추정을 위해서는 장기기억 변동성 모형을 적용하는 것이 필요함을 알 수 있다. In this paper, we investigate the need to employ long-memory volatility models in terms of Value-at-Risk(VaR) estimation. We estimate the VaR of the KOSPI returns using long-memory volatility models such as FIGARCH and FIEGARCH; in addition, via back-testing we compare the performance of the obtained VaR with short memory processes such as GARCH and EGARCH. Back-testing says that there exists a long-memory property in the volatility process of KOSPI returns and that it is essential to employ long-memory volatility models for the right estimation of VaR.

As consumer signs is diversified, everything becomes a tourism resource in postmodern tourism. Mathematical location such as a geographical center of a country or of a continent is also enough to be a tourism resource. By the way, some of the European geographical centers make their efforts on rationalizing their mathematical location, rather than on creating tourism destinations with it. Even in cases of creating tourism destinations, the focus is put on regional economy development. On the other hand, in case of Lithuania, the focus is put on establishing region identity and making residence space aesthetically, as well as on revitalizing regional economy. Making residence space aesthetically leads to the conceit of regional residents, which attracts tourists. Therefore, the goal of developing mathematical location resource needs to be put on creating space not for tourists but regional residents.

Isotretinoin으로 호전된 전신성 농포성 건선 1예

Generalized pustular psoriasis is a lethal variant of psoriasis characterized by the appearance of sterile pustules on psoriatic skin. Etretinate and acitretin are effective in pustular forms of psoriasis, including generalized pustular psoriasis. A major concern with the use of systemic retinoid is their high teratogenic potential. Since etretinate and acitretin are remetabolized into long-lived compounds, isotretinoin may be used to treat women of childbearing years with generalized pustular psoriasos. We report a case of generalized pustular psoriasis in a 28-year-old woman whose condition was improved with isotretinoin. Clinical improvement was noted with the administration of isotretinoin at the dose of 30mg/day. (Korean J Dermatol 2003;41(12):1667~1669)

과거의 여행은 엘리트의 전유물이었다. 그러나 여행의 민주화 이후 여행을 매개로 한 여행 엘리트의 독점적 지위는 사라졌고, 그들의 배타적 여행 장소는 점진적으로 개방되었다. 이때부터 관광에 대한 편견이 시작되었고, 관광객에 대한 사회 및 공간적 구별이 나타났다. 오늘날 계급은 사라졌지만, 관광의 세계에는 편견이 만연하고 있다. 학문적 지식이 권력으로 작용함으로써 관광객-여행자의 이분법이 형성되었고, 이는 여행자 담론으로 순환되었다. 그 결과 관광에 대한 편견은 물론이고 관광객에 대한 사회 및 공간적 구별이 여전히 나타나고 있다. 그러나 여행(혹은 관광)은 자신만의 기대를 만끽하는 사회 및 공간적 실천으로서, 그 누구도 경멸의 대상이 될 수 없고, 그 어떤 곳도 폄하의 장소가 될 수 없다. 우리는 모두 각자의 방식으로 길을 나서는 관광객이자 여행자이기 때문이다. 따라서 편견은 사라져야 하며, 관광객-여행자 이분법은 기각되어야 마땅하다.
