본 연구는 우리나라와 같은 영세한 농가 체제하에서 한국농촌이 당면하고 있는 농가부채 실태를 살펴보고 이의 해소를 위한 정책적 대안을 마련하기위한 의도에서 진행되었다. 따라서 본 논문에서는 농가부채의 성격을 규명하고 농가부채 현황과 그 발생원인, 그리고 그 개선방향에 대해서 순차적으로 살펴보았다. 농가부채의 발생원인은 농업여건 변화와 구조적 요인, 농가에 대한 농업자금의 제한적 공급, 농촌유휴 자금의 도시로의 유출, 농가지원제도 자체의 문제, 농가소득의 저하에 의한 농업투자의 미비, 농가의 가계소비 증가 등을 들 수 있다. 농가부채를 줄이기 위한 개선방향을 여러 분야별로 살펴보았지만 근본적으로 농가부채를 없앨 수는 없다. 그러나 줄이는 노력여하에 따라서 상당부분 줄일 수 있다는 것이 일반적인 견해이다. 지금과 같이 정부가 일방적으로 이자를 삭감하고 상환기간을 연장하는 정책은 단기적으로는 부채를 줄이는 정책은 될 수 있지만, 장기적으로는 문제를 해결할 수 있는 방법은 아니다. 따라서 농가부채의 근본적인 대책은 정부의 일방적이고 직접적인지원보다는 농축물 가격안정을 위한 정부의 노력과, 저렴한 영농비용을 위한 정부정책에 의해서 잉여가치(Surplus value)의 크기를 증가시켜 농민의 자발적인 해결방법에 초점을 두고 전개되어야 한다. 최근 정부의 발표대로 정부가 농가부채를 일방적으로 탕감해 주는 식으로 정책을 사용하면 단기적 처방으로 오히려 농업의 경쟁력을 약화시키는 결과를 가져올 수 있다. 실제로 농가부채는 농정실패라는 인식이 넓게 퍼져 있지만 농축산물 가격안정만 제대로 유지되었더라면 현재와 같은 위기단계의 농가부채가 발생하지 않았을 것이다. 이러한 인식은 농산물 가격폭락과 영농자재비 인상으로 인한 농업 잉여가치의 감소에서 나온 것이다. 따라서 농정개혁이 병행되어 추진되지 않으면 근본적인 해결을 하기 어렵다. 임시방편의 미봉책으로는 재정자금의 낭비만 가져오게 된다. 이로 인한 장기적인 농업회생과 식량자급을 위한 근본적인 농정개혁과 더불어 농가파산을 방지하고 농민들의 최소한의 생존을 보장하기 위하여 농림수산업자신용보증기금(농신보)을 통한 획기적인 정책 도입, 경자유전의 원칙에 의한 슬림화를 통한농촌의 경쟁력 제고, 농업경영인 양성제도의 발전적 해체와 같은 획기적인 농가부채 해소방안을 도입하여야 한다. This study is proceeded to research that Korean farm is faced to the actual condition. Farm household debts in the petty farmer system in Korea. The study is also progressed to prepare for the policy that solves the farm household debts. Therefore, this document identifies the characteristics of the farm household debts and researches the present condition of farm household debts, the cause of an occurrence, and the way of improvement in order. The cause of the farm household debts is the change of a given condition of the farm and structural factors, the limited providing of farm funding to the petty farmers, the outflow of unused farm funding to the city, the problem of farm support policy, the insufficient of the farm investment due to the decreased of the farmer income, and the increasing farmers family consumption, etc. Looking for the way of improvement of the farm household debts, but basically, it is impossible to eliminate the farm household debts. However, the general opinion about the farm household debts is that it can be reduced considerably but it depends on the efforts to do that. The policy that the government reduces the interest unilaterally and the extension of the repayment term can reduce the farm household debts in the short term. However, in the long term, it is not the way to solve the problem. Hence, the basic way to solve the farm household debts is the effort of government for farmers products price stable and it is progressed to focus on the farmers solving way through the government policy which increases surplus value for inexpensive farm expenses. Recently, as the announcement of the government, if the government uses the policy that remitting the farm household debts, in the short term way. the result will cause to weak the competition of the agriculture. Actually, the farm household debts is recognized as the agricultural failure. if the farmers products price was maintained stable well, the currently risky farm household debts farm would not be occurred. This recognition is corne from the sharply decrease of the farming products and the reduction of the surplus value by increasing the price of the agricultural materials, Therefore. it is difficult to solve the basic problem, if Agricultural Administration Reformation is promoted in parallel with the solution. In temporary way to solve the problem will cause to waste the financial funds. Asa result, in the long term. the settlement should be considered that the agricultural resurrection and the basic agricultural revolution through food self-support, as well as preventing the farm from the bankruptcy and guaranteeing the farmers minimum survival.
