        부동산 감정평가 업무의 공신력 제고 방안

        In an agrarian society, the real estate activities were simple, however, they have become more complicated and diverse, as the industrial structure has been changing more intricately in the modern society. Furthermore, since they have been affected largely by the economic value of the real estate, the role and function of the appraisers, indicating it as the monetary value, have been more important than before. Despite of the fact that the appraisers have played key roles in the national economy, they were under notice due to the scarcity of the qualified appraisers and the lack of recognition. However, as the appraisers have recently taken charge of review and appraisal of the Officially Assessed Reference Land and Housing Price, their importance has been newly acknowledged. The appraisers, however, have been affected by the conventional negative recognition about the real estate agents. Accordingly, the real estate appraisal business have strived to raise the trust in the appraisal with the association, as well as the government has made efforts to improve the general recognition of the appraisal business. However, since a large number of appraisers have been recently produced, which has boosted the excessive competition among them, it is true that the appraisal business has lost its credit by the inadequate job performances, like an unreliable appraisal. Consequently, the government is strengthening official regulation on the appraisers by revising the Act on Public Notice of Real Estate Price and the Property Appraisal, which can be described as the fundamental law in the property appraisal.

        감정평가업의 공신력에 관한 실증연구

        1. CONTENTS (1) RESEARCH OBJECTIVES This research aims to promote the enhancement of the public confidence and reliability in the real estate appraisal business by furnishing some empirical data for the plans to raise them. (2) RESEARCH METHOD This research was performed through a questionnaire to the real estate appraisers under the job. and relied upon frequency analysis for the most part. (3) RESEARCH FINDINGS Real estate appraisal can be said as the core of the real estate business. It supports all sorts of real estate decision-making, such as investment, development, and finance, and also has served to smooth various real estate activities. Despite of the fact that real estate appraisers have played a key role in the national economy, from time to time they have become the target of criticism owing to some appraisers' ethically inadequate job performances. Accordingly the real estate appraisal activities, as well as the government has made efforts to improve the service of the appraisal business by imposing legal controls on the lack of appraisers' moral sense. This research inquires into the decline of the public confidence if the real estate appraisal business and its reason behind the phenomenon. The facts found are summed up as follows; First, the interviewed appraisers, in general, think the public confidence of the appraisal business is very important, but its present level is not so satisfying. Second, the appraisal activities for compensation and mortgage are most apt to be morally ruined, Finally, the appraisers tend to judge that the reform in the appraisers' consciousness will be more effective than a regal enforcement in raising the public confidence. 2. RESULTS It seems that the heightening of real estate appraisers' moral consciousness would be more important than any other measures including a regal enforcement to enhance the public confidence in the real estate appraisal business.
