부산 해운대구에서 사하구에 이르는 부산의 중심지역에서는 도시화의 진전 속에 어촌은 사실상 소멸하였으며, 인구밀집구역에 둘러싸인 17개 어항들이 주변지역과의 부조화 속에 방치되거나 고립되어 있는 상태이다. 그러나 이러한 도시화지역 내부의 어항은 해양도시로서의 아이덴티티를 부여하는 존재이며 그 활용여부에 따라 어항 자체 뿐 아니라 주변지역의 가치를 고양할 수 있는 잠재력을 가진 사회경제적 자원으로 삼을 수 있다는 것이 필자들의 기본적인 생각이다. 본 연구에서 우리는 중부산지역의 어항들을 대표적인 ‘도시형 어항’으로 정의하고, ‘도시’와 ‘어항’의 공존과 조화의 방향을 모색코자 하였으며, 이를 위해 중부산지역 17개 어항들의 어업생산기반과 주변환경 및 어항정비수요를 조사하고 어업인들과 지역주민들의 의견을 취합하여 도시와 어항의 조화로운 공존을 위한 도시형 어항정비의 중장기적 방향을 설정하는 것을 주된 목표로 하였다. In the central Busan area from Haeundae to Saha, fishing villages are vanished actually in the progress of urbanization, and 17 fishing ports surrounded by urbanized area are left alone and isolated. But, we think these urbanized fishing ports are the very resource which grant the identity as the marine city and they have considerable potentials to enhance the value of neighboring community depending on the proper development of it. In this study, we defined the fishing ports in central Busan area as the representatives of 'urban fishing port', and tried to find the way of coexistence and harmony between 'city' and 'fishing port'. For this purpose, we investigated the fishery potentials, physical environments and development demands of 17 fishing ports in central Busan area, and composed opinions from fishing communities and neighboring inhabitants to set up the long term directions of urban fishing ports development for harmonious coexistence of city and fishing port.

본고는 일본의 피셔리나 정비정책을 조명함으로써 이제 발흥하려는 우리나라의 해양레저 수요를 수용할 수 있는 한 방법으로 어항시설의 활용하는 방안에 대한 시사점을 발굴하려는 목적으로 쓰여졌으며, 그 주요 결과는 다음과 같다. 첫째, 일본에서 전개되고 있는 피셔리나 정비정책은 우리나라에도 유용한 정책수단으로 기능할 수 있다. 다만, 우리나라에서는 해양레저수요에 대한 엄밀한 예측이 선행되어야 하며, 피셔리나는 그에 대한 대응책의 일환으로 준비되어야 할 것이다. 둘째, 피셔리나의 정비에 있어서는 하드웨어적 측면 뿐 아니라 소프트웨어적 측면 역시 중용하다. 또한 레저보트 보유비용의 대부분을 차지하는 계류시설 사용료를 낮추기 위해 피셔리나 시설의 정비와 운영에 민간 조직의 활력을 이용할 필요가 있다. 셋째, 피셔리나를 어떠한 어항에 어느 정도의 규모로 정비할 것인가는 또 하나의 중요한 포인트이다. 특히 우리나라에서는 도시형 어항을 우선적으로 활용하여 피셔리나를 정비, 해양레저의 수요에 대응하는 작은 거점들로 삼는 것이 바람직할 것으로 여겨진다. Illuminating Japanese Fisharena Development Policy, we tried to find out some implications on the utilization of fishing port facilities as a way to accommodate uprising marine leisure demands of Korea. The major findings of this study are concentrated in the following three points. First, Japanese Fisharena Development Policy can be functionalized in Korea as a means of policy, but for the intervening difference of demand situation, precise forecasting on the marine leisure demands has to be preceded and Fisharena should be prepared as a supply buffer. Second, in the development stage of Fisharena, Software side is important as well as Hardware side. On the development and operation, utilizing civil organizations is necessary to bring down the wharfage of Fisharena to not suppress the marine leisure demands. Third, selection of the fishing port and decision of the development scale are additional important points. In particular, preferential consideration of utilizing inner-city fishing ports as small-scale Fisherinas to address the marine leisure demands would be desirable in Korea.

도시내부입지형 어촌·어항의 정비 방향에 관한 고찰 : 중부산지역 어업인과 시민의 인식 격차를 중심으로

We tried to investigate the problems and functional change of fishing villages located inner city and review the appropriateness of governmental policies on the fishing community to set up the long term direction for inner city fishing community development at the standpoint of regional society. In this study, we layed stress on the field investigation, coexistence and harmony between fishing community and neighboring citizen, and sustainable development to induce the effective conclusion for the 17 inner city fishing communities in central Busan area, from Haeundae to Saha district. The major contents of this study are composed by the analysis on the present situation and problems of fishing community in central Busan area, analysis on the functional changes of inner city fishing community, assortment by socio-economic characteristics of individual fishing community, and establishment of long term development direction. For the successful performance, we tried to derive the problems by field study and direct interview, analyse the mid term production structural changes of the fishing ports, and deduct of development direction by Analytic Hierarchy Process Technique.
