A mile wide and an inch deep: analyzing Europeans’ attitudes toward development aid by using a multilevel model

Today, European countries actively promote Offi cial Development Assistance (ODA) policy. A basic resource for promoting Development Aid (DA) policy is support from the public. However, there are very few systematic analyses about determinants of Europeans’ attitudes toward DA. Based on the survey data and the multilevel analysis, our study aims to examine how the independent variables i.e., life satisfaction, knowledge, awareness, policy effi cacy, and trust at the individual level, and post-materialism, ideology, religiosity, and GDP per capita at the country level – infl uence the attitude toward DA, such as personal values toward development aid, willingness to pay (WTP), support for budgetary spending on DA, and support for DA as a policy priority. Our study shows that knowledge, policy effi cacy, and trust at the individual level consistently infl uence the four attitudes. At the country level, right-wing ideology has a negative impact on support for budgetary spending on DA and support for DA as a policy priority. GDP per capita has a positive impact on WTP.

순세계잉여금의 경기대응적 역할가능성에 대한 연구

금융위기 이후 지방정부들의 재정건전성이 침해받고 있는 상황에서 재정건전성을 담보하기 위한 재정준칙 도입에 관한 논의가 활발히 이루어졌다. 하지만 지방정부의 재정건전성을 위한 재정준칙들은 경기동행적 성격이 강하기 때문에 경기 하강 시 문제가 발생할 수 있다는 지적이 있었다. 재정준칙들이 갖는 경기동행적 문제를 보완하기 위해 일부 연구자들에 의해 경기대응적 재정조절장치도 함께 도입이 필요하다는 의견이 개진되었고, 재정조절장치로는 불황대비기금이 거론되었다. 불황대비 기금은 순세계잉여금의 일정 비율을 적립해 조성하자는 의견이었는 데, 실제로 불황대비 기금이 경기대응적 재정조절장치로 역할을 할 수 있는지, 그리고 기금의 규모는 어느 정도이여야 하는지에 대한 구체적인 논의는 쉽게 찾아보기 어려웠다. 이 연구는 순세계잉여금 적립을 통해 조성되는 불황대비기금의 재정조절장치로서의 활용 가능성을 탐색하고자 했다. 2004년 이후의 기초자치단체 자료를 분석한 결과, 순세계잉여금이 적립되는 불황대비기금의 경기대응적 역할 가능성을 확인했다. 또한, 자료의 분석결과를 통해 불황대비기금의 규모는 지출대비 8∼9%이상이어야 기금이 재정정책(fiscal policy)을 위한 재정조절장치 역할을 할 수 있으며, 기금규모가 그 보다 작을 경우에는 기금이 경기대응적 재정조절 장치 역할을 하는 데 역부족인 것으로 분석되었다. Since the financial crisis, the local government's financial problem makes researchers find ways to maintain the government's fair fiscal health. Some researchers have suggested the adoption of fiscal discipline expected to save the government budget. However, due to its procyclical effect on budget, the fiscal discipline can make the government susceptible to economic downturn easily. For the purpose of compensating the procyclical effect of fiscal discipline, some researchers suggest to establish the rainy day fund financed by the local government's net surplus. This study investigates the potential role of the net surplus for countercyclical economic effect. A series of empirical tests present that the rainy day fund, which financed by net surplus, can be useful to reduce the effect of economic downturn. However, It is worth to note that, the fund has a countercyclcial effect on economy only if the fund size is greater than 8~9% of the local government's total expenditures. The fund less than 8~9% of the total expenditures does not significantly affect an economic downturn.

정부지출이 민선자치단체장 연임에 미치는 영향에 관한 연구

본 연구는 한국의 지방자치제 실시 이후 정부의 지출이 민선 자치단체장 연임에 어떠한 영향을 미치는가를 분석하는데 목적이 있다. 기존의 연구들은 지방자치제 실시이후 정부지출의 변화가 있었으며 그 변화가 어떤 지출부분에 있었는가에 집중되어있었다. 기존의 선행연구에서 간과된 부분 중 하나는 민선단체장 구성이 정부지출의 변화가 있었다면 역으로 정부의 지출의 변화가 민선자치단체장의 연임에 어떤 영향을 주었는가에 대한 분석이 시도되지 않았다는 점이다. 따라서 본 연구는 정부의 지출변화가 민선단체장의 연임에 어떤 영향을 미치는가를 경험적으로 분석하기 위해 정부지출을 경제개발과 사회복지 지출로 구분하여 각 지출이 민선단체장 연임에 미치는 영향을 분석하였다. 분석 결과 지방정부의 경제개발지출과 사회복지 지출이 시와 군의 단체장 연임에 유의미하게 영향을 미치는 것으로 나타났다. 그 외에도 민선단체장 연임에 영향을 미치는 요인으로는 정부지출이외에 출마자의 정당공천 여부와 정치, 행정가로서의 경력, 출마자의 개인적 배경이 영향을 미치는 것으로 나타났다.

정책유형별 지방정부간 지출결정의 상호작용에 관한 연구

이 연구는 1992년부터 시행된 지방자치제도가 가져올 수 있는 효과 중의 하나인 지방정부간 지출결정 상호작용의 존재여부를 경험적 연구를 통하여 조사하였다. Peterson의 정책유형에 따라 지방정부지출을 할당정책, 개발정책, 그리고 재분배정책으로 분류하였으며 우리나라의 기존 연구결과에 근거해지방정부간 지출의 상호작용 존재여부를 조사하였다. 분석기간은 1992년∼2007년이며 분석대상은 영남지역 중 경남지역, 부산광역시, 그리고 울산광역시에 위치한 자치단체들이다. 공간회귀분석으로 분석한 결과, 재분배정책 지출, 개발정책 지출, 그리고 할당정책 지출순으로 지방정부간 상호작용이 존재하였다. 우리나라가 중앙집권의 전통이 강하지만 지방분권화 이후 지방정부간 지출결정의 상호작용이존재함을 확인할 수 있었다. 그 외에도, 지방정부간 상호작용을 분석한 결과 참여정부가 시행한 지역균형발전정책이 개발정책 지출이나 할당정책 지출에서 지방정부간 상호작용 형성에 영향을 미치지 못하였음을 발견하였다.

Rectal carcinoid tumor makes up 1∼2% of all rectal tumors. Tumor less than 1 ㎝ in diameter account for two thirds of rectal carcinoids. The incidence of metastases for rectal carcinoid tumor 1 ㎝ or smaller is low, ranging from 0∼5.5%. Because rectal carcinoid tumors are submucosal lesions, if well-differenciated carcinoid tumors of the rectum are less than 1 ㎝ in size, with invasion only up to the submucosa with no invasion of the muscularis propria and beyond, they can be adequately treated by local endoscopic or trans-anal or trans-sphincteric resection. We report a case of carciniod of the rectum resected clearly by endoscopic snare polypectomy with O-ring ligation.

The thermal decomposition process of Mo(CO)_6 on chemical vapor deposition was investigated by analyzing the effects of deposition temperature, pressure, and reaction gas on the phase change of deposited films. Mo_2C was deposited at or below 350℃ due to the incompleteness of thermal decomposition of Mo(CO)_6, but Mo films was successfully deposited at 400℃ or higher temperatures. The variation of deposition pressure did not change the dependence of decomposition process on deposition temperature. The activation energy of surface reaction was 5.8 ㎉/mole.

테일 오차분해기법을 사용한 지방정부 세입예측 오차에 관한 연구

세입예측오차는 효율적인 재정운영을 위해 반드시 넘어서야 하는 문제로서, 과도한 예 측오차는 예산의 기능을 왜곡하고 재정운영의 효율성을 저하시킴으로써 전반적인 재정운 영에 대한 신뢰도를 잃어버리게 한다. 이 연구는 지방정부들이 세입예측오차를 감소시키 기 위한 노력에 일조하기 위해 다양한 세입들의 예측오차를 분석함으로써 세입예측오차 감소를 위한 합리적인 접근방법을 도출하고자 했다. 본 연구는 지방세 예측오차 분석에 만 치중하는 기존 연구경향에서 탈피해 지방정부의 재원을 자주재원, 의존재원, 그리고 임시적 세외수익으로 분리한 후 각각의 세입별 세입예측오차 분석을 시도했다. 분석 결 과에 따르면 과소 예측경향은 자주재원과 임시적 세외수익, 그리고 의존재원인 교부세와 조정교부금에서 발견되었다. 반면에 의존재원인 국고보조금 및 시도비보조금에선 주로 과대 예측경향이 발견되었다. 테일 오차분해기법을 응용해 세입별 예측오차를 평균오차 비율, 분석기법오차비율, 그리고 임의오차비율로 나누어 본 결과, 세입 종류에 따라 높은 비율을 차지하는 오차의 유형은 다르게 나타났지만 공통적으로 발견된 현상은 분석기법 상의 문제로 인한 오차비율은 대부분 낮은 비율로 나타났다. 이상의 결과는 지방정부가 예측오차를 감소시키기 위해 일괄적으로 새로운 분석기법을 개발·도입하기보단 테일 오 차분해에 근거해 맞춤식 오차감소 전략을 취하는 것이 바람직함을 알려준다. For efficient local government's financial management, forecasting errors have been a serious problem to be solved. The revenue forecasting is the first step to make a budget so that incorrect forecasting prevents local governments from making a successful budget. Unlike previous studies focusing only on local taxes, we analyze various revenues such as local taxes, non-tax revenues, local share taxes, and subsidies. From the series of empirical tests, we find followings: Local governments underestimate their local taxes, non-tax revenues, and local share taxes while overestimate their subsidies given from upper level of government. In addition, by using Theil's error decomposition method, we decompose budget-forecasting error into three error components: mean, slope, and random components. The ratio of three error components changes according to the revenue types, which gives useful information for local governments trying to reduce their revenue forecasting errors.
