        중앙경찰학교 실무교육 강화 방안에대한 소고

        Central Police Academy train police officers to be warm and reliable police officers. Now, Central Police Academy has a important role to meet citizens' expectation as the society change rapidly. Therefore, operating a suitable curriculum could foster newly recruited police officer for the demand of the field and develop professionalism. In 2019, the curriculum has reformed that is filed training increase the term to 4 months. There is significant consensus among sholars that field training is important. However, as field training has extended, it should be considered that it is effective. Also, it is needed to investigate that management and supervision has performed well. This study conducted interviews and survey of the police officers who finished training and professors. After researching, this study examines problems of traing programs and recommends alternative ideas. Also, this study suggests introduction of FTO(Field Traning Officer) system, reformed assessment system for the professors, various training programs, and strengthen human rights education program. 중앙경찰학교의 교육과정은 개교 이후로 거의 매년 개정되었다. 시민들의 요구와 급변하는 사회 환경에 맞추어 현장력을 강화 등의 변화을 이어오고 있다. 최근에는 국민의 눈높이에 맞는 윤리성과 청렴성을 바탕으로 하는 인권지킴이로서의 역할과 지속가능한 발전을 추구하면서 경찰이 시민이고 시민이 곧 경찰이라는 목표를 내세우고 있다. 앞으로의 시대는 더 빨리 더 많이 변화할 것으로 예상하고 있다. 많은 부문에서 사회 환경이 달라질 것이다. 그러나 경찰은 어느 환경이든 어떤 조건이든 시대의 변화속도에 맞춰야 하며 그 본질적인 업무와 역할은 변함이 없을 것이다. 2019년 1월부터 중앙경찰학교 신임경찰에 대학 교육과정이 개편되어 총 8개월간 진행되며 현장실습이 4개월로 확대되었다. 가장 큰 변화는 학교에서 이루어지는 교육및 수업기간은 단축되었으며 경찰관서에서 진행되는 현장실무교육은 확대된 것이다. 이러한 변화로 인해 교육생, 교수요원 그리고 경찰관서에서 실습을 담당하고 있는 일선경찰관들의 다양한 견해들이 모아지고 있다. 이 연구는 변화된 실무교육에 대한 장단점을 확인해보고 효율적인 실무교육 강화 방안을 제시하고자 한다. 이를 위해 현재 중앙경찰학교에서 현장실습교육을 마친 교육생과 내·외부 교수진 그리고 경찰관서 실무자들을 대상으로 설문조사 및 인터뷰를 실시하였다. 수집된 자료를 바탕으로 다음과 같은 결과 및 제언을 하였다. 첫째 현장지도관 제도 도입를 주장하였다. 둘째 교수요원의 자질 향상 방안과 강의평가를 확대하는 것을 제안하였다. 셋째 채용 방식이 다양한 만큼 그에 맞는 다양한 교육이 제공되는 것이 바람직하다고 판단하였다. 넷째 인권교육에 대한 바람직한 방향을 주장하였다. 다섯째 시대가 요규하는 경찰관으로서 갖추어야할 도덕성, 윤리성, 청렴성을 담보하기 위해 징계관련 교육제공을 주장하였다.

        Tin Oxide Field-Effect Transistors Deposited by Thermal Atomic Layer Deposition with H2O Reactant

        In this work, SnO2-based field-effect transistors were fabricated and characterized. SnO2 channel (Thickness = 6.5 or 9.0 nm) was deposited by thermal atomic layer deposition (T-ALD) with H2O as reactant. The conductivity of the channel layer was tuned by a post-annealing process, with annealing temperature limited to 400 ∘C. When the channel thickness was 9 nm, the channel could not be properly modulated due to high intrinsic carrier concentration. On the other hand, a 6.5-nm thick SnO2 channel exhibited excellent device characteristics in general, including clear channel pinch-off and current on/off ratio higher than 104. Increasing the annealing duration from 1 to 2 hours led to higher channel conductivity and transconductance, such that the drain current increased by a factor of 2.5 at the given gate and drain biases. On average, the field-effect mobility increased from 110 to 125 cm2/Vs, and the subthreshold swing decreased from 4 to 2 V/dec. This work demonstrates that SnO2 deposited by T-ALD can be an attractive channel material for back-end-of-line compatible transistors, which are crucial for hyper-scaling of current Si technology.

        Preventing and Controlling Bleeding in Gastric Endoscopic Submucosal Dissection

        Although techniques and instruments for endoscopic submucosal dissection (ESD) have improved, bleeding is still the most common complication. Minimizing the occurrence of bleeding is important because blood can interfere with subsequent procedures. Generally, ESD-related bleeding can be divided into intraprocedural and postprocedural bleedings. Postprocedural bleeding can be further classified into early post-ESD bleeding which occurs within 48 hours after ESD and late post-ESD bleeding which occurs later than 48 hours after ESD. A basic principle for avoiding intraprocedural bleeding is to watch for vessels and coagulate them before cutting. Several countertraction devices have been designed to minimize intraprocedural bleeding. Methods for reducing postprocedural bleeding include administration of proton-pump inhibitors or prophylactic coagulation after ESD. Medical adhesive spray such as n-butyl-2-cyanoacrylate is also an option for preventing postprocedural bleeding. Various endoscopic treatment modalities are used for both intraprocedural and postprocedural bleeding. However, hemoclipping is infrequently used during ESD because the clips interfere with subsequent resection. Bleeding that occurs as a result of ESD can usually be managed easily. Nonetheless, more effective ways to prevent bleeding, including reliable ESD techniques, must be developed.

        다발성 골수종 환자에서 발생한 Arthrobacter woluwensis 균혈증 1예 보고 및 문헌 고찰

        Arthrobacter spp., which are coryneform gram-positive bacilli, are widely distributed in the environment, including soil. In humans, infection with Arthrobacter is recognized as an opportunistic infection. In particular, since the first reported case in 1996, human infection by A. woluwensis has been reported only four times. We report on a case of A. woluwensis bacteremia in a 76-year-old female patient with multiple myeloma. Performance of 16S rRNA gene sequence analyses resulted in identification of A. woluwensis . The patient was treated with teicoplanin, and the central venous port was removed. Since then, no growth has been observed on repeated blood cultures. The patient was discharged well after the fever subsided.

        Clinical Efficacy of Endoscopic Treatment for Benign Colorectal Stricture: Balloon Dilatation versus Stenting

        Background/Aims: There has been a lack of research comparing balloon dilatation and self-expandable metal stent (SEMS) placement to determine which is better for long-term clinical outcomes in patients with benign colorectal strictures. We aimed to compare the clinical efficacy and complication rates of balloon dilatation and SEMS placement for benign colorectal strictures from a variety of causes. Methods: Between January 1999 and January 2012, a total of 43 consecutive patients who underwent endoscopic treatment for benign colorectal stricture (balloon only in 29 patients, SEMS only in seven patients, and both procedures in seven patients) were retrospectively reviewed. Results: Thirty-six patients underwent endoscopic balloon dilatation, representing 65 individual sessions, and 14 patients received a total of 17 SEMS placements. The initial clinical success rates were similar in both groups (balloon vs SEMS, 89.1% vs 87.5%). Although the reobstruction rates were similar in both groups (balloon vs SEMS, 54.4% vs. 57.1%), the duration of patency was significantly longer in the balloon dilatation group compared with the SEMS group (65.5±13.3 months vs. 2.0±0.6 months, p=0.031). Conclusions: Endoscopic balloon dilatation is safe and effective as an initial treatment for benign colorectal stricture and as an alternative treatment for recurrent strictures.
