본 연구는 후보자 토론회의 품질을 개선하기 위한 방안을 제안하는 것을 목표로 한다. 본 연구는 토론의 품질을 향상시키기 위한 방안으로서 토론의 형식에 주목하였다. 지난 제8회 전국동시지방선거에서 실시한 토론회 중 3개의 사례를 선정하여 분석한 결과 공동기자회견 형식은 유권자에게 유의미한 정보를 제공하는데 형식적 한계가 있고, 후보자 직접토론 형식은 토론으로서의 가치가 높은 형식이지만 보충질문과 보충답변을 허용해야 할 뿐만 아니라 1분 30초 이상의 충분한 답변시간을 보장해야 한다는 결론에 도달했다. 한국의 후보자토론회에서 가장 많이 비판받고 있는 주도권 토론 방식의 경우, 주도권 토론의 주제가 사회자에 의해 지정되어 있을 경우 정책에 관련된 내용에 대하여 역동적인 토론이 가능하지만 주제가 지정되지 않을 경우 상대 후보의 신상에 대한 비난이 이루어진다는 것을 확인하였다.

한국인에게 민주주의는 무엇인가? : 한국 유권자의 민주주의에 대한 이해

The institutional consolidation of Korean democracy is widely agreed upon. However, the Korean voters’ understanding of democracy are known little, as is cultural foundations of Korean democracy. Thus, the objective of this study is to examine the characteristics of Koreans' conception of democracy. According to the analysis of World Values Survey data, Korean voters ranked procedural democracy as the most important value in democracy, followed by substantial democracy and authoritarian features. Additionally, this study confirmed that concerns about national security have a significant impact on the authoritarian conception of democracy, while concerns about unemployment have a sizable impact on the conception of substantial democracy. 한국 민주주의가 제도적으로 공고화되었다고 평가하는데는 폭넓은 합의가 존재한다. 그러나 한국 민주주의의 정치문화적 기반이 민주주의의 제도적 공고화 만큼이나 견고한지는 불명확하며, 한국인의 민주주의에 대한 이해에 대해서도 알려진 것이 많지 않다. 이에 본 연구는 한국인들의 민주주의에 대한 이해가 어떤 차원으로 구성되어있는지, 민주주의에 대한 여러 이해가 존재한다면 그것이 왜 다른지를 분석하는 것을 목적으로 한다. 세계가치관조사에서 수행한 한국인 대상 설문조사 데이터를 활용하여 분석한 결과, 한국 유권자들은 민주주의 구성개념으로 절차적 민주주의, 실질적 민주주의, 권위주의적 요소 순서대로 민주주의에서 중요한 가치라고 인식하고 있었다. 또한 본 연구는 국가안보에 대한 우려는 권위주의적 요소에, 실직우려는 실질적 민주주의에 유의미한 영향력을 보인다는 것을 확인하였다.

The size of fine structures in the quiescent prominence that appeared on August 16, 1992 has been estimated using power spectra generated from intensity variations of Ha images of the lower part of the prominence, which were taken with a G1 CCD camera attached to 25cm coronagraph at Norikura Coronal Station in Japan. The lower part of the prominence has shown a distinct intensity variation with optical thickness of $\tau=1\~5$. Our analysis yields a mean size of fine structures ranging from 350 km to 1,000 km, in good agreement with Hirayama(1985) and Zirker & Koutchmy(1989, 1991).

A quantitative analysis has been made to estimate the horizontal variation of physical parameters in a loop type active prominence by analyzing Call H&K and $H_{\varepsilon}{\ldots}$ spectra taken from such an active prominence (appeared on May 23, 1981 with position angle 251 degree) with Littrow type spectrograph attached to 25cm coronagraph at Norikura Coronal Station of National Astronomical Observatory of Japan. The spectral resolution is 1.12A/mm and the spatial resolution is 25'/mm for Call H&K lines. The present study shows that the turbulent velocity ranges from 10km/s to 20 km/s in the loop prominence, which are in good agreement with those of Hirayama (1989). It is also found that the temperature of the loop prominence is higher than that of quiescent prominences$(\~8,000 K)$ by about 4,000 K, whose temperature deviation seems very high.

This study is to investigate the fitness of tight skirt in moving lower limb. The fit- ness was tested by measuring the step length, stride length, maximum stair step height. One humdred and twenty female subjects participated in the experiment. It was shown that the tight skirt caused the most reduction in the maximum stair step height among the five lengths measured. It was also shown that the long tight skirt limited the maximum stair step height more than the mini tight skirt.

下肢의 體表변화에 따른 動作適合性에 관한 硏究 : 下肢동작 및 體型을 중심으로 On the Movements and Shapes of Lower-limb

The puropose of this study was to investigate the movement-fitness according to the surface changing of lower limb. The experimental items were divided into the lower limb movements (5) and body-shapes (7). This study was done by the expansion and contraction rate consideration of length, girth area. Also, the lower half of body shape-change on the movements and body-shapes by flat shell was done simultaneously. The summarized findings resulted from experiments and investigation are suggested as follows; First, when commpared the expansion and contraction rate of the length and girth items, the expansion rate of the back crotch length (14∼20%), hip girth (10∼21%) and knee girth (6.2∼18.5%) in rabbit leap movement was the most notable among all variables considered in this experimentation. On the other hand, the front croth length (-22∼-52%) contrated remarkably. And big-thigh type was the most notable on the body-shape comparision. Second, in comparision of the expansion and contraction rate of the area on the blocks, the expansion of the hip (50-200%) and knee (51-74%) block was the most remarkable. Especially, in the sit on knees movement of the hip-down type expanded 209.4%. Third, in comparision of the lower half of body shape-change, on the movements and body shapes by the flat shell, under the influence of knee-joint and hip-joint the shape-changs of the hip and knee block was the most notable. But the shape-change of the waist, abdomen, calf, and ankle was feeble. According to these investigation the high expansion rate of the back crotch length, hip girth and knee girth is considered with the factors for the functional slacks pattern making.

CCD 분광 관측에 의한 활동홍염의 도플러 시선속도분포 연구

To study kinematics of solar prominences, we have made Ha spectrographic study of an eruptive prominence which appeared on the 27th of August, 1992 with a position angle of 270 deg. The observation was carried out by a Littrow type spectrograph and a G1 CCD camera attached to the 25cm coronagraph at Norikura Coronal Station. In taking the spectral data the slit was placed in parallel to the solar limb at 7 different heights, each being separated by 5 arcsec with a time step of 30 sec. The observed eruptive prominence shows a wide range of line of sight Doppler velocity, spanning from $V_{dopp}=-17.5km/s\;to\;V_{dopp}=58.2km/s$. It is also found that the velocity increases with height at the rate of ${\Delta}V= 0.86 km/s/arcsec$.
