해양산업의 지역경제 파급효과 분석 : 부산지역을 중심으로

본 연구는 지역산업연관표를 활용하여 36개 산업(대분류 30개, 해양산업 6개)을 중심으로 부산 해양산업의 지역경제 파급효과를 분석하여, 부산 해양산업의 지역경제에서 차지하는 중요성과 부산 산업과의 연관성을 알아보고자 한다. 분석 과정에서는 수요유도형 모형, 산업간 연쇄효과, 공급유도형 모형을 적용하였다. 분석결과 해양산업 중 해운·항만산업의 지역경제 파급효과가 가장 크고, 수산업과 조선업은 생산유발계수 및 영향력계수가 높은 것으로 나타났다. 해양관광산업은 취업유발효과가 크며, 신해양산업은 부가가치유발계수가 높은 수준이다. 전체 해양산업은 생산유발효과 2위, 부가가치·취업유발효과 7위 수준으로 부산지역에 높은 경제적 파급효과를 발휘하는 것으로 분석되었다. 본 연구는 부산지역 해양산업에 대한 다양한 시사점을 제시할 수 있을 것으로 기대된다. The value-added by the world marine industry will double between 2010 and 2030. The Korean government plans to jointly promote traditional and new marine industries. Busan is the main center of Korean marine industries and hosts many specialized ones. This study attempts to reveal the economic impacts of Busan’s marine industry by applying various methods of regional input-output analysis, such as demand- and supply-driven models and the inter-industry chain effect. Busan’s marine industries account for 9.95% of the regional production inducement effect ―the second-largest among all its industries; their value-added and employment inducement effect is the seventh-largest. Among the marine industries, the shipping and port industries have the greatest economic impacts. Fisheries and shipbuilding have the highest production inducement, as well as the power of dispersion coefficients. The marine tourism industry is the top employment generator, and New marine industries have the highest value-added coefficient. The analysis results will help in framing relevant policies for regional marine industries.

우리나라 수상운송업의 국제적 영향 분석: 국내·외 경제적 파급효과를 중심으로

우리나라 수상운송업은 서비스 수출산업으로 수입과 수출의 비중이 높아 타 국가산업과의 연계가 높은 산업이다. 이러한 수상운송업의 해외의존도와 위상에 대한 연구는 수상운송업 지원을 위한 정책결정 등에 중요한 기초자료가 된다. 본 연구에서는 2000년부터 2014년까지의 국제산업연관표에서 우리나라 수상운송업의 투입-산출계수, 생산유발효과, 전·후방연쇄효과를 통해 국내·외 경제적 파급효과를 분석하였다. 분석결과 2000년부터 2014년까지 기타국가(ROW)의 투입과 수요 비중이 증가하면서 수입과 수출 다변화가 이루어 진 것을 확인하였다. 배분구조 상에서 우리나라 산업의 산출계수는 매우 낮은 수준으로, 국내 산업과 거래관계 확대가 필요하다. 부가가치율이 계속해서 하락하는 대신 우리나라 산업에 의한 투입 비중은 증가하였지만, 생산유발효과는 국내 보다 국외로 더욱 많이 증가하였다. 서비스산업 임에도 후방연쇄효과가 컸으며, 후방연쇄효과는 15개 주요 국가 중 8위, 전방연쇄효과는 15위로 주요 국가 대비 영향력이 낮은 것으로 분석되었다. Since Water transport industry has the highly relevant with other countries, the analysis of relationships with other countries gives an important data for decision making. In this study, we analyzed Inter-national economic effects through Input-Output coefficient, Production-inducement effect, and Inter-industry linkage effect from 2000 to 2014 with World Input-Output table. As a result, the proportion of Rest of World increased in both input and output structures, it means that the diversification of import and export was increased. While the value added ratio continuously decreased, the intermediate inputs by S. Korean industries increased. However the production-inducement effect to S. Korean industries is less than to other countries. Although it was the service industry, the backward linkage effect is higher than the forward linkage effect. The backward linkage effect is 8<sup>th</sup> of 15 major countries. And the forward linkage effect is 15<sup>th</sup>. it is analyzed to be less influential than major countries.

바다와 3면이 접해있는 우리나라에서 해양산업은 국가 및 지역경제 발전에 주요한 역할을 한다. 지역 해양산업에 대한 연구는 지역 해양산업을 이해하고 육성하는데 기초자료로 활용될 수 있다. 이에 본 연구에서는 연안을 포함하는 10개 지역을 대상으로 해운·항만, 조선, 수산업 등 주요 해양산업의 지역경제 파급효과를 최근 한국은행에서 발행한 2015년 지역산업연관표를 활용하여 비교 분석하였다. 분석결과 해운·항만산업은 분석대상 지역 중 부산 해운·항만산업이 지역경제에 기여하는 바가 가장 컸으며, 다음으로 전남이었다. 조선업의 경우에는 경남 조선업이 지역경제에 차지하는 비중이 가장 컸으며, 다음으로는 울산이었다. 수산업은 부산, 경남, 전남 등의 수산업이 지역경제에 미치는 영향이 컸다. 종합하여 보면 경남, 부산, 전남, 울산 등의 해양 산업이 지역경제에 미치는 영향이 컸으며, 특히 전남의 경우에는 모든 해양산업이 지역경제에 미치는 영향이 비슷한 수준이었다. 생산·부가가치유발계수 측면에서는 지역이 아닌 산업별로 자기지역 타 산업 및 타 지역에 미치는 영향에 공통된 특징을 보였다. 해운·항만업의 경우에는 국외산업과의 거래가 많아 국내에 미치는 영향이 낮고, 생산유발효과는 조선업이, 부가가치유발 효과는 수산업이 높은 것으로 분석되었다. Ocean industries in Korea has the important role for the development of national and regional economic growth, because Korea has the three sides bordering the sea. The purpose of this study is providing the basic data to understand the status of Regional Ocean industries for fostering the regional Ocean industries. Therefore, this study compared and analyzed the regional economic effects of Ocean industries such as Shipping and ports, Shipbuilding, and Fisheries in 10 regions bordering the sea, using 2015 Regional Input-Output table issued by the Bank of Korea. As a result of analysis, Regional shipping and port industry of Busan highly contribute to the regional economy, and the following region is Jeonnam. In the case of shipbuilding, Gyeongnam has the high proportion in their regional economy, and the next is Ulsan. In terms of fisheries, Busan, Gyeongnam and Jeonnam have a great influence on the regional economy. Overall, Ocean industries of Gyeongnam, Busan, Jeonnam, and Ulsan had a significant impact on the regional economy. Especially, in case of Jeonnam, all Ocean industries had the equal effects on the regional economy. In terms of production and value-added inducement coefficients, each industry show the common characteristic in the influence on other industries in their regions and other regions. In the case of Shipping and port, it has the low transactions with domestic economy, so their coefficient is the lowest among Ocean industries. However, Shipbuilding has the highest production inducement coefficient and Fishery has the highest value-added inducement coefficient into the own and other regions.
