목구조 설계를 위한 확정론적 구조 설계법과 확률 기반 구조 설계법의 비교 연구

Probability based design(PBD)method has some advantages against current design methods. First, it can provide the quantitative values for the structural safety or capacity through the reliability index,. That presented the certainty on the corresponding structure for the designer or user, also that permitted the broad consideration in the safety of structures. In addition, it can give the quantitative lifetime of the related structure in the calculation process of target reliability index. Also, incidental economical efficiency can be expected because decrease of required structural material can be obtained by using the practical material data. Unlikely current deterministic structural design methods, main advantage is the reflection of real condition in the structural design process by application of the data with not small clear specimen but structural size material. Advanced countries, namely America, Canada, Europe, Australia and New Zealand already converted from allowable stress design(ASD) method to PBD method and used as a standard wooden structures code in the late 1980s and 1990s. Other domestic constructions standards such as the steel or concrete constructions accepted and used the PBD methods already. Accordingly, wooden structural design method also should be converted from deterministic ASD to probabilistic LRFD(Load and resistance factor design) in order to keep pace with worldwide demands for PBD. Hence, to suggest the reason of introduction the PBD in domestic wooden structural design and analysis, a brief example was used to show the different reliability index by using the different design methods. Definition, merits and demerits of deterministic ASD and probabilistic LRFD were followed. Also the three examples were presented to show the similarity and differences between ASD and LRFD. Finally, connection problems that might cause a disputation in wooden structural design and analysis were broadly examined.
지적재조사 조정금 제도 개선방안에 관한 연구 - 서울시를 대상으로 -

본 연구는 서울 지역의 지적재조사사업 추진에 따른 경계설정과 면적증감으로 발생되는 조정금 관련 사업추진 현황을 조사·분석하고 실무 전문가들의 인식조사를 실시하여, 효율적인 고액 조정금 예산 확보 및 운영개선 방안을 제시하고자 하였다. 첫째, 국토교통부의 지적재조사사업의 사업비 일부를 조정금 예산으로 확보하여 각 시도에 배분하고 조정금 징수금액을 회수할 경우 원활한 사업추진이 가능할 것이다. 둘째, 원활한 사업추진과 주민 동의율 제고를 위해 조정금의 금액대별 기간 및 횟수를 연장하여 분할 납부·지급할 수 있도록 개선하여야 할 것으로 판단된다. 셋째, 지적재조사측량시 필지별 경계조정(안)에 따라 ‘예상 조정금 조서’를 함께 작성하도록 개선하여, 사업지구지정을 위한 토지소유자 동의 전에 주민들이 열람할 수 있도록 하는 ‘조정금 사전 산정·협의 제도’를 제시하였다. The purpose of this study is to present efficient measures to secure large amount of liquidation money and operate the budget through analysis in undertaking status and interview with practical experts about liquidation related boundary setting and area adjusting especially in metropolitan area, Seoul. First of all, Cadastral resurvey project in metropolitan area should be improved by securing part of MOLIT(Ministry of land, infrastructure and Transport) cadastral resurvey budget as liquidation money, allocating the budget each region and recovering the fee. Second, to facilitate the project and increase the acceptance of local residents, the period and number of installment should be extended according to the amount of liquidation money since the project in metropolitan area easily be in default by high level of liquidation fee. For the last, Conducting cadastral resurvey, should indicate provisional mark on boundary and fill in the estimated liquidation report by land regulation plan with local residents.
