지난 4월 7일 우리 협회 주최로 섬유센터 중회의실에서 개최한 인공위성 개발의 국산화와 산업화전략 이라는 주제의 우주산업세미나에는 국내의 관련업계 및 연구기관 대표 등 많은 인사가 참석하여 성황을 이루었고 금년부터 시작되는 국산 인공위성 개발에 많은 관심을 보였다. 이에 본지는 당일 발표된 두분의 주제 가운데 항공우주연구소의 우주산업단장인 류장수 박사의 주제발표 요지를 실어 이날 참석하지 못한 여러분들의 요청에 답하기로 했다. 이하 본문에 약 한시간여에 걸친 류장수 박사의 "다목적실용위성 개발 및 국산화 계획"이라는 제하의 주제 발표 내용을 간추린 것으로 우리나라가 국가적 과제로 추진하는 위성 국산화계획을 이래하고 이에 참여를 바라는 기업들에게 많은 참고가 될 것을 기대한다.

This article aims tyo explain the role of labor-related actors and strategy for fostering innovators in Pusan. This purpose is very important because the labor market policies and industrial relation policies for Pusan must be planned and carried out by the regional actors in order to achieve the indogenous development in Pusan. The main hypotheses of this article are that the labor-related actors have limited role and there are no labor-related innovators in Pusan. Therefore. Establishing the strategies about the fortering of labor-related regional innovators in Pusan is very important. This study puts an emphasis on that the strating-point of 'the strategy about the fostering of labor-related regional innovators in Pusan' is the setting up the network among regional actors. 1. Most of the labor affairs in Korea have been executed not by the local government but by the central government. 2. At present, there are several networks in Pusan. But no one fulfills its roles. Moreover, some of them are overlapped in terms of their purposes under the different leaders. For example, the Pusan Local Office for the Ministry of Labor organised the 'Pusan Employment Measures Committee', while the Pusan local government have their own 'Unemployment Measures Committee'. However, the both committees have the same aim. 3. The concrete programs for fostering labor-related regional innovators in Pusan can take the forms ① bench-marking the advanced countries' cases ② continuous holding of joint-education programs and forums that labor, management, government, and public interests participate all together ③ opening the university lectures that fostering labor-related regional innovators in Pusan.

본 연구에서는 한국고용정보원에서 실시한 "2013 고졸자 취업진로조사" 자료를 활용하여 특성화고 졸업자의 임금결정요인을 분석하였다. 그런데 임금은 개인수준의 인적특성 (1-수준)과 취업지역 수준의 산업특성 (2-수준)에 의해 영향을 받는 다층구조를 가지게 된다. 이와 같이 다층구조 자료특성을 가지는 복수의 분석단위 구조가 되면, 전통적인 회귀분석과 같이 개인수준의 임금이 독립이라는 가정을 할 수 없게 된다. 따라서 개인수준의 임금에 영향을 미치는 다층구조의 특성을 가진 변수들의 영향력을 분석하기 위한 타당한 방법으로 위계적 선형모형을 이용하였다. 그리고 전통적인 회귀분석과 위계적 선형모형의 비교를 통하여 다음과 같은 주요 결과를 얻었다. 첫째, 다층구조를 갖는 위계적 선형모형이 전통적인 회귀모형보다 통계적으로 유의함을 알 수 있었다. 둘째, 2-수준의 총근로시간과 상용직의 평균임금이 개인수준의 임금에 통계적으로 유의하게 영향을 미치는 것으로 나타났다. 셋째, 마이스터고 졸업생이 그렇지 않은 졸업생에 비해서, 부모의 소득이 높을수록 통계적으로 유의하게 개인수준의 임금이 높아짐을 알 수 있다. 넷째, 부모의 교육수준이 높을수록, 학점이 높을수록, 학교 만족도가 높고 자격증 수가 많을수록 임금이 높아짐을 알 수 있다. 마지막으로 2-수준의 산업특성을 고려한 랜덤효과가 통계적으로 유의하게 나타났다. In this paper, we analyzed wage determinants of the vocational high school graduates utilizing both individual-level and work region-level variables. We formulate the models in the way wage determination has multi-level structure in the sense that individual wage is influenced by individual-level variables (level-1) and work region-level (level-2) variables. To incorporate dependency between individual wages into the model, we utilize hierarchical linear model (HLM). The major results are as follows. First, it is shown that the HLM model is better than the OLS regression models which do not take level-1 and level-2 variables simultaneously into account. Second, random effects on sex, maester dummy and engineering dummy variables are statistically significant. Third, the fixed effects on business hours and mean wage of regular job for level-2 variables are statistically significant effect individual-level wages. Finally, parental education level, parental income, number of licenses and high school grade are statistically significant for higher individual-level wages.

의사결정나무 모형 및 해자드 모형을 활용한 누리사업의 취업률 성과분석

In order to analyse the effect of the NURI project on the employment rate, this paper first reviewed the trends of the employment rates of NURI project teams and other comparable groups, and then analysed factors affecting employment rate performance. The major results were the followings: First, the gain in terms of the average employment rate of NURI teams was found to be significantly higher than those of other comparable groups. Second, decision tree analysis also confirmed that the NURI project was successful in enhancing employment rates. Third, hazard model analysis showed that the time needed to get employment did not exhibit consistent reduction. This was partly due to financial crisis began on 2008. Therefore, it is desirable that the lessons from the NURI project can be applied to any future government-funded projects. 누리사업이 취업률에 미친 효과를 분석하기 위하여, 누리사업단과 비교집단의 취업률을 분석한 후, 의사결정나무분석과 해자드 모형을 활용하여 취업성과에 영향을 주는 요인을 분석하였다. 주요 결과는, 첫째 누리사업단의 취업률이 2004년에는 여러 집단 중에서 가장 낮은 수준을 기록했으나, 점차 상승하여 2008년에는 가장 높은 수준을 기록하였다. 따라서 누리사업에 선정된 사업단의 취업률이 빠르게 증가한 것을 알 수 있다. 둘째, 의사결정나무분석 결과를 보더라도 누리사업은 취업률을 향상시키는 데 효과적이었다는 것을 알 수 있다. 셋째, 해자드 모형 분석결과에 의하면, 취업소요기간이 점차 단축되는 모습을 보여주지 못하였다는 것을 알 수 있다. 그러나 2008년부터 시작된 금융위기의 영향을 감안하면, 취업소요기간의 단축 여부에 대해서는 단정적인 결론을 내리기 어렵다. 따라서 향후 유사 사업 기획 시에, 누리사업이 취업률을 향상시킨 요인에 대한 본 논문의 분석결과를 활용하는 것이 바람직하다.
