        This paper considers two sided tests for exponential null distribution against NBUE or NWUE alternative in life testing. The main results cincern the strong consistency of two proposed statistics, one being similar to Kolmogorov - Smirnov statistic, the other similar to Cramer - Von Mises statistic. Also obtained are the asymtotic null distribution and the exact Bahadur slope of the statistic silmilar to Komogorov- Smirnov.

      • 日本의 醫藥分業推進政策의 考察

        Korean government decided to implement the separation policy of prescribing from July in 2000. The separation policy of Prescribing and dispensing belongs to public policy, and it is agreed important policy that is necessary system for improvement of public health. However, in case of Korea, there is not made a sense of its necessary and implementing period to both of providers and consumers yet. In spite of that, Korean government has a plan to enforce the separation of prescribing and dispensing without the result of proper pilot project in July 2000. Therefore, this study looked over the process separation politic implementation of prescribing and dispensing in Japan which is similar with medical care system of Korea. Especially this study was emphasized about the pilot project and support policy of government to the separation of prescribing and dispensing, and evaluation to the operation of separative system of prescribing and dispensing. The consequence of this study will be referred for the separation politic implementation of prescribing and dispensing in Korea. As a result, the core of the separation policy of prescribing and dispensing of Japan was the achievement of the separation of prescribing and dispensing through gradually expansive project. The pilot project was practiced at the demonstration area. Through this consequence, there used the supplement method from the problem of separation prescribing and dispensing. The present practiced rate of separation of prescribing and dispensing is 30%, and there was evaluation system of separation of prescribing and dispensing in order to promote efficiency of separation of prescribing and dispensing. Department of Drug Administration in Ministry of Health and Welfare was in charge of the evaluation of separation of prescribing and dispensing and dispensing based unit on the Promotive Conference of Separation of Prescribing and Dispensing in each area. The expense for the evaluation of separation of prescribing and dispensing was from national budget.

        서울시와 일본의 지역사회 보건복지통합서비스 분석과 정책 방향: - Capacity mapping tool을 이용하여 -

        In 2012, the Community Total Support Center was introduced in each community, providing comprehensive services that combine, home-based care, long-term care, prevention, medical and health services, assistance with daily activities, and housing support. Meanwhile, Seoul’s outreach community health service was launched in 2015, promoting citizen autonomy and a sense of community while encouraging health and welfare service providers to reach out to the public. The results of capacity mapping demonstrate that, while both South Korea and Japan share the same goal of providing community-based integrated services, the two countries have different levels of integration of various welfare services. This study recommends further research endeavors on South Korea’s comprehensive service system in the context of public health, moving beyond the current emphasis on social welfare. The present authors have identified the need for a community care service scheme that integrates public health, medical, and welfare services into one package to ensure easy access and tangible benefits to the elderly population. 이 연구는 일본과 한국의 보건복지통합서비스 정책 사례를 바탕으로 Capacity Mapping Tool을 이용하여 커뮤니티케어 환경을 분석하고 앞으로 커뮤니티케어의 정책적 방향성을 제시하는 데 목적이 있다. 일본은 ‘지역포괄케어’를, 한국은 ‘서울시 찾아가는 동주민센터’를 사례로 선정했고, 서비스 전달체계, 재원, 인력, 조직, 관리를 포함한 5가지 구성요소의 Capacity mapping을 실시하였다. 인력과 재원조달 측면에서는 서울시 찾동 사업은 지방세를 기반으로 방문간호사, 사회복지사와 주민차지위원회 활동이 강조된 반면, 일본의 지역포괄케어는 개호보험을 바탕으로 보건의료와 사회복지 연계를 위한 코디네이터가 중요한 역할을 수행한다는 점에서 차이가 있었다. 서비스 제공체계 측면에서는 일본이 홈케어, 예방, 진료, 보건, 생활, 주거를 아우르는 포괄적 서비스 제공체계를 갖고 있던 반면, 서울시는 일정 연령에 도달한 모든 노인에게 보건복지 협력에 기반으ㄹ둔 사전적 질병예방 및 만성질환 관리 서비스를 제공했다는 측면에서 차이가 있었다. 앞으로 우리나라 커뮤니티케어가 성공적으로 정착하려면 사회서비스의 연속성 측면에서 서비스 연계와 확대 전략이 필요할 것이다.

        <특집 종설> 보건교육과 건강증진의 국제적인 동향: 우선순위 사업에 대한 검토

        For the development of Korean health promotion projects, this paper appraised the capacities of health promotion projects and examined the latest international trend of the health promotion field, based on the appraisal of data made by the Ministry of Health and Welfare, 2005 and IUHPE relevant reports. The capacities of Korean health promotion should be strengthened as follows: First, it is urgent to give health education and to use the professionals of it. Secondly, setting approach is required when working on health promotion projects. Thirdly, it is necessary to strengthen the capacities of local communities through the central government’s administrative and financial supports for the healthy cities project which is a strategy of general approach to new public health projects. The 21st century is an age of new public health that the cause for deaths increasingly is centered on life style. So it is necessary to expand the scope of health education to the field of making the environment of local community healthy beyond the level of individual health education. And further, it is required to develop the curriculum of health and to work out new strategies for health promotion. In conclusion, Korea should train competent human resources in the fields of practice of healthy public policies, of knowledge-based projects, and of health promotion (like health educators). The political direction for it should be to promote various healthy city projects, not only health center-led health promotion projects, and further, to strengthen the capacities of the health promotion projects of local communities.         Banach 공간에서 독립인 확률요소들의 Tail 합에 대한 대수의 법칙에 대하여

        For the almost certainly convergent series of independent random elements in Banach spaces, by investigating tail series laws of large numbers, the rate of convergence of the series to a random variable is studied in this paper. More specifically, by studying the duality between the limiting behavior of the tail series of random variables and that of Banach space valued random elements, an alternative way of proving a result of the previous work, which establishes the equivalence between the tail series weak law of large numbers and a limit law, is provided in a Banach space setting. 본 연구에서는, Banach 공간의 값을 갖는 확률요소들의 합 이 수렴하는 경우에, Tail 합에 대한 대수의 법칙을 고찰하여 이 하나의 확률변수 로 수렴하는 속도를 연구한다. 좀 더 구체적으로 말하자면, 확률변수들의 Tail 합과 확률요소들의 Tail 합에 대한 극한 성질의 유사성을 연구하여, Banach 공간에서 독립인 확률요소들의 Tail 합에 대한 약 대수의 법칙과 하나의 수렴법칙이 동등함을 기술하는 기존의 정리를 다른 대체적인 방법으로 증명한다.
