        가로환경 평가체계에 관한 기초 연구

        The provision of better street environments became an urgent urban design goal, responding to the current planning concepts of livability and sustainability. Accordingly, there have been a series of public projects for improving street conditions, yet a proper evaluation system has been hardly prepared to operate in fields. This study is a preliminary research to build a foundation for a practical street evaluation system in Korea. It aims to illuminate the evaluation activity from more comprehensive perspectives, emphasizing three aspects, such as 1) content-what to evaluate, 2) format-how to evaluate, 3) process-when and for what to evaluate. Among numerous street evaluation systems in practice at home and abroad, following 8 cases are selected to represent a variety of contents, formats and processes: Space-Culture Awards (Korea), Great Streets of America (US), Pedestrian First Zone Project Assessment(Korea), State DOT Project Assessment (US), Walkability/Bikability Checklist (US), Community Assessment Tool (US), DIY Community Street Audit (UK), and Placecheck (UK). Through content analyses of previous studies and cases, it is found that a street evaluation system 1) reflects the values on which a good street is constructed; 2) is not just a tool to review the results but a communication venue to mediate diverse goals of various stakeholders participating in the street project; 3) can and should play a relevant role in every step of the project from preparation to implementation and management. It suggests that the scope of research, development and practice of a street evaluation system should be broadened, which would serve richer and more solid foundations for future public projects to improve street environment in Korea.

      • 가로환경 개선사업의 평가구조에 대한 연구

        This study aims 1) to examine achievements and implications of ‘Design Seoul Street’ Project, promoted by City of Seoul since 2007, and 2) to build foundation for a practical evaluation system for the street improvement projects in Korea. Among the first 10 pilot cases, Gangnam-daero, Gwanak-ro, and Neungdong-ro were selected and taken under qualitative and comparative analysis throughout the comprehensive scope of 3 perspectives, including Physical-objective, Functional-perceived, and Social-communicative. Because of differences in street characteristics, surrounding conditions and social expectations, proclaimed objectives and contents of projects also varied among 3 cases. As a result, a step-by-step evaluation structure is suggested, accommodating such variations with sophisticated evaluation criteria.
