Reporting North Korean Refugees in China: The Case of the U.S. Department of State Human Rights Country Reports

The U.S. Department of State Country Reports on Human Rights Practices is published annually since the late 1970s. Scholars have claimed that the reports have been improved in its quality by enhancing accuracy, funding, human resources, and training. This paper focuses on the U.S. Department of State’s reporting practice on the North Korean refugee issues for two reasons: first, because of its substantial importance, and second, due to methodological innovation in studying human rights reporting. An in-betweencountry comparison of the North Korea and China country reports on the same issue of North Korean refugees shows that the reports still suffer from the weaknesses and limitations previous scholars indicated, such as inconsistency, dependence on the available and limited information, a lack of recognition of positive developments, inaccuracy, and political biases and intentions.

This is the first article of a series dealing with studies on the quantitative representation of fiber-and sheet-type textures in metals of cubic crystal system. Texture measurements by neutron diffraction method are analyzed using Bunge's series expansion method and the effect of series truncation is studied for samples of various texture sharpness. The present article describes two computer programs, TXFIB and TXSHT, developed for the analysis of the respective fiber-and sheet-type texture. Using these computer programs, the orientation distrbution function can be expanded in the series of generalized spherical harmonics up to 58th term from 6 experimental pole figures as input. Estimations of various errors involved in the texture analysis and texture sharpness index are also included in the programs.

The Globalization of Human Rights and State Sovereignty : The Role of Transitional Justice in Developing International Human Rights Norms

A distinctive feature of today’s global international society is that, in addition to upholding principles of sovereign equality and territorial integrity, we have seen an ever-increasing codification of human rights. How can we understand the globalized sovereign order in relation to the emergence and globalization of human rights? This paper examines the nature and development of the international human rights norms in the context of a globalized international sovereign state system. Perennial problem of human rights has been two issues: first, despite human rights being a highly institutionalized and legalized area in world politics, it is also marked by weak enforcement mechanism, and second, the principle of human rights has always been in conflict with the basic organizing principle of world politics, i.e. state sovereignty. However, I argue that both issues are not as perennial as they seem. First, recent historical and empirical scholarship has shown that state sovereignty and human rights are not as dichotomous and incompatible as had been previously thought. Second, the problem of weak enforcement has recently been strongly challenged by an important process of accountability, which is represented by the development of transitional justice.

From “A National Legacy of Unutterable Shame” to National Sorry Day: The Changes in Australia’s Policy on Indigenous Population

Indigenous affairs has been described as a ‘wicked policy issue’ in Australia and remains one of the most difficult policy issues. The legacies of British colonization continued in debates over the appropriate recognition of indigenous peoples in Australia’s Constitution. However, in 1967, a continued civil rights campaign by indigenous activists resulted in overwhelming support for a referendum granting indigenous population equal citizenship rights. The 1967 referendum was a watershed event in Australia’s indigenous affairs but it was only the beginning of a long struggle. It is the development and global diffusion of human rights and transitional justice, which influenced the significant changes in Australia’s indigenous policy. Since the 1990s, a decade of official reconciliation began and the debates over Australia’s history and national identity intensified. Later, the political focus had increasingly turned to more practical side of reconciliation by addressing socioeconomic disadvantage in indigenous communities. Using the norm life cycle theory and advocacy networks approaches, I argue that this significant policy change in Australia was caused by two interacting factors: first, the advocacy of civil rights activists and second, the diffusion of international human rights norms.

The Role of UN Commissions of Inquiry in Developing Global Human Rights: Prospects and Challenges

In international human rights issue areas, investigation has been increasing exponentially in last 20 years, not just in the international realm but also in domestic politics, and not just by official governments but also by many nongovernmental civil society actors. The most representative trend is the increase of UN commissions of inquiry within the UN Human Rights Council. This paper is devoted to explaining the meaning and context of the recent rise and diffusion of UN commissions of inquiry, and I attempt to answer the following two questions. First, why is the number of UN commissions of inquiry increasing? In other words, what is the context under which UN commissions of inquiry increase and diffuse? Second, how can we evaluate the activities of these UN commissions? What are their achievements and what problems and challenges remain? I argue that the rise of UN commissions of inquiry can be understood within the context of the diffusion and development of global investigative norms in the field of human rights. Despite some diversity and limitations of the activities of these commissions, these activities represent the rise of global investigative norms and this new trend contributes to the development of human rights.

한국 이행기 정의의 지역적 맥락: 한국과 대만 간 상호작용의 가능성과 한계

이행기 정의는 과거 발생한 인권침해를 이행기 이후 국가가 해결하기 위해 취하는 조치이다. 학자들은 규범으로서의 이행기 정의의 국제적 확산을 규범의 생성, 확산, 내재화라는 생애주기를 이용해 설명했다. 하지만 기존 연구가 간과한 부분이 국제적 확산에 내포된 지역 수준의 상호작용이다. 이 논문의 목적은 동아시아 지역에서 일어난 이행기 정의 관련 상호작용을 한국과 대만 사례를 중심으로 분석하는 것이다. 이를 위해 첫째, 한국의 이행기 정의 경험을 개괄하고 국제적 및 동아시아 맥락에서 한국 사례가 가지는 위치를 조망한다. 둘째, 대만의 인권침해와 이행기 정의를 개괄하고, 한국 경험과의 상호작용을 살펴본다. 두 가지 특징을 발견했다. 첫째, 지역 전파가 한 국가에서 다른 국가로 일방적으로 일어나지 않았고 시차를 두고 교차해 가며 서로 영향을 주고받았다. 둘째, 한국과 대만처럼 양국의 인권침해가 다양하고 중층적인 양상을 보이면 두 국가의 상호작용 중에서 수평적 확산은 자연스럽게 일어날 수도 있다. Transitional justice is measures adopted by the government after political transition to address the past human rights violations committed by the former regime. Scholars used norm life cycle to explain the emergence, diffusion, and internalization of international diffusion of transitional justice norms. However, they tend to miss the dynamic of state-to-state interaction in the region which is an important building bloc of international diffusion. In this article, I conduct research on the interactions between Korea and Taiwan with regard to transitional justice measures. First, I overview transitional justice practices in South Korea and put the Korean case in the international and regional context. Second, I closely follow the interactions between Korea and Taiwan from 1990s to today. Two findings are worth noting. First, Korea-Taiwan interactions in transitional justice were not unidirectional but bidirectional relations over a long period of time. Second, horizontal diffusion, not vertical diffusion, is more likely when human rights violations are diverse and multifaceted as in case of Taiwan and Korea.

애니메이션 시장의 활성화에 관한 연구

The purpose of this study is to analyze of the Animation field which is depressed recently. This Paper shows that a new method to activate it and how it work. Especially, I attempt to give a detailed suggestion of the problems which are related to the lack of planning and management and so on. The frame of analyzing in this study have two catagories: web animation and 3D Animation. After we review the evaluation of these, it show some useful guidelines in a means of settle. The implication of this paper is a starting point for the deeper understanding of the Animation Fields.
