본 연구는 통합물관리(IWRM)의 주요 구성요소인 경제적 효율성, 사회적 형평성, 생태적 지속가능성, 민주적 거버넌스 측면에서 현행 물이용부담금 제도를 분석·평가해보고, 향후 통합물관리 위해 필요한 물이용부담금제도의 기능 재조정 방향을 도출하여 제시하였다. 통합물관리 관점에서 현행 물이용부담금제도를 분석한 결과, 경제적 효율성 관점에서 시장유인성이 낮고, 환경기초시설 설치 및 운영, 토지매수, 주민지원사업 등 주요사업에서 비효율성이 크고, 사회적 형평성 관점에서 비용부담의 형평성이 낮고 편익향유의 공평성이 미흡하며, 생태적 지속가능성 측면에서 지속적 수질개선을 위해 필요한 환경유량를 확보하지 못하고 있는 것으로 평가되었다. 또한 민주적 거버넌스 측면에서 수계관리위원회의 거버넌스가 환경부 중심으로 구성되어 있어, 지자체, 시민 등 다양한 이해관계자의 참여와 활동이 보장되고 있지 못한 것으로 평가되었다. 향후 통합물관리의 실현을 위한 재원으로서 물이용부담금제도는 지출구조 측면에서 기존의 비효율적 사업기능을 축소하고, 새로운 수요가 있는 신규사업 기능을 추가하고, 수입구조 측면에서 부과대상을 확대하고, 저소득계층에 대한 감면제도를 도입할 필요가 있다. 또한 민주적 거버넌스를 실현하기 위해 수계관리위원회 의사결정구조에 다양한 이해관계자를 실질적으로 참여시킬 필요가 있다. This study analyzed present water use charges in the light of main components of integrated water resource management such as economic efficiency, social equity, and ecological sustainability, and proposed direction of functional readjustment of them. Firstly, water use charges do not work for market incentives, and specific programs of them such as basic environmental treatment facilities, land purchase, residents support are inefficient in economic perspectives. Secondly, they are lack of fairness in the light of burden of expenses and share of benefits. Thirdly, they do not secure enough water supply for water quality improvement. Lastly, in the light of democratic governance, they have no appropriate governance because they do not allow various interest groups such as local governments, citizens. For realizing of integrated water resource management, water use charge institutions have to reduce the inefficient program, and increase the new program in need, such as ecological flow in the light of expenditure restructuring, and expand target of charge, and impose reduction system for low-income group in the light of revenue restructuring. In addition, they should adopt participation systems in decision making structure, which admit various interest groups, for improving democratic governance.

본고는 한국지방자치학회가 창립된 이후 29년 동안 발간된, <한국지방자치학회보> 99권에 게재되었던 논문들 중에서 지방재정을 주제로 한 90편 논문들의 연구내용과 연구경향을 역대 정부별로 분석하였다. 분석결과, 한국지방자치학회보에 실렸던 지방재정 관련 논문들은 전반적으로 시대적 쟁점이 되었던 문제를 해결하기 위한 학술적 요구에 부응하여, 필요한 대안을 모색하는 연구들을 적절히 수행했던 것으로 평가된다. 먼저 지방자치가 부활되고 가장 중요한 문제였던 지방세입의 확충이 요구되었던 노태우-김영삼-김대중정부 시기(1988-2002)에는 다양한 지방세입 관련 논문들을 통해 지방세의 확충, 신세원 발굴, 해외사례 소개 등을 통해 부응했다. 다음으로 노무현정부 이후 이명박정부 시기(2003-2012)에는 지방재정 확충을 위해 필요했던 재정분권, 정부간 재정조정, 지방세입 확충방안, 복지재정의 해결을 위해 포괄보조금제도의 도입 등을 연구하여 적절히 부응했다. 그러나 박근혜정부 시기 이후(2013-20107)에는 지방세입의 확충 등이 중요한 정책과제로 등장했음에도 학회지에 지방세입과 관련된 논문이 게재되지 않아 부응성이 떨어졌던 것으로 나타났다. 향후 한국지방자치학회지는, 국세의 지방세 이양 등과 같이, 시대적으로 쟁점이 되는 주제에 대해 기획논문 등을 통해 더욱 적극적으로 부응할 수 있기를 기대한다. This study analyzes the research trends of articles in the field of local finance, focusing on 90 articles published in the Korean Journal of Local Government Studies from 1989 to 2017. Analysis results based on governments in history show that articles about local finance including local revenue, local expenditure, local finance decentralization, financial adjustment among governments, local government bond etc. met the historical expectation of each governmen through suggesting various alternatives such as expansion of local taxes, discover sources of new taxation, introduction of oversea cases, block grants on social welfare policy, and so on. However, in recent including Park"s government, Korean Journal of Local Government Studies failed to suggest the alternatives on adequate expansion of local government own revenues including local tax and non-tax receipt because it did not publish articles about those issues. In the future I expect that Korean Journal of Local Government Studies would response actively on historical demands through planning special papers on the hot issues of local finance such as transfer of national tax to local tax for increasing the ratio of local taxes to national taxes.

The epigenesis is a phenomenon in which genetic information is expressed differently due to inherited factors such as environment, habit, and virus infection without changing the gene base sequence itself. Although many researchers could reveal many secrets of life through deciphering the human genome sequence, many studies using epigenetic have been attempted because genome had difficulty in explaining the various disease incidence. Large-scale projects are being actively carried out globally, and Korea is also participating in this project. We investigated what kind of research was carried out internationally using the epigenome and analyzed the technical factors that are needed to start the study of the epigenetic genome in this paper. We investigated applicable research areas using these techniques and introduced one epigenome project that our team has actually done. Our study used integrated network between DNA methylation and expression, identify epigenetic regulating network hub genes associated with anti-asthmatic effects by D. sophia seed extract (DSE) treatment in OVA-induced mouse model.
