In all societies, youth are the leaders of the future. Therefore, one of our society’s main responsibilities is to protect and support our youth so they can grow into well-balanced adults with healthy values. However, the circumstances they face today are far from favorable. Due to a culture which focuses excessively on university entrance exams and places academic achievement above all else, young Korean people today are failing to develop adequate social skills, which are typically acquired and built up through the accumulation of various experiences. Furthermore, the rapid development of civilization, diversification of family structures and formats, and the widening income gap are creating an environment that suppresses their growth and development, leading to various youth-related problems. The government has adopted many policies in an effort to resolve these issues and foster physically and mentally healthy youth, and is also establishing and operating a variety of youth facilities for the protection and general welfare of youth. This study aims to determine whether youth training centers, which offer a variety of experience-based activities and programs designed to support the healthy development and balanced growth of our youth, are being properly operated. An analysis of the operation of these centers shows they suffer from poor finances, lack professional staff with the skills to offer proper guidance, and require more programs to meet the needs of youth. Furthermore, they lack accessibility and have low recognition. In particular, they are forced to operate various for-profit programs for adults in order to acquire the funds necessary to hire staff and operate the facility and programs, which results in low usage among youth and prevents the centers from focusing all of their attention on their main purpose. Therefore, the results of this study show that it is necessary to make efforts toward resolving the existing problems at youth training centers so that they may focus entirely on the protection and welfare of our youth. A survey was conducted on the overall satisfaction with the youth training centers among the youths using their services and programs, and whether they would recommend them to others and revisit the centers. The results showed that operational factors, such as the staff, training facilities, and programs, have a significant influence on the overall satisfaction of their main clients, the youth. Accordingly, this paper proposes the following improvements so the staff, training facilities, and the programs they offer can meet the needs of our youth. First, the youth training centers must become facilities wholly devoted to youth so as to encourage their voluntary usage. Second, the centers must plan and operate programs that meet the needs of youth and provide a high level of satisfaction. Third, financial assistance must be provided to the centers so they can focus entirely on their original purpose of nurturing youth and helping them grow into sound and healthy adults. Fourth, the accessibility of the centers must be improved so that they may be freely used by all youth. Fifth, the youth training centers must enhance their self-promotion to heighten recognition among youth and parents. Six, the protection of youth and welfare activities must be improved by establishing a cooperative system among various public organizations, welfare facilities, and private resources of the local community. Seven, specialized programs focusing on career development, personality and aptitude development, and protection and welfare programs should be established by region to enhance accessibility by youth. In order to achieve the well-balanced growth of the youth in our regional community through diverse training activities and effectively resolve various youth-related issues, the youth training centers, established for the protection and welfare of our youth, must lead efforts to achieve the effective operation of the various programs under the guidance of professionally-trained staff. The healthy and well-balanced growth of our youth will enable them to become competent social leaders in the future. 청소년은 미래의 우리 사회를 이끌어 갈 주역이다. 청소년들이 건전한 가치관을 정립하고 균형있는 성장을 할 수 있도록 보호하고 지원하는 것이 우리 사회의 핵심 과제라고 본다. 현재 우리 사회의 청소년들이 처한 환경은 좋지 못한 것이 현실이다. 입시 위주의 성적제일주의로 인해 청소년기에 체험하고 형성해야 하는 사회성을 제대로 습득하지 못하고 있으며, 또한 문명의 급속한 발달, 가족구조 및 행태의 다변화, 빈부의 차가 심화되고 있어 청소년을 둘러싼 주변의 나쁜 환경은 청소년이 자라는데 영향을 미치고 있으며, 청소년 문제가 나타나고 있다. 이러한 청소년문제를 치유하고 건전한 청소년 육성을 위해 정부에서는 여러 청소년 정책을 펼치고 있으며, 청소년의 보호‧복지를 위해 다양한청소년시설을 설립하여 운영하고 있다. 본 연구는 다양한 체험활동을 통해 청소년의 건전한 육성과 균형있는 성장을 지원할 수 있는 다양한 수련거리를 갖춘 청소년수련관이 청소년 육성을 위해 제대로 운영되고 있는 지에 대해 살펴보았다. 이러한 청소년수련관의 운영실태를 분석한 결과 나타난 문제점으로는 재정이 열악하고, 전문 청소년지도 인력이 부족하며, 청소년의 욕구에 부합하는 프로그램도 미흡하다. 또한 청소년의 이용이 불편하고 인지도가 낮은 편으로 나타났다. 특히 인력, 시설 및 프로그램운영 등에 많은 재원이 소요되므로 성인들을 대상으로 각종 수익사업을 펼치고 있음에 따라 청소년 이용율이 낮으며, 청소년 육성을 위한 고유목적사업에 전념해야 됨에도 불구하고 그럴 수 없는 실정이다. 따라서 청소년수련관이 청소년을 보호‧복지를 위한 전문 청소년시설로서 전념할 수 있도록 문제점을 개선하는 노력이 필요한 것으로 나타났다. 또한 청소년수련관을 이용하는 청소년을 대상으로 청소년수련관의 서비스, 프로그램 등에 대한 전반적인 만족도와 추천 및 재방문의도를 조사한 결과, 청소년수련관의 각종 지도인력, 수련시설, 프로그램 등 운영요인이 주 고객인 청소년의 전반적인 만족도에 영향을 미치고 있음을 알 수 있었다. 이에 따라 청소년수련관의 인력, 수련시설, 프로그램 등을 청소년 욕구에 부합할 수 있도록 다음과 같이 청소년수련관의 개선방안을 제시하고자 한다. 첫째, 청소년수련관은 청소년이 지발적으로 이용하고 싶어 하는 청소년 전용 수련시설로 개선되어야 한다. 둘째, 청소년의 욕구에 부합하여 만족도가 높은 프로그램을 기획하고 운영해야 한다. 셋째, 청소년수련관이 건전한 청소년 육성을 위한 고유목적사업에 전력을 다할 수 있도록 재정지원을 강화해야 한다. 넷째, 모든 청소년이 자유롭게 이용할 수 있도록 청소년수련관의 이용체계를 개선해야 한다. 다섯째, 청소년수련관에 대한 청소년 및 부모의 인식 개선을 위해 홍보를 강화해야 한다. 여섯째, 지역사회의 다양한 공공기관, 복지시설 그리고 민간자원 등과의 연계시스템을 구축하여 청소년 보호‧복지활동을 강화해야 한다. 일곱째, 청소년수련관의 진로‧직업, 인성 및 적성계발, 보호‧복지프로그램 등 특성화프로그램은 권역별로 잘 배치하여 청소년 이용의 접근성을 강화해야 한다. 우리가 살고 있는 지역사회의 청소년들이 다양한 수련활동을 통해 균형있는 상장을 하고, 또한 발생되고 있는 청소년문제를 잘 해결하기 위해서는 청소년의 보호‧복지를 위해 설립된 청소년수련관이 중심이 되어 전문 청소년지도자의 지도하에 다양한 청소년 프로그램을 내실있게 운영해 나가야 하며, 결국 청소년이 건전하고 균형있는 성장을 통해 미래사회의 주역이 될 수 있을 것이라고 본다.

Zur Zeit ist die Aufmerksamkeit auf die Tuberkelose nicht so groß. Der Aufstieg des Lebensniveau, der erstaunliche Fortschritt der Me- dizinwissenschaft, Verbesserung der Gesundheitszustand und noch dazu die Entwicklung der Antituberkelarzneien zwingen zu glauben, als ob die Tuberkelose fast verschwunden ha¨tte. Aber die Weltgesundheitsorganisation(WHO) hat mit Klarheit gea¨ußert, daß noch viele Menschen an der Turbelose erkrankt oder neu daran gerieten haben. Es ist auch in Korea betroffen, obwohl der u¨ber- wa¨ltigungsbetrieb gegen Tuberkelose in den letzten 30 Jahren guten Erfolg hat. Durch die vielen medizinischen Forschungen ist die Tatsache fest- gestellt, daß die psychische Moment der Kranke neben dem medizinischen Wissen und der a¨rztlichen Technik sehr wichtige Rolle fu¨r die Heilsbehandlung und Vorbeugung der Krankheit gespielt hat. Es gilt auch fu¨r die Tuberkelose. Der Seelenzustand und Lebensumsta¨nde der Tuberkelo¨sen ha¨ngen im ganzen Prozeß der Krankheit, na¨mlich von der Erkankung an, sehr eng zusammen. In Folge der Erforschung u¨ber die Tuberkelose ist es best tigt, daß die Tuberkelo¨sen meistens "Grenzlinie Personalit tsbehinderung" haben. Auf diesem Grund versuche ich die erfolgreiche Heilswege fu¨r die Tuberkelo¨sen und die Unterlage der socialen Fu¨rsorge fu¨r diejenigen herzustellen. Dafu¨r habe ich die Seelenzusta¨nde derjenigen, die sich in der Tuberkelo¨senkurzentrum kurieren lassen, analysiert und die Faktoren von Grenzlinie Personalita¨tsbehinderung untersucht. Dadurch habe ich festgestellt, daß sie fast alle Grenzlinie Personalita¨tsbehinderung haben. Die fast alle Kranken haben sich auf die 9 Paragraphen von DSM-IV, die Diagnosenschnur von Grenzlinie Personalita¨tsbehinderung betroffen. Im Vergleich mit den Gesunden haben die Tuberkelo¨sen sich auf noch mehreren Paragraphen bezogen. Wenn die Krankheit la¨ngere Zeit gedauert ist, ist diese Personalita¨ts- behinderung noch schwerer. Darauns kann man erschließen, daß die psychoterapeutische Heilungsmethode neben der pharmazeutischen Behandlung erforderlich fu¨r die Heilbehandlung der Tuberkelo¨sen ist. Es ist sehr hilfreich, damit die Kranken das aktive Selbstbewußtsein wiederherstellen ko¨nnen. Damit der u¨berwa¨ltigungsbetrib noch mehrere Erfolg haben kann, bedarf es außerdem die Zusammenwirkung der Familie und auch der Gesellschaft.

It is often said that the moderns make their living in the flood of advertising. Thus, it deeply penetrates into our living environment through various media. In business management the activities of advertising are inevitably performed as a means of promotion for sales. Therefore, we cannot even imagine our business activities without advertising. Even though some people criticize the defects of the advertising activities in many ways, there is no other alternative as a communicating means of promotion for the business management as yet. In the year 1987, the total advertising outlay of Korea was ￦9,723 hundred million, and that was interesting to us for the accounts of 0.99 percent in GNP. During the same year, the total Full-Service Agency outlay of Korea was ￦5,473 hundred million, and that was the account of 0.58 percent in GNP. In this place, I have studied the strengthening plan of advertising agency's role in Korea. This study uses both methods, literature research and interview. And I analyse the strengthening plan of advertising agency's role in Korea through factor analysis. Accordingly, in respect of Full-Service Agency activities, I examine and analyze the several aspects of the strengthening plan of advertising agency's role in Korean business environments as following. 1. Because of each agency's serious competition, the agency should seek a compromising point for the purpose of improving the stabilization of advertising market and enlarge for asset and technology. 2. In conformity with the expansion and diversification of full-service agency's activities, the government's efforts should be concentrated on making agency's activities more efficient and strengthening administrative fostering-role, thus developing the agency's initiative, and improving the system of advertising environments so as to stimulate agency activities. 3. In the next place, the agency should strive to develope the new business areas. Therefore, agency should wisely catch and utilize the clients' demand and at the same time will adequately control advertising market demand in order to improve the balance sheet. 4. However, the basic element needed for agency's development, above all, lies in elevating the productivity of advertisements; therefore, the tendency should be resoulutely eliminated, in which those agency are too ready to rely on anti-scientific mediaplan for their profit. Thus, advertising agency should strive to improve media plan. 5. The agency should seek to intensify the education, substantialize the vocational train, expand the oppotunity of oversea observation; especially, colleges and universities should be specialized so as to contributs in the effectiveness advertisements.

지반 조사 결과의 통계분석 시스템 개발 및 적용

도심지내 건설되는 입체 복합 공간 구조물의 시공에 있어 대심도 대굴착으로 인하여 주변 및 인접구조물에 대한 불안정성을 초래할 가능성이 높으며, 이에 따라 다양한 형태의 리스크가 발생할 가능성이 높다. 이를 위해 지반정보에 대해 정확하게 파악하는 것이 중요한데 지반이 가지는 이질성으로 인해 지층구분과 구조적 특성에 있어서 불확실성을 가지게 된다. 때문에 제한적인 지반조사 결과를 활용하여 설계 및 시공을 하는 것은 항상 불확실성을 동반하게 되므로 지반조사 결과에 대한 신뢰도를 평가하고 이를 기반으로 신뢰도 및 지반 조건 등을 고려한 설계 지반정수를 구하는 것이 매우 중요하다. 이를 위해 이번 연구에서는 지반 조사 결과의 신뢰도를 평가하고, 이를 기반으로 설계 정수를 결정하는 기법을 사용하여 설계시 사용되는 정수들에 대한 안정성과 경제성 향상에 도움을 주고자 하였다. 서울시 마포 지역과 성북 지역의 지반 조사 결과 자료들을 활용하여 개발된 통계 분석 프로그램에 적용하여 통계 기법의 기본인 평균, 표준편차, COV같은 기본적 통계 자료와 지반 조사 결과 자료가 가지는 확률 분포를 Pearson Diagram과 Beta distribution, K-S test를 통해 확인하고 GEV(Generalized Extreme Value)함수를 통한 신뢰수준에 따른 이상치를 판별하여 확인할 수 있도록 하였다.
