녹색장벽의 국제적 동향과 한국의 ‘저탄소 녹색성장’ 정책에 관한 연구

Because of extreme weather conditions coupled with global warming people have begun paying more attention to environmental issues. One could no longer ignore the environment, and people are starting to solve the problem through international cooperation. The global community, however, gives priority to the profit of its own country and do not take steps to protect the environment to the extent of making sacrifices for themselves. In the current circumstance the Republic of Korea has announced a policy called “Low Carbon Green Growth.” The policy is about to become an important strategy governing the future of Korea that helps support environmental and economic growth simultaneously. Therefore, this study attempts to suggest alternative ways to bring about success of the ‘Low Carbon Green Growth’ policy of Korea.

일본의 전자무역은 무역교역량의 급속한 증가와 혁신적인 정보통신기술의 보급으로 새로운 변화를 모색하고 있다. 종전에 담당 부서별로 나누어져 있었던 업무를 NACCS를 중심으로 하나의 창구로 통일하고 있는 것이다. 이러한 상황 속에서 지구의 온난화를 배경으로 CO₂의 삭감과 자원의 효율적인 이용이 세계적으로 요구되고 있다. 그린항만 구축은 시대의 요구사항이며 건전한 항만발전을 위해 필요한 사업으로서 경쟁력을 강화시키는 중요한 요소가 된다. 따라서 본 논문은 일본의 전자무역에 현황을 살펴보고 무역의 전자화를 통한 지구환경을 고려한 전자무역의 그린화를 모색하는 것을 목적으로 하고 있다. Japan e-trade is seeking new challenges with the rapid increase in the volume of information technologies and trade. In the past, operations were divided into departments responsible. But, these have been unified into one window by the NACCS. In this situation, global warming, the reduction of carbon dioxide and the use of effective resources throughout the world are needed. Green port was established because of these demands and it is necessary for the development of a healthy harbor. In addition, this green port becomes an important element to strengthen competitiveness. The objective of the study examines the status of electronic trading in Japan, considering the global environment for green over e-trade.

일본은 부존자원이 빈약하기 때문에 자원의 효율적인 이용을 통해 순환형 사회를 만들자는 목표로 순환형 사회형성추진기본법을 시행하여 왔다. 이러한 법률적 근거하에 자동차, 가전, 식품, 건설 등 각종 리사이클법이 제정되었으며, 법률에서 일본뿐만 아니라 외국의 제조업자에게도 리사이클에 대한 책임을 지우고 있어 우리나라의 기업에도 많은 영향을 줄 것으로 예상된다. 따라서 일본의 회수물류와 리사이클제도에 대해 살펴보고 일본의 리사이클제도로 인하여 예기치 못하게 발생하는 손해를 미연에 방지하도록 하는 것이 본 논문의 목적이다. Because of lack of natural resources, Japan has been implementing the Fundamental Law for Establishing a Sound Material-Cycle Society with the aim of establishing a sound material-cycle society through the efficient using of resources. Under this legal basis, Recycling Laws regarding End-of-Life Vehicles, Home Appliances, Food Wastes, Construction Materials were enacted and it may be expected to give a significant impact to companies in Korea, because the laws require both Japanese manufacturers and overseas manufacturers to assume the responsibility of recycling. Therefore, the purpose of this paper are to study reverse logistics and recycling systems in Japan and to prevent the unexpected damages due to recycling systems in Japan.

일본의 환경규제에 대한 중소기업의 대응방안에 관한 연구

최근 국제적으로 환경규제에 대한 관심이 높아짐에 따라 선진국에서 환경관련 법규를 강화하고 있다. 일본은 예전부터 환경규제를 시행해왔으나 최근 들어서 화학물질, 전기전자제품의 유해물질 규제 등 환경규제를 강화하고 있다. 일본의 환경규제강화는 일본의 기업들과 일본으로 수출하는 우리나라의 기업들에게도 많은 영향을 주고 있다. 그러나 아직까지 우리나라 기업들은 이러한 환경규제에 대한 대응방안이 부족하다. 따라서 본 논문의 목적은 일본의 환경규제에 대해서 살펴보고, 주요 산업을 중심으로 우리나라 기업들의 대응방안을 연구함으로써 우리나라 기업의 수출에 공헌하는 것이다. Recently, as the interest in international environmental regulations is increasing, the developed countries are strengthening the laws related to environments. Japan has been practicing environmental regulations for some time but they are recently enhancing environmental regulations even more with respect to chemical material, harmful substances in electrical & electronic equipment, etc. Enforcement of environment regulations in Japan is affecting the Japanese companies as well as those Korean companies exporting to Japan. But, the Korean companies are lacking relevant counter-measures for resolving the environmental regulation issues. The purpose of this paper are examining the environmental regulations in Japan and making a contribution in increasing the exports of Korean companies by identifying their relevant counter-measures with respect to environmental regulations in the key industry areas.
