『삼국사기』기록을 통해 최초 맥국의 옛 땅으로 알려져 있는 춘천 지역은 최근 많은 초기 철기시대 유적에서 한식계토기와 환두소도 등 철기류, 오수전 등 유물들이 집중 출토되고 있어 춘천 맥국 이후 한사군 낙랑의 세력이이 지역에까지 영향을 미쳤음을 보여 주고 있다. 초기 백제는 동쪽으로 춘천과 접해 있는 가평까지 영역을 확대하였으며, 이에 낙랑은 춘천의 낙랑 우두산성을 전략 거점으로 하여 대립하는 한편, 영서 내륙과 경기 북부의 맥계말갈을 적절히 이용함으로써 힘의 균형을 유지하였다. 백제 고이왕 대의 기리영 전투는 백제와 낙랑간의 균형을 깨뜨린 계기가된 것으로 보인다. 이 시기 이후 백제는 영서 내륙과 경기 북부 등 주변 지역에 영향력을 급속히 확대해 나가기 시작하였으며, 이에 반해 낙랑 우두산성을 중심으로 한 세력의 영향력은 급속히 약화되기 시작하였다. 백제 초기 낙랑 우두산성의 영향력에 의해 맥계말갈은 낙랑의 부용세력으로서 백제와 지속적인 대립 관계를 형성하면서 백제를 침탈하였다. 말갈은 보병 위주의 군사력으로 편제되어 있었으며, 영토 확장보다는 식량확보 등경제적인 이유로 백제를 침탈하였다. 말갈 세력은 온조왕이 초기 백제의 왕성을 한수 이남으로 천도하게 할 만큼 위협적이었으나, 이후 백제의 공세적 대응으로 인해 추장이 사로 잡히거나, 부족이 궤멸되는 등 큰 피해를 입었고, 이후 낙랑과의 관계를 청산하고 백제와 화친 관계를 맺으면서 급속히 쇠락하였다. 이를 계기로 중부지방의 맥계말갈은 대부분 백제와 고구려의 세력에 편입되고 있음을 알 수 있다. 『삼국사기』「백제본기」에 등장하고 있는 낙랑과 말갈 관련 기록은 당시춘천이 이 지역의 역학 관계에서 어떤 위치에 있었는지를 알 수 있는 근거를 제공해 주고 있다. 3세기 중엽인 고이왕 25년 맺어진 백제와 말갈의 화친은 그간 말갈의 배후세력으로 남아 있던 낙랑 우두산성이 더 이상 그 역할을 할수 없는 상황에 처했음을 의미한다. 따라서 춘천 지역 역시 이때를 즈음해백제의 영역으로 편입된 것으로 보인다. 최근 북한강 상류 화천 지역에서 3세기 무렵으로 추정되는 초기 백제양식의 마을 유적이 발굴된 것 역시 이를 뒷받침해 주는 것이라 할 것이다. Based on the records in『Samguksagi』, Chuncheon is known as the old territory of Maecguk, demontrating that the range of Nakrang after Maecguk was reached to this area with excavation of chinese style earthen wares, iron wares such as Hwandusodo and Osujeon. As early Baekje reached to Gapyeong which is near Chuncheon, Nakrang used Woodu Castle in Chuncheon as the base of their strategy to be against the Baekje and used Maec origin malgal in Youngseo and Northern Gyunggi area to balance the power in this area. Giriyoung battle in the age of King Goi of Baekje seems to break the balnace between Baekje and Nakrang. After this time, Baekje started to be spreaded around Youngseo and Northern Gyunggi area, on the other hand, Nakrang started to decline. In the beginning of Baekje, Maec origin malgal invaded Baekje as the force of Nakrang building the antagonistic relationship. Malgal reformed the military organization mainly with infantry. They invaded Baekje not for territory but for securing food. Malgal was so threatening in the beginning of King Onjo era that Baekje moved the King``s palace to the southern part. Later, however, due to the pushy counterattack of Baekje, the chief was captured and tribal society was demolished. So, they put the relation with Nakrang behind and entered into friendly relations with Baekje, which made them decline rapidly. We can know the fact that after this time, most of Maec style malgal in central area was incorporated into Baekje and Goguryeo. Records related to Malgal and Nakrang in 『Samguksagi』and「Baekjebongi」 are basic factors to let us know their roles in this area. In 25th year of King Goi regime which is in the middle of 3rd century, the amity between Baekje and Malgal meant that Woodu Castle finished its role as the de facto power of Malgal. The recent relics of early Baekje style village excavated in Hwacheon which are assumed to be from 3rd century certify this fact.
