This study is an attempt to analyze the relationships between the land uses and its prices in urban areas. The following are the major findings: First, the prices of land are primarily based on the economic marginal values of land utility, and the determination of land prices, therefore, depends upon the specific land uses and the bulk of area. Thus in order to establish a reasonable land price policy, a detailed and deliberate land utilization plan must be worked out. Land pursues the highest and best utilization principles. In a free system of land uses, economic motivations dictate the land owner to consider the best marginal utility for the sake of acquiring the highest land price appraisal. Therefore, the desirable level of the land use plan is to take not account of marginal utility of economic uses but of the benefits of future generation and the welfare of the people. To curb the land price fluctuations and its misuse, we should set up more detailed land use policies and regulations. Secondly, the land price should not be allowed to be above the annual rate of general prices. If the land price outpaces the annual rate of general prices, speculations on the land in urban areas could not be prevented. Furthermore, the inflation in land price would cause a financial pressure to the local government, and its inflationary efects would spill over into other sectors of the national economy. Thirdly, the profits arising from the land development, that is, the increasing marginal values of land should be returned to the community, and economic losses caused by the development itself should in turn be adequately compensated by the community. Whenever the land price fluctuation occurs because of the land utility plans, the compensation of the losses must be negotiated at the reasonal level between the community and the profiteers. So a system of controlling the profit arising from the development of land uses can be introduced at the earliest times of developmental processes in the urban areas. Fourthly, the land use policy is particulary important in keeping the “raw land”undeveloped for preserving natural environment as well as maintaining comfortable living spaces for our next generations. On the other hand, a strict restricition on the land development, paradoxically enough, is likely to bring further hikes in land price due to the reduction in land supply. It is, therefore, necessary to reconsider the rational utilization of so-called “Green Belt”or “Productive Green Land.” Finally, the master plans of the national land, the land use policy, and the land price policy are interrelated, they all should be coordinatively designed and evaluated by consistent and collective approaches. By consistent implementation of land policies and the improvement of land ownership system, we can assure the general welfare for oursleves and for our growing generations.

The tidal currents and the salinity variations of the Keum River estuary were investigated on the basis of field observations on April and August, 1983. In the tidal current observations, the semidiumal tidal current prevails and its rotary direction is revealed the count-clockwise in this area. Also, the apparently constant current which is thought to be generated by the out-flow of the Keum River is found to flow from the Kansan inner harbor to Janghang harbor with the speed of about 30 cm/sec. In addition, the salinity shows the peak at the high water, and then it begins to decrease gradually, and alas the lowest value 1-2 hours after the low water.
