Public Enterprises, in Korea, have made a major role during the period of economic development. In 1960s, Korea had little capital accumulation because of the Korean War & U.S. Adis. The Scale of public enterprises has grown gradually and now they are very important position in korean economy both the scale and the added value. Their rise and fall now quickly affects the business cycle. Therefore, Public enterprises are so important that we have to scheme precisely with special reference to the budget system. The purpose of this thesis is to study the budget system of public enterprise especially focused on the decision making process in budgeting. One of the characteristics of korean economy is the intervention of the central government. Budgeting of the public enterprises is also intervened by the central government. But, It is not resulted efficiently. The X-inefficiency of Leibenstein, as we usually say, comes true in the budget system of korean public enterprises. So, the emmission of the intervention of the central government is the first of all to make things better. And, the skill of management of the private enterprises has to induce in management of the accounting and the budgeting. The request of this thesis is focused on the management of the private enterprises in kind especially reffered to the accounting and the budgeting of the public enterprises. This thesis is composed as the followings. Chapter I is the introduction. Chapter Ⅱ is the outline of the public enterprises and the economic role of the public enterprises in korean economy, Chapter Ⅲ is on the current management of public enterprises. The problems in them are described in chapter Ⅳ. In chapter Ⅴ, we describe on the method of improvement of public enterprises. And chapter Ⅵ, The direction of the public enterprises is introduced as the conclusion of this thesis.

정보교류체제, 지식공유와 지식활용이 성과에 미치는 영향

The purpose of this study is to examine how the transactive memory system and knowledge sharing/knowledge application influence on performance within a general team system by means of empirical analysis. This thesis investigates the related effects of team learning behaviour on transactive memory system and the latter on performance. Also, it verifies the role of transacitve memory system as a mediator between team learning behaviour and performance, while recognizing its effect on team cohesiveness. Data were collected from the survey of manufacturers based on the Seoul Capital Area and were analyzed to find out both correlation and causation among variables by using SPSS Ver.18.0 and AMOS Ver. 18.0. The results are as follows. First, both of professionalism and task coordination of TMS have positive effect on knowledge sharing. Second, both of professionalism and task coordination of TMS have positive effect on knowledge application. Third, knowledge sharing influences on knowledge application. Fourth, task coordination of TMS have positive effect on performance. Fifth, only knowledge application has a positive influence on performance, but not in the case of knowledge sharing. The result implicates that knowledge sharing per se does not have to do with performance, but that knowledge should be shared and applied in order to ameliorate performance. Last but not least, the study on the mediating effect between knowledge sharing and application shows that knowledge application, knowledge sharing and the indirect effect of knowledge application have significance in terms of professionalism and task coordination of TMS. Limitation of this study are as follows: First, a problem with the generalization of results, constraining of time and cost, sampling is limited in metropolitan manufacturer by applying the extraction method opportunistic. Second, as collection of data was done by survey method and self-report characteristics of respondent, there is a risk on the data by the respondent’s social desirability in this research. 현대기업조직에서 팀제가 보편화되고 팀 역량의 향상을 위해 정보교류체제와 지식의 공유와 활용이 팀 성과에 어떠한 영향을 미치는지를 파악하는 것은 매우 큰 의미가 있다. 정보교류체제는 구성원간에 지식교류를 사회적 네트워크로 인식하고 구성원간 지식과 정보가 어떻게 공유되는지를 설명하는 유용한 개념이 되고 있다. 이러한 맥락에서 본 연구는 팀제 구성원을 대상으로 정보교류체제와 지식공유/지식활용이 팀 성과와의 관계에 대하여 실증적으로 검정하는 데 그 목적이 있으며, 그 연구의 결과는 다음과 같다. 첫째, 정보교류체제와 지식공유 간의 검정결과에서 정보교류체제의 전문성과 지식공유(가설1.1), 과업조정과 지식공유(가설1.3)는 정(+)의 효과를 미치고 있는 것으로 나타났다. 이러한 결과는 구성원들의 전문적 지식과 다양한 지식의 조합능력은 팀구성원들이 직무를 수행하거나 목표달성을 위해 필요한 각종 정보, 지식, 경험 등을 상호간 공유에 영향을 미친다는 것이다. 둘째, 정보교류체제의 요인들과 지식활용간의 검정결과에서 정보교류체제의 전문성과 지식활용, 과업조정과 지식활용은 정(+)의 효과를 미치고 있는 것으로 나타났다. 이런 결과는 종업원들의 역량을 높이고 조직에 공헌도를 향상시키기 위한 구성원들의 지식공유와 지식활용을 강화하려면 정보교류체제의 전문성과 과업조정요인에 초점을 맞추어야 된다는 것을 의미한다. 셋째, 지식공유는 지식활용에 정(+)의 효과를 미치고 있어 이는 구성원간 지식이 활용되려면 지식공유가 선행되어야 한다는 것을 의미한다. 넷째, 정보교류체제와 팀 성과간의 관계에서는 정보교류체제의 과업조정만이 정(+)의 효과를 미치고 있는 것으로 나타났다. 다섯째, 지식공유와 지식활용의 성과와의 관계를 검증한 결과에서 지식활용만이 성과에 정(+)의 효과를 미치고 있다. 이는 구성원들간 지식의 공유가 공유만 될 뿐 성과와 무관하며, 공유된 지식보다는 지식활용이 중요하다는 것을 의미한다. 마지막으로 지식공유와 활용의 매개효과를 검증한 결과에서 지식공유의 간접효과 영향은 통계적으로 유의하지 않으며, 지식활용, 지식공유/지식활용의 간접효과 영향은 정보교류체제의 전문성과 과업조정요인에서 유의한 것으로 나타났다. 가설6, 가설7, 가설8의 매개효과검증에서 가설6의 지식공유요인이 모두 유의하지 않은 것은, 이는 단순히 구성원들의 지식공유(knowledge sharing)는 지식에 대한 접근성을 확보하는 과정으로, 구성원사이에 지식의 공유 자체로 끝나기 때문으로 해석되어진다. 그 반증으로 지식활용과 지식공유/지식활용은 전문성과 과업조정요인에서 매개역할이 존재하는 것에서 찾아볼 수 있다. 그러므로 정보교류체제와 성과사이에서 구성원들이 보유한 기존 지식이 활용될 때 조직공헌도가 높아지며 성과도 개선되므로, 지식의 공유가 아닌 활용을 강화할 필요가 있다.
