This article explains the establishment process and characteristics of the Department of Commerce under the USAMGIK and its role in the process of Training industrial technical manpower. The Department of Commerce was at the center of industrial administration during the USAMGIK. The Department of Commerce was established during the USAMGIK, and its aspects and functions are similar to those of the U.S. Department of Commerce. The U.S. Department of Commerce is responsible for supporting the growth of commercial space activities, as well as domestic and foreign trade operations, investing in basic research, and ensuring intellectual property rights and compensation for creators inventions. The Commerce Department of the USAMGIK is also in charge of totalizing management, domestic commercial supervision, weights and measures management, import/export examination, patent administration, and comprehensive scientific and technological research. Also, unlike the U.S. Department of Commerce, the Commerce Department of the USAMGIK established The Korean Technical Education Supervisory Board and was involved in training scientific and technological manpower. There are two reasons for this. First of all, the Department of Commerce was well aware of the fields and demand for advanced technical manpower. And the second reason is that Geological Survey & Institute of Mining Technology and the National Central Research Laboratory Seoul Korea included in the Department of Commerce had experience in nurturing technical manpower during the Japanese colonial period. This is an example of how the Department of Commerce carried out its duties during the Japanese colonial period as needed. As such, the Commerce Department of the USAMGIK is not exactly the same as the U.S. Department of Commerce. However, the structural reform of the USAMGIK made Korea s industrial technology policy to be pursued closer to that of the United States. 이 글은 미군정기 상무부의 설립 과정과 특징, 그리고 공업기술 인력양성과정에서의 역할을 밝히고 있다. 미군정기 공업행정의 중심에는 상무부가 있었다. 상무부는 미군정기 생겨난 부서로 그 양태와 기능은 미 상무부와 유사하다. 미 상무부는 대내외 무역 업무는 물론이고, 상업 공간 활동의 성장을 지원하며 기초연구에 투자하고 지적재산권과 창작자의 발명에 대한 보상을 보장하는 역할을 한다. 미군정청 상무부도 적산관리, 국내 상업 감독, 도량형 관리, 수출입심사, 특허행정, 공업기술 연구 등의 업무를 담당하게 되었다. 또한 군정청 상무부는 미 상무부와는 달리 기술교육지도위원회를 만들어 과학기술 인력양성에 관여하였다. 여기에는 두 가지 원인이 있다. 우선 상무부가고급 기술 인력이 필요한 분야와 수요에 대해 잘 파악하고 있었다는 점이다. 그리고 두 번째 원인은 상무부 관할 하의 지질광산연구소와 중앙공업연구소가식민지 시기 기술 인력을 양성해 본 경험이 있었기 때문이다. 이것은 필요에따라 상무부가 식민지기 광공국의 업무를 승계하였다는 것을 보여주는 한 예이다. 이처럼 미군정청의 상무부는 미 상무부와 완전히 같지는 않다. 그러나 미군정의 정부구조 개혁은 향후 한국의 공업기술 정책을 미국과 유사한 형태로 추진하도록 만들었다.

광학적 방법을 이용한 슬러그 유동의 기공률 측정

Void fraction has been measured for the gas-liquid cocurrent slug flow in 8mm vertical acrylic tube using an optical method. Bubble speed, length and period could be measured with the two sets of laser-infrared sensor modules mounted 25mm apart alongside the tube, which were designed to detect variation of light intensities with a time delay when two parallel laser beams were refracted successively by a passing bubble. It was found that the results were in good agreement with the previous studies in the literature suggesting that the method used in this study were sound and accurate.

섬유주절제술이 시행된 녹내장 환자에서 인공수정체 공막고정술의 목표 굴절력 예측 정확도

목적: 섬유주절제술이 시행된 녹내장 환자에서 이차 인공수정체 공막고정술을 시행하였을 때 목표 굴절력의 예측정확도와 안압의변화를 알아보고자 하였다. 대상과 방법: 섬유주절제술을 시행받았던 녹내장 환자 중 인공수정체 탈구로 유리체절제술과 함께 이차 인공수정체 공막고정술을 시행받은 환자의 의무기록을 후향적으로 분석하였다. SRK/T 공식을 이용하여 계산된 목표 굴절력과 술 후 측정된 굴절력을 구면대응치로 환산하여 두 값의 차이가 ± 0.5 diopters (D)와 ± 1.0 D 이내인 경우를 조사하여 굴절력 예측 정확도를 계산하였으며, 수술 전후안압의 변화도 조사하였다. 결과: 총 11명 11안이 포함되었으며, 평균 연령은 67.27 ± 10.55세, 모두 남성이었다. 평균 안축장은 23.64 ± 1.26 mm였다. 평균목표 굴절력은 -0.02 ± 0.46 D, 평균 술 후 굴절력은 -0.80 ± 0.98 D로 유의한 차이가 있었다(p=0.029). 술 후 굴절력은 목표굴절력보다 평균 -0.78 ± 1.11 D 정도 근시화되는 경향을 보였다. 굴절력의 예측 정확도는 ± 0.5 D 이내인 경우가 36.4%, ± 1.0 D 이내인 경우가 72.7%였다. 평균 안압은 술 전 13.18 ± 4.56 mmHg, 술 후 일주일과 3개월에 각각 12.82 ± 5.88 mmHg, 12.73 ± 4.58 mmHg로 유의한 변화는 없었다. 결론: 섬유주절제술이 시행된 녹내장 환자에서 인공수정체 공막고정술을 시행하더라도 안압에는 영향이 없었으나, 굴절력이 예측보다근시화되므로 이를 고려하여 인공수정체 목표 도수를 결정하여야 하겠다. Purpose: To investigate the predictive accuracy of refraction and any change in intraocular pressure (IOP) after transscleral fixation of intraocular lenses (IOLs) in trabeculectomized eyes with glaucoma. Methods: We retrospectively reviewed the medical records of glaucoma patients who underwent trabeculectomy, followed by transscleral fixation of dislocated IOLs combined with vitrectomy. The refraction predicted by the SRK/T formula and the postoperative refraction were converted into spherical equivalents. Predictive refraction accuracies were analyzed when the differences between the two values were within ± 0.5 diopters (D) and ± 1.0 D. The IOP was measured before and after surgery. Results: Eleven eyes of 11 men (mean age, 67.27 ± 10.55 years) were included. The mean axial length was 23.64 ± 1.26 mm; the mean predicted and postoperative refractions were -0.02 ± 0.46 D and -0.80 ± 0.98 D, respectively (p = 0.029). The refractive outcome was more myopic (by -0.78 ± 1.11 D) than predicted. The predictive accuracies were 36.4% and 72.7% when the differences were ± 0.5 and ± 1.0 D, respectively. The IOP did not change during follow-up (13.18 ± 4.56, 12.82 ± 5.88, and 12.73 ± 4.58 mmHg at baseline, 1 week, and 3 months, respectively). Conclusions: In trabeculectomized eyes, transscleral IOL fixation did not affect the IOP, but the refractive outcome was more myopic than predicted. This difference should be considered when choosing IOL target power.

동해 서남해역에서 여름철 $^{234}Th/^{238}U$ 비평형을 이용한 입자상 유기탄소 침강플럭스 추정

2007년 8월에 동해에서 처음으로 $^{234}Th/^{238}U$ 비평형(disequilibrium)을 이용하여 유광대에서 심층으로의 입자상 유기탄소 침강플럭스(export flux)를 추정하였다. 입자상 유기탄소 침강플럭스는 $^{234}Th$ 침강 플럭스에 POC/$^{234}Th_p$ 비율을 곱하여 구하였으며, $^{234}Th$ 플럭스는 표층에서 수심 100 m까지 $^{234}Th/^{238}U$ 비평형을 적분하여 계산하였고 POC/$^{234}Th_p$ 비율은 수심 150 m와 200 m에서 채집한 부유물질 시료(입자크기가 0.7 ${\mu}m$이상)에서 측정하였다. 유기탄소 침강플럭스는 14-506 mg C $m^{-2}$ $day^{-1}$의 범위를 나타냈으며, 정점 A2에서 최고값을 보였고 정점 D4에서 최소값을 보였다. 유기탄소 침강플럭스는 유광대에서의 일차생산력과 매우 좋은 상관관계를 나타내었으며, 유기탄소 침강플럭스/일차생산력 비율은 0.29-0.62(평균 0.43)의 범위를 보였고, 연안역에 비해 심해역에서 다소 높은 비율을 나타냈다. 동해에서 관측한 유기탄소 침강플럭스는 전반적으로 대양에서 관측한 값들보다는 높았고 대륙 주변해에서 관측한 값보다 다소 높거나 유사하였다. 동해에서의 침강플럭스/일차생산력 비율은 북해(North Sea)와 척치해(Chukchi Sea)에서 관측한 값들과는 유사하였지만, 라브라도해(Labrador Sea), 바렌츠해(Barents Sea), 리온스만(Gulf of Lions)에서 관측한 값들보다는 월등히 높았다. 따라서 동해는 전세계 해역에서 유광대에서 생성된 유기탄소가 수심 200 m 이하 심층으로 가장 많은 비율로 침강하는 해역들 가운데 하나라고 생각된다. Export fluxes of particulate organic carbon were estimated for the first time by using $^{234}Th/^{238}U$ disequilibrium in the southwestern East Sea during August 2007. They were calculated by multiplying POC/$^{234}Th_p$ ratios of sinking particles (larger than 0.7 ${\mu}m$) obtained from 150-200 m water depths to $^{234}Th$ fluxes that were estimated by integrating $^{234}Th/^{238}U$ disequilibrium from surface to 100 m water depth. Export fluxes ranged from 14 to 505 mg C $m^{-2}$ $day^{-1}$, with the highest value at station A2 and the lowest value at station D4. Primary production was well correlated with export flux, indicating that it was a major factor controlling export flux. Export flux in the East Sea was generally higher than those estimated in the open ocean and similar to or somewhat higher than those in the continental marginal seas. Export flux/primary production (EF/PP) ratios varied from 0.29 to 0.62, with an average of 0.43 and were somewhat higher in the basin area than in the coastal area. EF/PP ratio in the East Sea was rather similar to those estimated in the North Sea and Chukchi Sea, but much higher than those in the Labrador Sea, Barents Sea, and Gulf of Lions. Therefore, the East Sea is one of the major areas where a large amount of organic carbon produced in the euphotic zone sinks into the deep layer below 200 m water depth.
