부울경 광역권 형성 촉진방안 - 광역 거버넌스를 중심으로 -

The world is moving toward a global network system that connects major global hubs including megacities. In response, Busan Metropolitan City, Ulsan Metropolitan City and Gyeongsangnam-do(Busan, Ulsan and Gyeongnam) should together grow their scale and functions to promote regional development in a virtuous circle. To that end, Busan, Ulsan and Gyeongnam should be able to manage regional strategies in collaboration, as one mega-region. This study suggests policy methods to promote the formation of mega-region of Busan, Ulsan and Gyeongnam, with focusing on the regional governance. For the formation of mega-region, this study sets four basic directions: forming a social consensus on the need and purpose of the formation of mega-region ; focusing on visible and symbolic projects to create successful cases ; building trust among stakeholders and inducing active participation based on concessional spirit ; and establishing a roadmap to build a desirable regional governance system. Under the four basic directions, this study suggests five policy methods. First, those are the formalization of the formation of mega-region of Busan, Ulsan and Gyeongnam and the formation of the social consensus of those’s residents. Specific policy methods include getting those’s residents recognize the necessity to build a system to solve problems shared by Busan, Ulsan and Gyeongnam ; concretely specifying the vision and purposes and strengthening PR ; preparing policy methods to distribute with a balanced process the benefits of the formation of mega-region and disclosing related informations ; and presenting roles of Busan Metropolitan City which is expected to gain the most benefits among the three areas. Second, it’s a call for active cooperations from the central government and Busan, Ulsan and Gyeongnam. Specific policy methods include legal, institutional and financial supports from the central government ; cooperations among Busan, Ulsan and Gyeongnam ; and awareness raise about obstructive factors and cooperation to overcome them. Third, those are deciding joint projects with top priority and propelling them in phases. This study suggests mainly the phased policy methods and propelling the symbolic projects that are expected visible results. Fourth, it’s a suggestion for roadmap that adopts connection and cooperation models based on a regional governance model. The roadmap consists of three stages. The first stage is the “type of connection and cooperation(partnership)”; the second stage is the “type of active transfer of functions”; and the third stage is the “type of consolidation.” This study also suggests the choice and concentration on the “type of active transfer of functions”(ex. Wide-area Union). Fifth, it’s to strengthen the support of civilian exchanges in the wide-area. This study suggests policy methods to support industry and academia to grow as major stakeholders equaling with administration in the formation of mega-region of Busan, Ulsan and Gyeongnam.
