En coastal area, many submarine facilities such as pipes and cables are installed on/under the sea bed. Also, there are heavy traffic due to numerous vessels which call in ports or navigate passages in adjacent water. Therefore, the frequency of dropping anchors will be increased to avoid various dangerous situations. When an anchor is dropped from vessel on the sea bed, the anchor strikes on the sea bed, and then, the anchor penetrates to certain depth into the sea bed. In this case, sometimes submarine facilities on/under the sea bed may be damaged by the strike or the maximum penetrating depth of anchor. In this paper, some approximate equations on the strike and the penetrating depth of anchors have been derived on the basis of actual data, and the results are expected to use as basic design data of related facilities.

EtherCAT is an Ethernet-based fieldbus system standardized in IEC 61158 and SEMI, and widely used in the fields of factory automation, semiconductor equipment and robotics. In this paper, a real-time EtherCAT master is implemented on Linux operating systems and its performances are evaluated. To enhance the real-time capability of mainline Linux kernel, Xenomai is applied as a real-time framework and an open source EtherCAT master stack, Simple Open EtherCAT Master (SOEM), is installed on it. Unlike other studies, the real-time performance of the EtherCAT master is evaluated at the output of the network interface card, so that the evaluation results include all possible effects from the EtherCAT master system. The implemented EtherCAT master can send and receive packets up to 20KHz control frequency with low jitter, even in stressed condition.
고속 Reed-Solomon 복호기를 위한 면적 효율적인 DCME 알고리즘 설계

In this paper, an area-efficient degree-computationless modified Euclidean (DCME) algorithm is presented and implemented for high-speed Reed-Solomon (RS) decoder. The DCME algorithm can be used to solve the key equation in Reed-Solomon decoder to get the error location polynomial and the error value polynomial. A pipelined recursive structure is adopted for reducing the area of key equation solver (KES) block with sacrifice of an amount of decoding latency. For comparisons, KES block for RS(255,239,8) decoder with the proposed architecture is implemented using Verilog HDL and synthesized using Synopsys design tool and 65nm CMOS technology. The synthesis results show that the proposed architecture can be implemented with less gate counts than other existing DCME architectures.
PREEMPT_RT Linux에서 SOEM을 이용하는 임베디드 EtherCAT 마스터 성능 평가

EtherCAT is an Ethernet-based fieldbus system standardized in IEC 61158 and SEMI, and widely used in the fields of factory automation, semiconductor equipment and robotics. In this paper, an EtherCAT master is implemented on an embedded board with Arm based 64-bit quad-core processor and its jitter performance is evaluated at the output of the network interface to include all the effects of the entire system in the results. For the EtherCAT master system, an open source EtherCAT master stack, Simple Open EtherCAT Master (SOEM), is installed on PREEMPT_RT patched Linux operating system for real-time operation. The results show that the jitter performance is comparable to that of Xenomai-based master and the EtherCAT master with two master instances has similar jitter performance to the EtherCAT master with one master instance.

Through industrial revolution, we experienced huge growth in material. However, in the process of economic growth, we ignored the role and impotance of environment. This results in breaking the natural balance and thus in climate change which includes global warming. Korea is not an exception any more. The green growth policy which was announced in 2008aims to promote environment-friendly economic growth. This policy is quite different from the policies of other countries which target to eco-friendly economy. The final target of the green growth policy is to get to eco-friendly society as well as to the improved quality of life and the strengthening of our role as a member of the world. By reviewing of the policies which have been conducting in the developed countries, this study presents several policy suggestions. First, all economic agents should hold common sense to share all cost in the process of eco-friendly economic growth. Second,the control tower to monitor the green growth policies of all governmentlevel offices should be well established. Third, the role of government is necessary but should play a supporting role of the market mechanism. Finally, we should do a role of bridge which connects the developing and developed countries. 인류는 산업혁명 시대를 거치면서 괄목할만한 물적성장을 이룩하였다. 그러나 물적성장에 치우쳐 환경을 무시한 개발을 지속해 왔으며, 자연의 균형을 깨어져 지구온난화를 비롯한 기후변화(climate change)가 발생하게 되었다. 한국도 기후변화라는 전 인류적인 위기에 대처하기 위해 환경개선과 경제성장을 동시에 추진하기 위해 녹색성장전략을 추구하고 있다. 우리나라의 녹색성장 정책은 단순한 기후변화 대책의 차원에서 더 나아가 친환경적 경제발전을 통하여 환경과 경제성장의 선순환을 유도하고 사회발전을 달성함으로써 궁극적으로 인간의 삶의 질을 향상시키는 지속가능발전을 달성을 추구하고 있다. 본 연구는 한국 및 주요국의 녹색성장 정책을 살펴보고 이를 통하여 녹색성장 정책이 성공하기 위한 정책적 방안을 제안하였다. 주요 제안을 살펴보면 첫째, 모든 경제주체들이 상호 고통을 분담하고자 하는 공감대가 형성되어야 한다. 둘째, 정부 각 부처 간의 이해관계를 조정하고 체계적이고 종합적인 정책을 수행 할수 있도록 하는 컨트롤 타워를 정립해야 한다. 셋째, 민간시장을 보완할 수 있도록 정부 역할을 재정립해야 한다. 마지막으로 개도국들이 기후변화를 위한 국제적 움직임에 동참할 수 있도록 가교역할을 해야 한다.
