In this paper, an efficient closed-loop degaussing technique is proposed to control real-time degaussing currents required for a minesweeper. To achieve this, new principle and algorithm for controling degaussing currents are presented, and they are compared to conventional ones. To validate the proposed method, a minesweeper mockup is tested by means of a rigorous numerical simulation. Results show that the method successfully yields satisfactory degaussing performances for several course angle changes of the mockup.
전력 케이블의 수트리 탐지를 위한 펄스 전파 특성법 기반 모의실험의 타당성 검증

In this paper, a finite element simulation using time domain reflectometry for detection of water trees in power cables is verified through an experimental test. For the purpose of doing this, a diagnostic pulse generator which can be internally charged up to a maximin voltage of 5 kV is first produced, and then the experimental setup equivalent to simulation conditions is realized. In order to examine simulation results, two-type artificial defects are created for a 6.6 kV distribution power cable, and reflected pulse signals are measured on each individual case. Finally, the validity of computer simulation for detection of water trees in power cables based on the pulse propagation characteristics is proved through a comparative analysis between simulated and experimental data of the concerned cable with and without the defect.
山村開發 活性化를 위한 法令·行政體系의 整備方向에 關한 硏究

This study focused on the improvements of legal and administrative systems for the vitalization of mountain village development. As the unintentional result of national and regional development policies for mountain villages up to date, the mountain village residents' income and living conditions have been improved too much slowly. In order to find the real undevelopment problems and improvement alternatives of mountain villages, this study reviewed the Japanese and German cases compared with Korean one. From both the lessons of foreign cases and the implications from the found undevelopment factors in Korea in terms of legal and administrative systems, the study suggested the following major improvements including government's perception change about mountain village development, systematization of the laws related to the development, new institute building for the development, creation of the third sector for the comprehensive mountain village development, setting up the inquiry commission for the development, and the vitalization of public hearings about mountain village development.

Beginning in the early 1996, Korean government has had legal and political actions to relax the existed national land use control regulations for high-tech industries in the Seoul Metropolitan Area. As a matter of fact, Chung-Cheong Area has owed its industrial development, especially in the field of high-tech industries which is assumed to be a champion in industry world, to the land use control regulations for industries in the Seoul Metropolitan Area. As Chung-Cheong area's competitive edge for managing local economic development in nationwide economy has been threatened, it is urgently needed to find some alternatives to sustain local economic growth and up-grade economic structure. This study focused on the strategy development for high-tech industries and small and medium sized businesses to increase local competitive power, especially in Chung-Cheong area, in terms of regional balanced development. In order to find the real problems and improvement alternatives for local competitive power, this study both reviewed the common strategies and action programs advanced in developed countries for high-tech industries and small businesses, and did research on the current economic conditions in Chung-Cheong area. Based on the lessons from foreign cases and the analysis of the current situations in Chung-Cheong area, the study suggested the major strategies including formation of technobelt through the area, invitation of leading firms in the area, industry-university partnerships, and development and attraction for small and medium sized businesses.
