Vol.2016 No.4

Vol.9 No.1

The industrial policy directed to a high standard of growth should be organized well to reorganaize the basic industrial structure so that it may step up the productive capacity and strengthen the international competitive power through the advanced industrial structure. The Korean economy should find a new development strategy based on the international competitive and sound market competitive order and especially become a turning point of stimulating the will to grow the private enterprieses. Through long economic developing plans our industrial scope has been enlarged but by comparison of our present industrial structure and economic scale we can show that there is difference between them. Therefore, the solution to induce and regulate the new industrial system should be made in accordance with the national economy policy. The industrial policy should solve the urgent problems as follows: 1. In order to complete the high degree of industrial structure, we should draw up a plan to develop raw material industies indispensible to heavy chemical industries into strategic industries and organize and expand the foundation of the past key industies, keeping pace with them. 2. In the course of reorganizing industry, the leading export industries should be chosen from a new view points. As well, the preceding strategic export industries should be separated into growth limit form, growth expansion form and long development form. The industrial policy should be tranformed into the one to strengthen the international competitive power in the large quantity products, the combination of products and the high-grade articles, the renovation in art, the homogeneity in products, investment scale expansion and the large quantity exports. 3. The industrial policy should not only block the industries spending much natural resources but also develop actively the industries needed a professional knowledge. Especially export industries should be transformed into the ones which are depended on abroad and demand low intensive resources. 4. The high development of industries should strengthen integraton of industries and remove friction among enterprises. On the other hand, through enterprises developing common creative power, and industry system searching for the organic unity of industries our economy should expand the productive capacity in quality. we can say to the conclusion the matter of policy for a high standard of industrial structure is not simple and involves several problems to solve.

Vol.12 No.2

        (I) Resource problems have brought about international economic stagnation, an aggravation of inflation, and large-scale unemployment. The result is that international economy has been thrown into confusion. As "Nationalism" of nations rich with resources increase, the economies of resource-consuming countries have suffered accordingly. Resource problems are very important since an economy with very limited natural resource must continuously push for economic growth. In ths study, in order to establish our immediate resource economy plans, I have disclosed the true nature of resource problems, and investigated the energy problems with which our country is confronted. I have also analyzed the rationalization of energy policy in relation to resource problems. (II) The contents of this study can be summarized as followings : 1. I inquired into the following matters briefly, by means of an economical and analytical method. (1) Can we continue our economic growth with limited natural resources? (2) What are necessary conditions to distribute such resources efficiently? (3) Does the present generation use so many resources that fature generations will have none available? 2. Our important energy problems can be summarized an 1) all excess of dependence on petroleum, and 2) an intensive use of energy resources. 3. In an estimated analysis of energy demand, demand for petroleum increases in proportion to incom increases while a rise in energy prices fails to bring about the decrease to demand for petroleum. The use of petroleum to fuel economic growth will continue to increase in the future. Consequently, it is necessary that we should make a long-term measure for stabilizing the energy supply, 4. The study indicates that since economic resource problems frequently involve uncertain things which cannot be foreseen, resource demand and supply structure will in the future contribute to main economic causes of unrest. 5. In a comparative study of resource policies in important advanced countries, I have investigated policy to secure synthetic resources efficiently. 6. As a result of keen international of competition to secure resources, our resource economic policy can be summarized as followings: 1) to reorganize the present structure into un industrial structure for resource economy. 2) to economize resources diligently. 3) to develop techniques for efficient resources utilization. 4) to make diplomatic initiatives to acquire overseas resources. 5) to keep a balance between resource demand and supply.
