A year of South Sudan’s third civil war

The new civil war in South Sudan began in December 2013. It soon proved to be a disaster for the population, a threat to the integrity of the world’s youngest state and an embarrassment and conundrum to the international community. The article surveys the first year of this war. It outlines the course of military engagements, the consequences of the war for the people of South Sudan and the ways in which a peaceful settlement has been sought. During 2014 external initiatives and threats of sanctions were employed to prod the warring parties into a productive process, but with only limited success because each side entrenched itself while waiting for the other to collapse. Developments in January 2015 indicate that the time might be ripe for a negotiated settlement: the parties have reached military stalemate and negotiations have sketched the contours of a settlement. What remains is the haggling over the finer points of a political compromise. However, mediators and the parties must pick up the pace because yet another year of war will possibly result in the disintegration of South Sudan as a polity.

ObjectiveaaAlterations of activity are prominent features of the major functional psychiatric disorders. Motor activity patterns are characterized by bursts of activity separated by periods with inactivity. The purpose of the present study has been to analyze such active and inactive periods in patients with depression and schizophrenia. MethodsaaActigraph registrations for 12 days from 24 patients with schizophrenia, 23 with depression and 29 healthy controls. ResultsaaPatients with schizophrenia and depression have distinctly different profiles with regard to the characterization and distribution of active and inactive periods. The mean duration of active periods is lowest in the depressed patients, and the duration of inactive periods is highest in the patients with schizophrenia. For active periods the cumulative probability distribution, using lengths from 1 to 35 min, follows a straight line on a log-log plot, suggestive of a power law function, and a similar relationship is found for inactive periods, using lengths from 1 to 20 min. For both active and inactive periods the scaling exponent is higher in the depressed compared to the schizophrenic patients. ConclusionaaThe present findings add to previously published results, with other mathematical methods, suggesting there are important differences in control systems regulating motor behavior in these two major groups of psychiatric disorders.

Pseudomonas is currently causing increasing mortality in farmed olive flounder in Jeju Island. It was previously reported that P. anguilliseptica is the pathogen causing the mortality. It is not known whether other sub-species are involved or not. In this study, P. fluorescens was identified from diseased olive flounder by a PCR-based diagnosis. Based on genomic sequencing and BLAST analysis, 5 out of 6 samples were closer with P. fluorescens than P. anguilliseptica. Our finding suggests that P. fluorescens may be the dominant species causing the disease in farmed olive flounder in Jeju Island, South Korea.
Lessons from Developing an Annotated Corpus of Patient Histories

We have developed a tool for annotation of electronic health record (ERR) data. Currently we are in the process of manually annotating a corpus of Norwegian general practitioners' ERRs with mainly linguistic information. The purpose of this project is to attain a linguistically annotated corpus of patient histories from general practice. This corpus will be put to future use in medicallanguage processing and information extraction applications. The paper outlines some of our practical experiences from developing such a corpus and, in particular, the effects of semi-automated annotation. We have also dene some preliminary experiments with part-of-speech tagging based on our corpus. The results indicate that relevant training data from the clinical domain gives better results for the tagging task in this domain than training the tagger on a corpus from a more general domain. We are planning to expand the corpus annotations with medical information at a later stage.

Innovative Human System Interfaces (HSIs) has been a major topic of research of the international Halden Reactor Project (HRP) for many years. Different design concepts have been addressed and prototypes have been implemented and evaluated in the experimental control room facility of HRP. Many of the concepts go far beyond traditional P&ID type displays, and utilize advanced computer graphics and animations. The paper briefly describes some of the concepts, their advantages and disadvantages experienced through evaluations and feedback from users.
A Naturalistic Study of the Effect of Acupuncture on Heart-Rate Variability

Objectives: To study the effect of acupuncture on heart rate variability (HRV) by using linear and non-linear methods of analysis. Methods: 40 patients were recruited consecutively, including patients with insomnia, stomachache,diarrhea, dizziness, cervical syndrome, lower back pain, gonarthritis, peripheral facial paralysis, post-traumatic organic brain syndrome and urinary retention. Different acupoint prescriptions were used, according to the textbook for 5-years’ education on traditional Chinese medicine specialty, which is used in Chinese Universities. HRV was recorded before,during, and after acupuncture. Results: Acupuncture substantially reduced variability, causing a 41% reduction in the standard deviation. Using a Fourier analysis, the variances both in the low frequency (LF) and the high frequency (HF) ranges were markedly reduced, but the LF/HF ratio (an indication of sympathovagal balance) was not altered. The HR was unchanged. The sample entropy, which is a measure of the complexity of time series, was significantly increased (þ35%). Conclusions: Acupuncture produced a pattern of changes different from that seen in pathological conditions, where increased variability and reduced complexity is expected.
