        법령과 장애인의 체육활동

        The purpose of this study was to identify how the rights of people with disabilities for their physical activities had been secured by the constitution of the Republic of Korea, the basic rights in the provisions, and an enforcement ordinance of National Sports Promotion Act. The theoretical analysis in this study was based on the views of physical activities for the people with disabilities through Constitution and National Sports Promotion Act. The right of people with disabilities for their physical activities was secured by the article 10 in the constitution(the basic right of human being's value, the right of pursuit of happiness), article 11(the right of equality), article 34(the right of life as a human being), and article 35(the right of atmosphere), however, there is no definition about the right of people with disabilities for their physical activities in an enforcement ordinance of National Sports Promotion Act. Therefore, the National Sports Promotion Acts should be revised with the amendments which could protect the people with disabilities and their sports activities without any discrimination from the people without disabilities in the articles related to the elite sports, athlete, physical educator, athletic association, athletic organization, and the athletic supports.

      • 청각장애 특수학교 체육과 교육과정의 변천

        Special education in Korea has been initiated by the education for the students with hearing impairments and the curriculum of the school for the students with hearing impairments was established in 1967. The fourth times of curriculum modification have been occurred since the fear of the first curriculum for the students with hearing impairments . The curriculum for the special school which prepared from 1998 to 2000 will be a treat influence as the education mainly for the student with disabilities which were adjusted toward the level of the students, therefore, the purpose of this study was to analyze the curriculum in the aspect of mainly focused on the class of Physical Education(PE) in the Korea special school. The curriculum of Physical Education for the students with hearing impairments was considered in just the part of the disabilities only modified from the curriculum for the public school. When the 1st curriculum was out in the field of the special education in Korea, the physical education class was regarded as an important class, however, the structure and time allocation of PE was reduced as same to the Public school. Now, in the field of special education, the PE class seemed not to be taught in the special school area. For the efficient education toward teaching the students with hearing impairments, the appropriate curriculum which will consider the conditions of each disabilities will be necessary to normalize the PE in the special school and the inservice teachers' training will be another matter to start.

      • 결과의 지식 부여형태가 시각장애인의 이동거리 정확도에 미치는 영향

        The purpose of this study is to investigate the effects of processing of 'Knowledge of Result'(KR) on the precision of people with visual impairments and the effects of different types of KR-tactile-KR, quantitative-KR, and qualitative-KR, which are designed to help them acquire adequate motor skills, by providing them with feedback on target distance for moving. The study is based upon the hypothesis that problems of visually impaired people in motor skills developed by motor learning are caused by their failure to store accurate information due to the injuries in the sensory organs, which in turn can cause problems in mobility that is preliminary level of motor activities by affecting other organs related to them. The study, conducted in May, 2001, included 60 students with visual impairments attending S and H School for the blind in Seoul. The subjects were divided into 4 groups according to the types of treatment applied: no-KR, tactile-KR, qualitative-KR, and quantitative-KR. The precision of moving distance was measured by absolute error based on the degree of deviance from the target point after a five-meter movement. The results were analyzed by 'Two-way Repeated-measures ANOVA' in order to calculate the variations in absolute error between pre-treatments and post-treatments of KR and by 'Analysis of Covariance' with pre-treatment scores as covariable in order to compare the variations among the different types of KR- tactile-KR, qualitative-KR, and quantitative-KR. The findings of the study are as follows : First, with regard to the effects of the processing of KR on the precision of moving distance, no statistically significant differences between no-KR(pre-treatment) and qualitative-KR(post-treatment) were found. But there were some improvements in tactile-KR and quantitative-KR. Second, in relation to the effects of different types of KR-tactile-KR, qualitative-KR, quantitative-KR- on the precision of moving distance, there were no significant differences between tactile-KR and verbal-KR. And even within verbal-KR, no differences between qualitative-KR and quantitative-KR were found. In summary, the processing of KR was found to be effective for improving the precision of moving distance of people with visual impairments, and the accuracy of information provided as well as its quality should also be taken into consideration.

        한국에서의 특수체육을 통한 통합과 상생

        It is meaningful to discuss about the value of Adapted Physical Activities that might be effective to the lives of the people with disabilities in their education and social works. Hosting 1988 Peralympics in Korea has been regarded as a milestone for the change from the negative to the positive aspects toward people with disabilities in their sport activity participation. Now the rights of the people with disabilities are getting more prestigious compared to the past. In the educational area, the inclusion should be provided with the preparation of the materials and accessible facilities. In the sports areas, the rules and regulation such as Wheelchair Basketball or Lawn Ball games were equally applied as the regular games. However, the perspectives from the special education fields were still keeping the primitive status that physical education classes were just a combined or placed to the regular settings only without any adaptation or special supports for the students with disabilities. In conclusion, the inclusion and harmony through adapted physical education in Korea should be followed by legislation, improved policies, change of attitudes toward the sport activities for people with disabilities, and systemized network organization for their own in national wide.

      • 장애인 생활체육 지도자 양성의 과제

        The purpose of this study was to search for the ideas in the training of the special physical educators in Korea by the analysis of the problem in the educating and training of special physical educators and by the research on the circumstances of fostering in the oversea cases of the sports activities for the people with disabilities. The educational curriculum for the physical educators as well as special physical educators were analyzed through the basis of the law and regulation in Korea. The analysis of oversea cases were based by the research data through the internet and their public relation materials. By the research trials, the several ideas to train the special physical educators were suggested as follows: First, the elective courses related to the special physical education should be prepared in the physical educators' curriculum in order to acquire the knowledges about the peope's disabilities and the total inclusion. Second, the establishing the training regulation for fostering the special physical educators leveled by 1, 2, and 3 grades with life long sports instructors' certification as well as the specialist license curriculum were needed. Third, It is needed to systemize the educational courses for special physical educators more effectively which was done by Korean Sports Association for the Disabled and the certificates qualification should be available for the students majoring adapted physical education if they would successfully finish the required courses for the instructor's certificate in the life long sports for the people with disabilities.

      • 한국 특수학교 체육의 발전 방향

        The purpose of this study was to mention about developmental provision for physical education in Korean special school curriculum. The suggestions were concluded from the discussions of curricular problems of physical education in special school and from the discussions of rehabilitation concepts and quality of life related to physical education for the people with disabilities. Since 1913, Korean special school for the blind and school for the deaf have been built as the first special school, 110 special schools and 3200 special teachers are involved in teaching total number of 22000 in Korea, now. Comparing to the quantitative increase of facilities, the curricular development was not satisfiable in its quality due to the lack of specialists in building curriculum for special school, specially for physical educational curriculum. The emphasis of physical education for the students with disabilities has been shown greatly in the field of education for the students with disabilities, however, ironically, the hours of physical education in special schools have been decreased because of misguidance and misunderstanding toward teaching physical education in Korea. Jansma & French(1994) indicated 4L(Literature, Leverage, Litigation, and Legislation) for the developmental provision in physical education of special school curriculum. The 7th curriculum arrangement to apply in the year of 2000 has been tried in which the teaching hours of physical education(health education) in special schools have been reduced due to abnormal enforcement of therapeutic education. Because therapeutic education is an indirect service, the enforced hours could result in the misguidance and misunderstanding for the parent group and special educators in curricular conceptual decisions. The curriculum of physical education in special school should be regarded as the regular curriculum, therefore, the specialists in special physical education should be involved to build those curriculums for special school in Korea.

        지역사회 자원을 연계한 장애인 생활체육 활성화 방안

        The purpose of this study was to investigate the ideas in the strategically approach for the promotion of the sport activities for the people with disabilities which could be interlinked to the human and physical resources of the community in Korea. The ideal strategies to utilize the local resources for its promotion were suggested as follows; First, the individuals who serve in the welfare related were needed to understand the concept of disabilities in correct. Second, it is necessary to make a systematic structures in the administrative, volunteer, and advisory organization for the people with disabilities' sport activities. Third, the sport facilities should be improved and developed by the financial supports and governmental strategies. Fourth, BNAK for the physical educators and volunteers should be constructed. Fifth, the propagation of totally included physical education plan and variable sport programs was suggested. Sixth, the total system for the Public Relations is needed to be prepared systematically. In completion of the above ideas, the promotion of the sports for the people with disabilities in Korea would be very positive and its results could contribute to improve the qualities of the human life in the local population and a successful inclusion of the people with disabilities into the regular society.

        장애인 엘리트체육의 실태 분석

        The purposes of this study are to analyze actual status of elite sports for athletes with disabilities through investigating factors such as athletes constitutions, levels of game performance, and administrative and supporting organizations, which are critical bases for establishing the policy of elite sports for athletes with disabilities. The contents and scopes are as followings. First, analyzing composition of elite athletes with disabilities and current status of sports associations/federations. Second, analyzing the levels of game performance of elite sports for athletes with disabilities(Far East and South Pacific Games for the disabled, and Paralympics). Third, analyzing the support system such as administrative organization and support for athletes, leadership training, and financial support. Forth, analyzing survey on attitude and needs for elite sports of athletes with disabilities. Literature reviews, site visits, and survey were used to analyze the current status of elite sports for athletes with disabilities in Korea. The following outcomes were driven. First, this study revealed fewer numbers of sports federations, unbalanced composition of athletes in events, sex, and ages, and aging compared to international events and games. Second, this study revealed low performance level in team sports overall, and international competitive abilities but shooting, weight lifting, and archery were shown to be low. Third, this study revealed the weak establishment of administrative and financial supporting system.

      • 장애인을 위한 체육시설의 확충 및 개선 방안

        The purpose of this study was to search the ideal plan for the expansion and improvement of the sport facilities for the people with disabilities based on the law. The analysis were mainly handled by the direct intuition on the meaning of the law and its historical shift based on the review of literature for the expansion of the sport facilities which every citizen could use easily. Surely, the differences between the facilities for the people with disabilities and those without disabilities were found within the law review and the accessibilities were not established well in the public sport facilities. Even though the reality seemed to be like the phenomenon described on the study, the modern paradigm and the attitudes which never discriminate the facilities between the welfare meaning and sport facilities for the people with disabilities should be prepared. Therefore, the basic policies without prejudice and discrimination must be set up and all the facilities should be usable for all the people regardless their disabilities. The emphasis on the perspective idea and attitude toward the athletes with disabilities to be included in the training facilities where the athletes without disabilities were using for their training as the representatives of Korea. The future center of Korea national athletes should be built based on the inclusive idea for the athletes with disabilities.

        장애인체육의 현실적 문제와 행정부서 변경

        The purpose of this study is to clarify the feasibility of transferring the business of the disabled sports to the Ministry of Culture and Tourism by analyzing concretely the absurdities shown in the philosophy of Ministry of Health and Welfare on the disabled sports generating while managing the business of the disabled sports, the speciality of administrative management, finance, utilizing athletic facilities, controlling and supporting athletes, educating and utilizing leaders, supporting research and so on. In order to accomplish the purpose of this study, the study was analyzed and presented on the basis of preliminary research related to administrative management for the disabled sports, news, experience on the site of the disabled sports and do on. The conclusion is: since managing the business of the disabled sports by the Ministry of Health and Welfare is definitely subject to limitation, it should be transferred to the Ministry of Culture and Tourism in charge of managing national physical activities for consolidating society, abolishing differentiation and pursuing development.
