Combustion characteristics of gaseous inverse O₂/H₂ coaxial jet flames in a single-element model combustor

<P><B>Abstract</B></P> <P>To effectively design hydrogen (H<SUB>2</SUB>)/oxygen (O<SUB>2</SUB>) liquid rocket engines through understanding the combustion characteristics of H<SUB>2</SUB>/O<SUB>2</SUB> bipropellants, fundamental studies for the bipropellants in different phases are needed. This study is focused on the combustion characteristics of inverse gaseous O<SUB>2</SUB>/H<SUB>2</SUB> coaxial jet flames in a single-element model combustor as a preliminary step for succeeding studies of injection at different phases in the combustor, visualizing flame structure by direct imaging, OH<SUP>∗</SUP> chemiluminescence and OH planar laser-induced fluorescence. With increasing Reynolds number (Re), the frequency of occurrence of the local flame extinction increases and the length of the disconnected OH reaction zone is extended. The OH layer thickness increases downstream, while it is almost constant where the local flame extinction occurs and decreases with increasing Re due to the enhanced strain and scalar-dissipation rates. The excessive flame wrinkledness increases the local flame strain rate and results in the local flame extinction, exhibiting the tendency of increasing and then decreasing flame surface density with increasing Re. The probability density function of OH intensity quantifies the fluctuation intensity of OH radicals and the possibility of the local flame extinction. A useful database is provided for modeling the combustion of H<SUB>2</SUB>/O<SUB>2</SUB> bipropellants under different phases.</P> <P><B>Highlights</B></P> <P> <UL> <LI> A useful database for modeling the H<SUB>2</SUB>/O<SUB>2</SUB> bipropellant combustion is provided. </LI> <LI> Local flame extinction frequently occurs at high Reynolds number (<I>Re</I>). </LI> <LI> OH probability density function indicates the possibility of local extinction. </LI> <LI> Flame surface density increases and then decreases with increasing <I>Re</I>. </LI> <LI> Strong burning of O<SUB>2</SUB>/H<SUB>2</SUB> causes laminar-like combustion near the injector lip. </LI> </UL> </P>

Social welfare administration should be made to realize democratically what a society needs and demands, and bear the responsibilities of its result. Therefore today we can not go without residents participation in this complicating and diverse society. This paper is to consider the theoretical background -- raising background, basic condition, pattern and limitation etc.-- and activating methods of residents participation. Some alternatives which can activate the residents participation at the process of social welfare administration may be summarized as following. First, the government should expand the public relation, so that more information about social welfare administration may be opened to every residents. Second, self-generating resident organizations are fostered by community. Intention to participate is strengthened by organized power. Third, the committees allied social welfare service should be strengthened substantially. Fourth, voluntary service organization of social welfare should be activatign. Finally, participation culture should be formed among the every public officials and residents.

Social welfare administration differs from a general administration. The property of social welfare administration is caused by the problems of profession. The service of social welfare administration must be involved not only material condition but also professional knowledge and skill.] Therefore, in orther to perform social welfare administration more effectively and professionally, first of all professional manpower for social welfare administration should be employed. It has obtained the desired result from the arrangement of professional manpower for social welfare administration since 1987. But some problems are founded in operation, those are overweight of duty, non-profession, poorness of working environment, security of personal station such as promotion, and so on. By these problems, it presented that improvement of delivery system, establishment of occupational series for social welfare administration, strengthening of education and training and so on as activating plans of professional manpower.

영유아보육사업에 대한 고찰 : 광주광역시를 중심으로 focused on Kwangju city

This study investigates the infant & child care work act and the guides of the infant-child care work in the Ministry of Health and Welfare on which the existing infant-child care work are established in Korea. And it examines the facilities of child-care, the educational institution for nursery school teacher, the financial resources and so on in the infant-child care work which are located in Kwangju city. The findings suggest the following issues and alternatives to increasing the qualitative improvement and development for the child-care and education which correspond to the current demand. The first, the government with authority should regulate the total new construction and enlargement of the facilities which are for the infants and children, excepting the special facilities for the handicapped child and the child-care center in the work-places. The second, the government should enlarge the financial support for the child-care center. The third, the government should enlarge or enforce the training education and the qualifying education for the child-care teacher. In conclusion, the education for the infant or child is not an individual or parental problem but a general societal one. Accordingly, the government and the society should actively be responsible or accountable for their child-care problems.

In the modern society one of the most serious social problems is that of crime. It is the most important and urgent problem that should be solved immediately in any country in the world today. The probation system has gradually been developed connected with the question that are the most effective means of reforming and educating the offenders. One of the distinctive objectives of the probation system can be said that it can not only prevent a second crime of a convict but also have the effect of preventing one from committing crimes in advance. Probation include a great variety of non-punitive method-for instance, guidance, supervision, assistance-in dealing with offenders. Trust band between the officer and probationer, the assistance of the offenders' family and the community, a scientific study on treatment technique, etc., are required for effective achievement of probation. Provation system can be edification and improvement in the true sense of the word with moral treatment of an offender. Therefore for an efficient and successful practice of the probation system must apply method of social welfare. Thus, social welfare and probation are inseparably combined. They should make a system of interaction.

In progress of industrial society, it has been given rise to many social problems. In modern society social efforts to solve them head for a welfare state and, to realize it, social welfare administration has appeared. Social weltare administration differs from a general administration in respect of organizational structure and functions, and it forms a peculiar field. Specially, it involves moral value in that directly provides mental and physical service for human being. These pecular characters of social welfare administration cause to the problem of profession. in modern society welfare need of human being is greatly being increased by rapid social changes. The context of welfare service must be involved not only material conditions but also welfare program with professionalized knowledge and technology. The delvery system of social welfare organization must be establish to secure professin of human service technology. By establishment of delivery system waited for administrative district, a continuous and effective social welfare work ought to be deployed. Also, it need to be amplify the expert manpower in charge of the social welfare service. By experts social welfare service would have to perform effectively that chosing of client, providing non-material profession service, linking welfare resouce in a community and so on. In order that social welfare administration has its profession, the policy desiders should not look upon it as the general administration, first of all, they will have to change their recognition about social welfare.

老化에 대한 理解 및 老人에 대한 態度 연구

Although Korean society believes that family has responsibility for supporting the aged traditionally, the changes in modern family system affect such tradition greatly. In other words, tradition that the aged are respected in a large family is disappearing because of change into a nuclear family centering on only parents and their children. However, it may not be a correct solution to the aged problem to attribute the reason of the aged problem to a nuclear family and shift all responsibilities to each old people or individual family. A state and society should be responsible for the aged problem on the basis of the principle of democracy of the obligation to be secured citizenship. Modern industrial society leads to increase the average span of the aged due to the development of health and medical science. Besides, a phenomenon of increase in the aged makes more non-production population in the light of economy, which brings about young generation's heavy burden to support the aged. Also, it contributes for forming a negative attitude to the ages that regards the aged as those who need support and protection owing to the aged's reduced status. Such negative attitude to the aged results in the aged's alienation from social activities. The negative outlook on the aged reflects an attitude that senescence is a declining period. That is, the aged decline in activity and will caused by the loss of social role as well as physiological function and intelligent ability and it leads to a negative attitude to the aged. The negative outlook on the aged may have an influence on a welfare policy for the aged. Accordingly, this study examines college students' understanding of aging and attitude to the aged.

行政理念으로서 社會的 衡平性

Administrative ideology means a criterion or a value of public administration that may be considered as ideal and desirable. It has been changed in conformity with the where and when. The change in pubic administration is to be achieved by changing or changing emphasis of Ideology and ethical norms which guide all the government activities. In this context, we can say that what should be persuited as a new dministrative ideology in Korean government is the social equity. The pursuit of social equity can be justified by following reasons. One is morally righteousness and the other is political reality. Because, deep-rooted inequity can jeopardize the existence of political system in any country. Social equity as a new administrative ideology head toward security of qualitative value of life. The ideology is more basic and general end-value than any other ideology. Therefore, social equity is the administrative ideology which suggest the directions that our rapidly changing society and modern democratic countries should take in the future. Accordingly, in order to be achived social equity in our society, first of all, we should have much concerns about the policies to raise living conditions of the relatively poor and alienated class. Also, in order to enhance the social equity in our society, it is prerequisite to establish the equality of opportunity the discrimination by social class, sex, region etc. in social institutions and government activities. Administrators should have much concerns about consequences of government activities, and identfy citizens'needs through incessant interactions. In addition to these activities, the arguments on social institutions and polices closely related with realization of the values and preference of all levels of society ought to be carried out. Practical effort to rectify the social inequity, first of all, the will and attitude of the political leader, the administrative bureaucrat and the intellectual have an important effect.
