In 2012, the Korea Institute of Criminology released a report (the “KIC Report`) concluding that South Koreans comprise a significant number of tourists who travel to Cambodia, the Philippines, Vietnam, and Thailand and sexually interfere in the lives of children. Some sources believe that South Koreans may comprise the majority of child sex tourists who visit those countries. Although South Korean law enables the South Korea government to prosecute child sex tourists upon their return to South Korea, to date not a single South Korean child sex tourist has been prosecuted. The KIC Report recommends a number of countermeasures that South Korea should undertake to combat child sex tourism. This Article proposes that in conjunction with the KIC Report`s recommendations, South Korea promote a regional convention modeled after the Council of Europe Convention on the Protection of Children Against Sexual Exploitation and Sexual Abuse.
