변용능력의 관점에서 본 노년 : 부산의 노령화 문제에 대한 인문학적 고찰

노년인구의 비율 증가는 대부분의 선진국에서 나타나는 공통된 현상이다. 이로 인해 파생되는 다양한 문제를 해결하기 위해 제시된 정책에는 그들의 수동성, 의존성을 전제하고 있다. 즉 노년층은 주체적으로 삶을 유지할 능력을 상실했기 때문에 그들에 대한 복지정책, 돌봄 위주의 정책 등이 제시되고 있는 것이다. 노년과 관련한 인문학 분야의 공동연구를 촉발하는 차원에서 모인 본 연구자들은 노년층에 대한 이러한 시각에 대한 재고를 요청하는 차원에서 스피노자의 ‘변용능력’이라는 개념을 제시했다. 변용능력의 개념을 노년의 시기에 적용해보면 그것은 노년기 이전의 존재 양식에 내포되어 있는 활동과 교류의 방식을 유지하면서 그것을 또한 창조적 형태로 발전시킬 수 있는 사유의 가능성을 제공해 준다. 그러한 사유의 방식을 구현한 사례를 우리는 사회주의 체제 하의 러시아, 일본, 부산의 노년 정책에서 찾아보았다. 소비에트 러시아에서 생산성 향상에 기여하지 못하는 노년층에 대한 부정적 인식이 있었던 것도 사실이다. 그렇지만 동시에 노년층이 기여했던 이전의 경험을 사회주의 체제의 신세대에게 전수함으로써 과거와 현재를 연결할 뿐만 아니라 발전적 미래를 위해 노년층의 역할을 중시해야 한다는 시각도 있었다. ‘변용능력’을 중심으로 노년기를 본다면 수동성과 의존성이 강한 시기로 규정하는 일반적 방식에서 벗어나 이전의 경험과 지식을 새로운 맥락에서 활용하고 전수하는 시기로 볼 수 있는 것이다. 이와 같은 변용능력의 새로운 활성화 사례를 우리는 일본의 최근 노년 정책에서도 발견하였다. 즉 지금까지 노년층에 대한 정책의 주된 방향이었던 ‘돌봄의 사회화’를 최소화하고 노년층에게 알맞은 사회 참여의 다양한 형태를 개발하여 그들의 주체성, 자발성을 높이는 방향으로 나아가고 있는 것이다. 이러한 정책방향은 노년층을 아무런 기여도 하지 못하는 기생집단으로 바라보면서 노동 참여세대와의 갈등을 유발하는 부정적 시각에서 벗어날 수 있는 가능성을 제공해 준다. 노년층에 대한 지역별 맞춤전략을 모색하는 부산시의 최근 정책방향, 노년층과 청년층의 세대 단절 대신 상호에게 도움을 주는 정책의 수립 같은 사례들은 과거에 획득한 변용능력이 적절한 맥락에 새롭게 위치지워짐으로써 다시 활성화되고, 그 결과 노년이 오히려 변화에 대한 창조적 대응의 원천이 될 가능성을 시사한다. The increasing proportion of the aged is not at all surprising in most of advanced countries. The various measures to alleviate the problems resulted from the increase of the old have been suggested, but from the views of authors of the paper, the means to deal with the problem are based on the conception portraying the old as the passive beings required to be taken care of. In order to present the old as the active beings, this paper employs Spinoza"s concept of the ability to affect and be affected. The concept of the ability to affect and be affected provides us with the possibilities to view the old as the creative beings who can adapt the jobless and weak positions as the old to the new level. By applying the concept of the ability to affect and be affected to the old, we believe that the old have the possibilities of recovering their status as the beings playing the active roles when they were young, the result of which they can be pictured as the group leading their past experiences to the bright future. We can find the concrete examples of this picture in the experiences of the Russian history. Some party leaders after launching the socialist system made claims of unequalized state pensions to the old who could not contribute to the immediate tasks of developing the socialist production. But there were also another arguments, according to which the old could convey their valuable experiences to the young and therefore play the role of lessening the generational gap and contributing to the strengthening of the system. Recently, in the policies dealing with the old in Japan, we can have another employment of the concept of the ability to affect and to be affected. The recent orientation of policies relating to the old in the Japanese society has shown that the proportion of policies of socialization of care on the old is decreasing, whereas the policies aiming at enhancing the subjectivity and spontaneity of the old have become much more valued. This means that the Japanese society has tried to change its perception on the old as the burdensome group to the young generation and establish integrated relationships with society. In Busan, one of the most rapidly aging city in Korea, we can find attempts to carry out the adequate policies based on the peculiarities of districts. Also the municipal government has tried to implement policies mutually beneficial to the old and the young, which shows the recognition of merits to apply the concept of the ability to affect and be affected.
