        환동해 해양사고와 해양위험 거버넌스 구축 제언

        The ‘risk community’ not only emerges as an imperative around the world, but also tells us that there are also pervasive disasters or dangers. As shown in the large marine accident, Sewol Ferry in Korea, the Fukushima nuclear power plant accident in Japan, and the recent Corona 19 transmission in Diamond Princess, it is an imminent event both in Korea and around the world. Notwithstanding, there are few studies of peripheral risks or disasters. From this point of view, it is necessary not only to compare between Japan and Korea, but also to grasp the trend of changes in various marine accidents in the East Sea, the surrounding waters of these countries, and actively respond to them. Moreover, marine accidents are not only limited to one country s problems, but there is also a need for a careful comparative analysis and consideration as there are multiple and complex elements that require international cooperation, that is‘Maritime Risk Governance’ in East Sea Rim. This will serve as a catalyst for the sociological theory and practice of the ‘risk society’. In Japan, marine accidents of small ships for fishing and leisure boats occupy a large number, and in Korea, marine accidents of fishing boats are also frequent. In the case of Japan, so as to prevent marine accidents in the Sea of Japan(East Sea) in advance, while a detailed survey by sub-region has been conducted, the marine guard in Japan encourages to install an automatic identification system(AIS) in small vessels. Korea still does not consider introducing the AIS for small vessels. Safety regulations for small ships in Korea need to be thoroughly investigated, as there are exceptions to the regulations on safety management for small ships in each maritime law, so that safety management loopholes can be found.

        「해양비즈니스」誌의 연구방법 체계에 대한 탐색적 고찰9

        The study explores the articles from the first issue of 2003 to the issues of 2013 of the Journal of Maritime Business that encourages scientific researches on the field of maritime business. The articles were analyzed according to the purposes, methods, and scopes of research, and data collection to identify the research trends. The study shows the finding results as follows. First, for the purposes of research most of articles are exploratory or descriptive research while explanatory research is relatively few. Second, most studies use theories and literature, and analyses on specific contents as the methods of research, and studies dealing with phenomenon, substances, and cases are increasing while statistical analysis of quantitative data is increasingly recently. Third, for data collection most of articles use literature and released statistical data while use of research tools like questionnaires begin to increase for quantitative analysis. Finally, most articles focus on the macro scopes of research like marine policies, marine industry trends, and systems. Therefore, the Journal of Maritime Business needs to encourage authors to explore more different subjects and methods of research to promote academic development of the journal.

        중국 해양자원개발의 해양강국 전략에 대한 함의

        After “Reforming and Opening”, Chinese marine power strategy has been focusing on exploitation of marine resource. The goal of Chinese marine power strategy is to achieve domestic economic growth by developing ocean-based infrastructure including marine economy and promoting related industries. It is important for China to exploit and develop marine infrastructures which provide various strategic resources including foods, energy, minerals, water, and economic spaces in that the country lacks resources required for economic development. Success of Chinese marine power strategy may depend on how effectively they exploit and manage marine resources, as the share of Chinese marine industry has been consistently escalating. This study reviews the strategy of marine resources development strategy and provides implication and status of marine resources development to the marine power strategy in China.

        동북아 해양경제ㆍ제도와 지역 해양협력체제 구축 가능성

        This study aims to investigate blue economy, in particular the major ocean industries to compare Yellow Sea Rim and East Sea Rim in Northeast Asia. Then, it is to analyze the multi-layered governance, that is, the ocean policies of central government and the local government targeting for the ocean development and searching for the possibility to establish regional ocean governance. China's ocean policy focuses on ocean plant, human resources, technological innovation, new renewable energy, supporting institutionalization to build ocean cluster by local government, while Japan focusing on ocean resource development and energy security, and South Korea on new ocean industries such as ocean plant, new renewable energy as well. However, the institutionalization are very low on the local government level in South Korea and Japan. A reasonable way to shape the regional governance appears as place-based management-a strategy that requires integrated management of the full suite of human activities happening in spatially demarcated areas identified through a procedure that explain biophysical, socioeconomic, and jurisdictional consideration, embarking on the local level to move to the national level. In this context, the environmental committee in the NEAR, for instance, can be divided into the Yellow Sea Rim and East Sea Rim to search for and to deal with the common agenda.

        국내 조선해양기업의 스포츠 스폰서십 현황과 전략적 실행 방안에 관한 연구

        The main purpose of this study is to analyze the sport sponsorship status and present applicable future strategic direction in Shipbuilding and Marine corporations. As a means of integrated communication, sport sponsorship is considered one of the most preferential marketing tools. In this study, Utilizing integrated theoretical framework, the general process of sport sponsorship was examined and dersirable strategic approaches were shown. The method of this study adopted literature review and the conclusions are as follows. First, the reason why sport sponsorship was introduced must be clear and an effort to prevent the disputes that may occur during execution of sport sponsorship is required. Also, it is important to estimate the scope and duration according to the status of corporate sponsorship support. Second, as to corporate social responsibility is important factor for going-concern in the current business environment, it is required to expand its sponsorship activities to a variety of areas and should be run continuously. Third, when executing sport sponsorships, strengthening marine industry linkage and corporation's eco-friendly image, highlighting the non-popular sports, and expanding to overseas sports related sponsorship are recommended.

        지속가능한 해양관광 통한 지역개발 방향에 관한 탐색적 연구

        This paper outlines and discusses a strategic approach to sustain marine tourism and regional tourism development for Changwon city tourism industry. It’s purpose aims to identify the development of mega-marine projects such as new-marine city, marine tourist complex, and water-front project. The paper provides a brief summary of the key points and considerations for the marine projects with specific operationalizing sustainability in regional tourism planning. To aviod the wrong results of mega-projects conducted and the impact of desired regional tourism planning, there are several suggestions from non-public investment to cooperation with tourism industry. Community, image, edutainment, marketing, and susutainable planning system are discussed. The future research should address a model that may be useful in applying the sustainability concept in regional tourism planning.

        한반도 해역의 해양안보시스템 강화를 위한 정책개선방안에 관한 연구

        This paper surveys effectiveness of legal countermeasures of international society on maritime security issues in ASEAN regions and reviews key issues. With this in mind, we aim to clarify characteristics and limitations by focusing on the mechanism of international law enforcement, the most important element for the development of such countermeasures. The Malaca Strait located between the Malay Peninsula and Sumatra Island, Indonesia, is the strategic point of maritime traffic that link Southeast Asia and the Far East in Europe. In particular, this is the region where 80% of crude oil transportation goes by way of Korea, China, and Japan. Hence, we expect a significant influence across Asia on politics, societies, and economies if the region is occupied by maritime militants. Therefore, related state parties initiated in a quick response to build an aggressive cooperative system and to secure initiatives within such a system, which showed some progress. Korea, however, failed to recognize that security cooperation with ASEAN regions located in the Malaca Strait is linked directly with the maritime security of the Korean Peninsula waters, which left much to be desired. The main object of this study is to examine various measures for piracy practice in order to promote a maritime security system of the Korean Peninsula and to suggest directions for the government policy in the progress of security cooperation system between nations focused on ASEAN regions, where piracy and other terrorist activities are frequent.

        선박평형수관리협약 발효에 따른 해양수질오염 관리 개선방안에 관한 연구

        Ballast water is seawater injected to secure the hull stability, balance, and to restore force of a ship without cargo. The ship carries the seawater injected from the area where unloading of the transportation cargo performed and emits the ballast water in other waters. In this process, the marine organisms and other harmful substances contained in the ballast water are transferred to other seas, adversely affecting marine ecosystems, including marine environment as well as human health. In order to solve this problem, the International Maritime Organization (IMO) has adopted ‘The International Convention for the Control and Management of Ships’ Ballast Water and Sediments', held in the IMO headquarters in Feb. 2004 to review ballast water and the sediment management plan in the Marine Environment Protection Committee (MEPC). With this in mind, there is a desperate need for research on marine pollution, ecosystem disturbance, various damages, and countermeasures due to irresponsible international movements and discharge of ballast water. This study, therefore, aims to examine the examples of environmental and economic damages caused by ballast water and the status of international cooperation and response systems. In addition, the study suggests measures to improve marine pollution management and response systems of Korea by comparing and analyzing cases between home and abroad by the entry into force of the Ballast Water Management Convention. Based on the study achievements referred to above, the study will boost awareness of problems related to ballast water management and marine environment and suggest measures to improve related systems of Korea. We hoped that our performance will be used in the search for efficient countermeasures for the marine ecosystem of Korea.

        용암해수를 활용한 해양생물복합배양시스템 구축 가능성에 관한 연구

        This study explores the application possibility of Jeju lava seawater for industrial resources based on patent analysis. Following the exploration of the application possibility, this paper suggests the Live Marine Biotechnium(LMB) and explores its role for the establishment regional innovative biotech industry clusters. Jeju Island is one of the renowned regions for a rich repository of marine resources and coastal biological resources. In particular, the lava seawater is available only in volcano island such as Jeju Island and Hawaii. Jeju lava seawater is estimated to be around 2.7billion tons which is unlimited resources, therefore, it is very useful for industrial resources. The results of this study will suggest some implications on the regional innovation cluster in biotech agglomerated areas and the role of clusters in promoting economic prosperity through investment in marine biotechnology industry.
