도로를 주행하는 위험물질 수송차량 사고는 재난형태의 심각한 피해를 야기하므로 해외국 가들은 이미 오래전부터 위험물질 수송차량의 안전관리를 위하여 관련 법·제도를 구축하고 체계적인 관리를 수행해오고 있다. 최근 국내에는 인제양양터널, 금정산터널 등 10km이상의 초 장대터널이 고속도로 상에 개통되고 있으며, 화학기술의 발전과 함께 다양한 종류의 위험 물질 유통량이 증가하고 있다. 그러나 위험물질 수송차량 안전운행과 관련된 법·제도는 여전 히 부재하며, 이들을 관리하기 위한 체계적인 정책방안도 구체화되지 않은 실정이다. 위험물 질 수송차량의 사고위험성을 인식하고, 도로관리자를 위한 체계적 관리방안을 구축하여 도로 안전성을 확보하는 것은 중요한 과제이다. 따라서 본 연구는 안전한 고속도로 위험물질 수송 차량 운행을 위하여 국내 고속도로 터널통행규제에 대한 타당성을 분석함으로써 도로관리자 를 위한 관리 방향을 제시하고자 하였다. 본 연구의 결과는 향후 도로 위험물질 수송차량 관 련 법 개정과 위험물질수송차량 최적경로 도출을 위한 기초자료로 활용될 수 있을 것이다. Since accidents of hazardous material transport vehicle on roadways cause severe damage in the form of disaster, foreign countries have long been engaged in systematic management and establishment of relevant laws and policies for the road safety. Recently, over 10-kilometer long tunnel, such as Inje-Yangyang Tunnel and Geumjeongsan Tunnel, has been opened on the expressway and the production of various hazardous materials is increasing with the development of chemical technology. However, road laws related to the safe operation of hazardous materials transport vehicles are still lacking, and policy measures for managing them have not been specified. It is an important task to recognize the risk of accidents of hazardous material transport vehicles and to secure road safety by establishing a management plan for road managers. Therefore, this study analyzed the feasibility of the traffic regulation of expressway tunnel in South Korea and suggested a direction for management. The results of this study can be utilized as the primary data for the revision of law related to hazardous materials transport vehicles on roadways and the derivation of optimal route of hazardous materials transport vehicles.
SARIMAX 모형을 이용한 공공자전거 수요추정과 평가 : 서울시의 COVID-19 영향을 중심으로

COVID-19 발병으로 세계는 심각한 위기에 직면해 있으며, 각 국에서는 전염병 확산을 감소 시키고 안전한 통행환경을 조성하기 위하여 사회적 거리두기가 가능한 공공자전거 활성화에 대한 관심이 높아지고 있다. 본 연구는 COVID-19 시대에서 공공자전거의 공급정책, 전염병의 확산 등의 외생요인들이 공공자전거 이용수요에 어떠한 영향을 미치는지 분석하고, 이를 반영 한 장래수요예측 방법론을 제시하는데 주요 목적이 있다. 기존 시계열 모형이 가지고 있는 외 생요인 미반영의 한계점을 보완하기 위하여 SARIMAX 방법론을 제시하였다. 본 분석을 통하 여 외생변수인 COVID-19 발병률과 공공자전거 공급량이 공공자전거 이용수요와 양(+)의 관계 에 있다는 것이 통계적으로 유의하게 나타났다. 2022년까지 4만5천대의 공공자전거가 공급되 고, COVID-19의 발병률이 현재 수준으로 지속될 경우, 서울시 공공자전거는 2021년 연간 약 3천2백만 대, 2024년에 약 4천6백만 대의 이용수요가 발생할 것으로 예측되었다. This study analyzed how external variables, such as the supply policy of shared bicycles and the spread of infectious diseases, affect the demand for shared bicycle use in the COVID-19 era. In addition, this paper presents a methodology for more accurate predictions. The Seasonal Auto-Regulatory Integrated Moving Average with Exogenous stressors methodology was applied to capture the effects of exogenous variables on existing time series models. The exogenous variables that affected the future demand for shared bicycles, such as COVID-19 and the supply of public bicycles, were statistically significant. As a result, from the supply volume and COVID-19 outbreak according to the scenario, it was estimated that approximately 46,000 shared bicycles would be supplied by 2022, and the COVID-19 cases would continue to be at the current level. In addition, approximately 32 million and 45 million units per year will be needed in 2021 and 2024, respectively.
