기초교양으로서 생명과학 핵심개념의 이해를 위한 영상매체 활용

In this study, we selected topics based on ‘Science in Movie’ courses in the Korea National Sport University for basic understanding of life sciences. In each topic, the core concept, content element, and application method of multimedia were introduced. Integrated questions that can be discussed with the science-technology-society relations are also presented. A big history was presented from the birth of the universe to the evolution of life. Drawing the interest of life science through movie and showing its scientific principles with easy concept will be helpful to understand the life sciences for the students who did not major in science and engineering. With the rapid development of information and communication technology, students are becoming more and more familiar with multimedia materials. The usage of multimedia can transfer informations to the students effectively reflecting the trend of the times. It is not only for stimulating interests but also for understanding current relationship between technology and society. The students can also experience various perspectives on the connection between science, technology and society. Therefore, media contents can easily motivate the students to understand the minimum necessary scientific principles as members of this society. 본 연구는 한국체육대학교 기초교양으로 개설된 ‘영화 속의 과학’을 바탕으로 현대를 살아가 는 지식인으로서 꼭 갖추어야 할 생명과학의 기본적 이해를 위한 주제를 선정하고, 각 영역별로 핵심 개념과 내용 요소, 이해에 보조적 역할을 할 수 있는 영상매체의 활용 방안을 소개하였다. 또한 각 핵심 개념과 관련된 과학-기술-사회의 관계를 통해서 토론해 볼 수 있는 통합적인 질문 을 제시하였다. 우주의 탄생에서부터 생명의 진화에 이르기까지 빅 히스토리를 제시하면서 비이 공계 학생들에게 자칫 딱딱하게 받아들여질 수 있는 생명과학의 핵심 개념들을 영상매체를 통 해 흥미를 끌어내고 그 과학적 원리를 풀어냄으로써 기초교양으로서 생명과학을 이해하는데 도 움을 주고자 하였다. 정보통신기술의 급격한 발달로 학생들은 멀티미디어 자료를 점점 더 친근하 게 생각한다. 멀티미디어 자료의 활용은 시대적 흐름을 반영하여 더 효과적인 정보 전달에 도움 을 줄 수 있다. 기초교양과학 교과목으로써 ‘영화 속의 과학’이 단순한 흥미 유발만을 위한 영상 매체 활용에 그치는 것이 아니라, 오늘날 사회 속에서 과학과 기술이 갖는 성격과 역할을 이해하 고, 과학과 기술과 사회와의 연관성에 대하여 다양한 관점을 경험하며, 과학과 관련된 사회적 논 쟁을 올바르게 이해하고 참여할 수 있는 기회를 제공하고자 한다. 따라서 과학적 원리를 이해하 고 그것이 이 사회의 구성원으로 살아가는데 필요한 지식이라고 깨닫고 습득하는데 영상매체가 동기를 부여하길 기대한다.

유럽 등 국내외 웨어러블 폴리스캠 운용 확대방안 연구

국민으로 당연히 가지는 기본적인 권리, 경찰은 경찰개혁위원회의 권고안에 따라 국민의 인권 보호를 위해 수사제도를 개선하고 있는 현실이다. 경찰의 공권력이 바 로서야 사회가 바로 설수 있는 것이다. 하지만 경찰의 공권력이 피해자와 범죄자 모든 국민의 인권 다음으로 두 번째로 밀리고 소외되고 있는 현실이다. 웨어러블 폴리스 캠의 효율적 활용 확대 방안에 대해 범죄자인 현행범의 녹화는 수사대상자 에게 진술내용이 객관적인 방식으로 기록되고 있다는 심리적 압박감을 주고, 경찰 관에게는 엄정한 법집행이 된다는 큰 증거가 될 것이다. 증거에 따라서 잘못된 법집행 관행이 개선될 것이며, 녹화내용과 조서내용이 상이하다는 분쟁이 있을 경우 사 후 검증이 가능하다는 장점이 있지만, 통상적으로 녹화하는 것이 국민인권의 침해 권고 대상이 되고 있는 국내 현실이다. 경찰청에서는 경찰개혁위원회의 권고에 따 라 경찰 수사과정의 객관성 및 투명성을 높여 인권침해를 방지하기 위해 노력하고 있다. 현재 웨어러블 폴리스 캠은 사용 확대를 하지 않고 있는 경향에 있는 현실이다. 일부경찰관들이 자신들의 생활이 녹화되는 것에 꺼리는 현상이 나타나 있다. 이 에 착용을 일부러 하지 않는 경찰이 있다고 한다. 시시때때로 언론에 공개되는 무너 진 경찰의 공권력 확보는 경찰개인의 생각과 판단으로는 시정되고 개선 될 수 있는 현실이 아니다. 국민의 인권과 경찰의 인권을 함께 보호하는 자원에서라도 미온적 으로 대처하고 시행해 온 웨어러블 폴리스 캠 영상녹화 제도를 더욱 강화해서 국내 전국경찰에게 다시 확대 시행하는 방안이 시급 실행되어야 한다. Currently, wearable Police Cam is a reality that tends to not use expansion. Some police officers are reluctant to record their lives. There is a police officer who does not intend to wear it. It is not possible for police officers to secure the authority of the police to be publicly disclosed to the media. In order to protect both the human rights of the people and the human rights of the police, the measures to enlarge the wearable police video image system should be implemented to the police in Korea.

경찰ㆍ민간조사(탐정)무인항공기(드론)운용 활성화 방안에 관한 연구

4차 산업혁명 시대 핵심 산업인 드론산업을 국가가 나서서 체계적으로 육성하는 내용의 법안이 지난달 28일 국회에서 발의됐다. 각종 규제가 적용되지 않는 ‘드론 특구’를 지정하고 통합 교통관리 시스템을 구축하는 내용을 골자로 한다. 발의안은 “지난 10년 사이에 드론산업의 후발주자였던 중국은 전 세계 드론시장의 90% 이상 을 장악하고, 우리나라는 2008년 정보통신부 폐지와 체계적인 지원 부재로 중국을 추격하는 입장이 됐다”면서 “4차 산업혁명 시대 핵심 산업인 드론산업을 체계적으 로 지원하기 위해 ‘드론산업육성법’을 발의했다”고 설명했다. 세부내용은 국토교통 부 장관이 5년마다 드론산업의 육성과 발전을 위한 기본계획을 수립하도록 했다. 기본 계획에는 드론산업의 전망·정책방향, 부문별 육성 시책, 연구개발 지원, 제도 개선, 사용자 보호, 해외시장 진출 지원, 투자소요 및 재원조달 방안 등을 포함하도 록 했다. 효과적인 정책 시행을 위해 매년 실태조사도 실시하도록 했다. 국토교통부 장관이 매년 공공부문 드론시스템의 중장기 수요전망을 조사하도록 했다. 이 밖에 도 공공기관과 드론사업자 등이 함께하는 ‘드론산업협의체’를 구성해 운영할 수 있 는 근거를 마련했다. 드론 규제의 핵심은 항공안전법에 따른 비행 제한이다. 이번 발의안의 핵심은 드론 산업 육성을 저해하는 각종 규제가 적용되지 않는 ‘드론특구’ 지정에 있다. 발의안은 드론 시스템의 실용화 및 사업화 등을 촉진하기 위해 국토부 장관이 ‘드론 특별자유화 구역’을 지정해 운영하도록 했다. 드론 특구로 지정되면 기존 항공법과 전파법 등에서 제한받던 드론의 인증‧허가‧승인‧평가‧신고 등이 유예 되거나 면제될 수 있다. 국토부 장관은 관계 중앙행정기관의 장과 사전 협의를 거쳐 이러한 규제를 해제할 수 있다. 이 밖에도 드론 사업자들에게 행정·재정·기술적 지 원을 할 수 있도록 ‘시범사법구역’도 지정해 운영할 수 있도록 했다. 드론 창업 활성 화와 강소기업 지원 등 사업자들의 편의성도 극대화된다. 이에따라 무인한공기(드 론)를 이용한 경찰과 민간조사(탐정)의 협업 및 활용역영이 확대될것으로 전망하 며 국제적드론 현황과 국내경찰의 활용실태, 민간조사(탐정) 영역에서 무인항공기 (드론)활용의 실효적 운영방안을 제시하고 조명해보았다. The basic plan includes the prospect and policy direction of the drone industry, the sector-specific upbringing measures, R & D support, system improvement, user protection, overseas market entry support, investment requirements and financing plan. To ensure effective policy enforcement, we also conduct surveys every year. The Ministry of Land, Transport and Tourism has asked each year to examine the mid- and long-term demand outlook for the public sector drones system. In addition, a foundation for establishing and operating a 'drones industry association' with public institutions and drone operators was established. The core of drones regulation is flight restrictions under the Aviation Safety Act. At the heart of the initiative is the designation of the "Dron Special Zone", which does not apply any regulations that hinder the development of the drones industry. The initiative led the Minister of Land, Transport and Tourism to designate and operate the "Drones Special Liberalization Zone" in order to promote the commercialization and commercialization of the drones system. If designated as the special zone of the drone, the certification, authorization, approval, evaluation and reporting of the drone, which was restricted by the existing aviation law and the radio wave law, may be suspended or exempted. The Minister of Land, Transport and Maritime Affairs may, after consultation with the heads of relevant central administrative agencies, release such regulations. 교양교육으로서 과학교육의 현황 분석- 수도권 대규모 대학 중심으로

In this study, we will review liberal arts courses in the major universities of the metropolitan area and analyze the current situation of science as liberal art in liberal arts education. Among the major universities in the metropolitan area, Kyunghee University, Korea University, Seoul National University, Sungkyunkwan University, Yonsei University, Ewha Womans University, and Hanyang University will classify the liberal education curriculum as a standard model for liberal arts education, and compare the status of liberal arts education to basic education. In the section of the liberal arts education, the proportion of ‘sciences as as liberal art’ and ‘humanities and social sciences as liberal art’ will be compared. Recently, the major universities are revising their curriculum to foster creative talent that will lead to a rapidly changing future society. Looking at the contents of the liberal arts curriculum, it reorganized ‘Core Courses(중핵교과)’ and ‘Distribution Requirement Courses(배분이수교과)’ area of Kyunghee University, ‘Core Liberal Arts(핵심교양)’ area of Korea University, ‘Worlds of Knowledge(학문의 세계)’ area of Seoul National University, ‘Equilibrium Liberal Arts(균형교양)’ area of Sungkyunkwan University, ‘Required Liberal Arts(필수교양)’ of Yonsei University, ‘Creative Integration(창의융복합)‘ area of Ewha Womans University, and ‘Core Competency Liberal Arts(핵심역량교양)’ area of Hanyang University. And Based on the expertise of humanities, society, science, art, we are operating a creative and interdisciplinary education program. However, the liberal arts education in the universities is still centered on humanities and basic education such as foreign language or computer and computer basics. From now on, the major universities must develop cultural education contents that reflect the operation of liberal arts and university characteristics. To discover and introduce many stories in the history of science, it is necessary to organize a textbook compilation committee consisting of science and technology, and develop a curriculum of science as liberal art education in the university. 본 논문에서는 수도권 대규모대학의 교양교육 교과과정을 살펴보고 교양교육과 교양교육 내 교양과학교육 현황을 분석하고자 한다. 수도권 대규모대학 중 경희대학교, 고려대학교, 서울대학교, 성균관대학교, 연세대학교, 이화여자대학교, 한양대학교의 교양교육 교과과정을 한국교양기초교육원 표준모델인 ‘소양교육’, ‘기초교육’, ‘교양교육’으로 구분하고, 각 대학에서 진행되고 있는 ‘기초교육’과 ‘교양교육’의 현황을 비교 분석할 것이다. 그리고 교양교육 영역에서 교양과학 분야와 그 외 교양인문사회 분야의 비중도를 비교 분석할 것이다. 최근 주요대학들은 급변하는 미래 사회를 이끌어 나갈 창의적 인재 육성을 위해 교과과정을 개편하고 있다. 교양교육 교과과정 개편 내용을 살펴보면, 경희대학교의 ‘중핵교과’ 와 ‘배분이수교과’, 고려대학교의 ‘핵심교양’, 서울대학교의 ‘학문의 세계’, 성균관대학교의 ‘균형교양’, 연세대학교의 ‘필수교양’, 이화여자대학교의 ‘창의융복합’ 그리고 한양대학교의 ‘핵심역량교양’ 영역을 재편하였고, 인문, 사회, 과학, 예술 등 전 분야의 전문 지식을 바탕으로 창의적이고 융합적인 교육프로그램을 운영하고 있다. 그러나 아직도 대학에서의 교양교육은 인문학 중심이거나 외국어나 컴퓨터 등 도구적 기초교육 위주로 진행되고 있다. 앞으로 대학마다 교양교육의 운영과 학교 특성을 반영한 교양과학 콘텐츠 개발이 필요하다. 과학의 역사에서 스토리를 발굴하고 소개할 수 있도록 학내에 ‘과학과 기술’ 영역의 교재편찬위원회를 구성해서 대학의 교육목적과 특성에 맞는 교양과학 교과목을 개발하고 운영방안을 모색하여 교양과학의 위상을 되찾아야 한다.
