노인돌봄종합서비스 이용자의 선택경험과 돌보미와의 관계의 질이 서비스 이용만족에 미치는 영향

본 연구는 노인돌봄종합서비스 정책에서 강조하고 있는 이용자 선택권과 재가서비스 현장에서 실질적으로 중요시되는 서비스 제공자와의 관계의 질이 서비스 이용만족에 미치는 영향을 실증적으로 분석한 연구이다. 분석 자료는 서울 · 경기지역의 노인돌봄종합서비스 이용노인으로부터 전문면접조사에 의해 수집된 178부이다. 조사결과 노인돌봄종합서비스 이용노인 중 기관이나 돌보미를 선택한 경험은 각각 28.7%와 37.1%로 매우 적으며, 돌보미와의관계 신뢰(평균 4.34) 및 관계 몰입(4.23), 그리고 서비스 이용만족도(평균 4.37)는 비교적 높은 수준이었다. 분석결과노인돌봄종합서비스 이용자의 서비스 이용만족은 이용자의 선택경험 보다는 돌보미와의 관계의 질에 의해 유의미하게 설명되었다. 이를 바탕으로 현재 노인돌봄 종합서비스 영역에서의 이용자 선택권의 한계 및 돌봄서비스 제공인력에 대한 정책적 관심의 필요성을 제언하였다. This study is an empirical examination of how service satisfaction would be affected by users’ rights to choose among agencies or carers for service and by their relations with service providers. Users’ right to choose is emphasized in the comprehensive elderly care service policy, and users’ quality relations with service providers are considered to be an important issue at the home care service sites. Data were collected from 178 elderly interviewees who actually consumed comprehensive elderly care service in two regions, Seoul and Gyeonggi Province. The research reveals that while a relatively small portion of the interviewees reported that they have ever chosen agencies (28.7%) or carers (37.1%) for service, the levels of relational quality and service satisfaction were relatively higher among them. Furthermore, regression analyses suggest that relational quality is a better factor for service satisfaction than choice experience. These results are followed by a discussion of limitations of users’ right to choose in elderly care service. Finally policy suggestions are offered in regard with care service manpower.
