전략적 인적자원개발(SHRD) 관점에서 NCS 기반 교육과정 발전 과제 분석

2014년도부터 추진된 ‘특성화전문대학육성사업’은 전문대학이 산업체의 인재육성 요구에 적실성을 가지고 대응할 수 있도록 교육과정을 NCS에 기반하여 도입 및 운영할 것을 강조하고 있다. 이에 따라 전문대학특성화사업에 선정된 전문대학을 포함하여 다수의 전문대학에서 NCS에 기반한 교육과정의 개발과 도입 및 운영이 진행되어 왔다. 한편, NCS가 국가주도로 개발이 되었다 할지라도, NCS에 기반 하여 교육과정을 개발 할 때에는 전문대학이 보유한 인적자원과 특정 산업 및 기업이 처한 상황 등을 종합적으로 고려하려는 전략적(strategic)관점이 필요하다. 이러한 인재육성 관점은 이미 산업교육 분야에서 1980년대 말부터 관심을 갖게 된 전략적 인적자원개발(SHRD: Strategic Human Resource Development)의 개념과 일맥상통하는 부분이 있다. 본 연구는 SHRD 관점에서 2015년에 NCS를 기반으로 개발된 I전문대학 비서과의 교육과 정 개발 사례를 분석하였다. 그리고 SHRD의 특성을 발전과제 분석 틀로 활용하여 NCS 기반 교육과정 개발 및 운영과 관련된 새로운 관점을 제시하고자 하였다. 본 연구의 결과는 향후 전문대학 교육과정 개발에 있어서 NCS 기반 교육과정의 개발 및 개발된 교육과정의 전략적 적합성을 판단하고자 할 때 참고 자료로 활용될 수 있을 것으로 기대된다. A large number of colleges including the one selected for ‘Specialized College of Korea Project’ have conducted the development, introduction and operation of NCSbased curriculum. Meanwhile, NCS was developed under the leadership of the state, but there is a need for a college to have a strategic perspective to try to comprehensively take into account human resources possessed by a college, and circumstances, etc., in which a specific industry & enterprise are placed when developing the curriculum on the basis of NCS. Such a standpoint of human resources cultivation has something to do with the strategic human resources development(SHRD). This study analyzed the case of curriculum development for the Department of Secretarial Studies at I College on the basis of NCS and from the SHRD perspective. Also, this study intended to suggest a new perspective related to NCS-based curriculum development & operation using the characteristic of SHRD as a framework of the development task analysis. This study results are expected to be used as reference materials in judging the strategic conformance of NCS-based development, and the developed curriculum in relation to the upcoming college curriculum development.
