균형성과표(BSC) 기반의 정보보호 성과 지표 개발 및 측정 방법에 관한 연구

조직의 정보보호 목표를 효율적이고 효과적으로 달성하기 위해서는 정보보호 수준을 정확히 평가하고 개선 방향을 제시하는 정보보호 성과평가 지표와 측정방법이 필요하다. 그러나 이러한 요구사항에도 불구하고 국내 기업의 정보보호 활동에 대한 성과나 효과를 측정하기 위한 표준적인 지표나 활용 가능한 측정 방법이 미흡한 실정이다. 이로 인해 기업에서는 지속적인 보안투자 결정을 이끌어 내는데 큰 어려움을 겪고 있다. 본 연구의 목적은 이러한 각 기업 환경에 적합한 합리적인 성과평가를 위하여 성과평가에 영향을 주는 다양한 관점에서 성과평가지표를 도출하고, 평가지표간 중요도에 따른 가중치 부여를 통하여 평가 지표와 측정방법을 개발하는 것이다. 정보보호 활동의 다양한 성과 요인을 균형 있게 평가하기 위해 Norton과 Kaplan(1992)이 개발한 균형성과표 (BSC : Balanced Scorecard) 모형을 활용하였다. 본 연구 결과는 국내 기업들이 정보보호 수준을 파악하고 주기적인 성과측정을 통해 자사의 정보보호 현황 파악과 추이 분석이 가능하고 정보보호 투자 등 전략을 수립하는데 적용할 수 있다. In order to achieve efficient and effective organizational information security objectives, for the level of information security to accurately evaluation and direction for improving that performance evaluation index and method of measurement for information security outcomes are needed. For information security activities of domestic companies to measure the performance or effectiveness, that standard method of measuring and the available evaluation Index are insufficient. company is difficult to investment for information security budget. Therefore, the purpose of this study was developing of performance evaluation index and method of measurement for information security outcomes applying BSC available in the company. The results of this study that companies can determine the level of information security itself. Analysis of the information security status and the strategy establishment of the information security investment can be applied.

국내 중소기업 정보보호 지원 정책 개선 방안에 관한 연구

본 연구는 4차산업 혁명을 뒷받침하고 국가 경제의 중추적 역할을 하는 중소기업들이 해킹이나 기술유출 등으로 경제 활동을 할 수 없다면, 이는 국가 사회적, 경제적으로 엄청난 손실을 초래할 수 있다. 이러한 국내 중소기업에 대한 정부의 정보보호 지원 정책에 대해 형황 및 문제점 분석과 개선 방안을 도출하여 제시하는데 목적이 있다. 이를 위해 선행연구 검토 분석, 중소기업의 정보보호 실태 현황과 주요국의 중소기업 정보보호 지원 정책에 현황과 문제점을 분석해보고 분석결과를 토대로 실수요자인 중소기업들의 정보보호 지원 정책의 우선순위 등을 실태조사를 통해 검증하고자 한다. 연구결과 향상된 지원 정책으로 정보보호 인식제고 강화, 법적 근거 마련, 자발적 역량강화, 공동 대응체계 구축, 전문인력 및 예산 지원 강화, 지역 안전망 구축, 언택트 시대 지원 강화, 지역 전략산업 보안 내재화 등이 도출되었다. 이는 향후 포스트 코로나19 대비 중소기업의 정보보호 수준 제고를 위한 정부의 중소기업에 대한 정보보호 지원 정책으로 활용이 가능하다. This study aims to analyze problems and deduce improvement plans for information security support policies for SMEs in Korea. To this end, an effective support policy necessary for reinforcing cyber safety nets to enhance the level of information security of domestic SMEs based on the analysis results by analyzing the status and problems of the previous research review and analysis, the current status of information security of SMEs and the information security support policies of major SMEs at home and abroad. I would like to suggest improvement measures. Reinforcement of awareness, legal basis, voluntary capacity building, joint response system, professional manpower and budget support, cyber security construction, untact era support, and regional strategic industry security internalization were suggested. This can be used as the government's information security support policy to raise the level of information security of SMEs in preparation for the post Covid19.

정보보호 관리체계(ISMS)가 기업성과에 미치는 영향에 관한 실증적 연구

2002년부터 시행해온 국내 정보보호 관리체계(ISMS) 인증 제도는 그간 정보통신서비스제공 기업의 지속적인 정보보호 수준을 제고하고 침해사고시 피해확산 방지와 신속한 대응 등 많은 성과가 있어온 것은 사실이다. 그러나 이러한 정보보호 관리체계 구축이 실제 정보보호에 대한 투자 일환으로 기업성과에 얼마나 영향을 미쳐왔는지는 아직까지 측정 지표나 방법에 대해 부족한 실정이다. 본 연구에서는 실제로 이러한 ISMS 인증이 기업의 성과에 얼마나 영향을 미치는 지를 실제 인증 취득기업을 대상으로 성과 평가 모델과 지표 개발하고 실증 사례 분석을 통해 유효성을 검증하였다. ISMS 인증 취득 기업을 대상으로 설문조사를 통해 경제적 효과성에 대해 정확한 평가를 함으로써 궁극적으로 조직의 정보보호 목적을 달성하도록 하고자 하였다. 또한 ISMS 자체가 정보보호 수준을 한단계 높이는 실효적인 인증 시스템이 되도록하여 보안 사고를 사전에 예방하고 기업성과를 향상시키는데 도움을 주고자 한다. Since 2002, information security management system has been implemented (ISMS) certification scheme whilst providing telecommunications services to enhance the level of enterprise information security was ongoing and Prevent accidents and avoid spread of infringement, such as rapid response and there is a lot of it came true. However, this system is the protection of the country or the investment company, as part of the actual information on how management affects the performance came from or how measures are still lacking for. In this study, the companies have their own privacy ISMS certification measures the level of activity continued to improve information security performance measures and methodology are presented. The government is also based on the validity of the certification system to ensure the overall implementation of the ISMS itself is this a step increase effective information security system is to be certified in advance to prevent security incidents and to improve business performance to help.

조건부가치측정법(CVM)을 이용한 정보보호 관리체계(ISMS) 인증의 경제적 가치 추정 연구

국내 많은 기업들이 2002년부터 ISMS를 구축하고 인증을 받아 운영하고 있지만 인증 취득 필요성이나 경제적 효과 성 등의 평가는 구체적으로 시행되고 있지 않다. 따라서 10년 이상 시행되고 있는 ISMS 인증 제도에 대해 어떠한 성과가 있고 기업 경영에 어떤 경제적 효과가 있는지 검증할 필요가 있다. 본 연구에서는 인증 취득에 따른 효과분석 모델 개발과 인증의 경제적 가치를 측정하여 제시하고자 하였다. 이를 위하여, ISMS 인증유지 조직을 대상으로 개방형 질문법을 이용 설문조사와 조건부가치측정법(CVM)을 통해 분석한 결과 인증 기업당 매년 1억 7,130만원 상당의 경제적 가치가 있는 것으 로 추정되었다. 본 연구 에서는 조건부가치측정법을 활용한 ISMS 인증 서비스의 경제적 가치를 추정하는 방법을 제시하였으 며, 측정 지표와 방법을 통해 기업 스스로 인증의 경제적 가치를 추정해봄으로써 ISMS 운영의 실효성을 확보하고 최고경영 진의 정보보호 투자 등 의사결정에 많은 도움이 될 것으로 보인다. Since 2002, many domestic companies have been certified for ISMS. On the other hand, certification, such as the need for ost-effectiveness evaluation, is not specifically enforced. Therefore, for more than 10 years, the ISMS implementation and certification system has been used for performance and cost effective business management. In this study, a model for analyzing the effect of certification organizations, ISMS development, and an analysis of the effect of a standardized system for the study was prepared. To this end, the existing maintenance organizations ISMS certification survey was conducted through an analysis of the economic effects. ISMS certification continues to expand or maintain the policy for improvement. The survey data collected by the analysis mechanism for the economic effects of CVM was analyzed.

추세 모형 기반의 예측 모델을 이용한 비정상 트래픽 탐지 방법에 관한 연구

최근 국가기관, 언론사, 금융권 등에 대하여 분산 서비스 거부(Distributed Denial of Service, DDoS) 공격, 악성코드 유포 등 무차별 사이버테러가 발생하고 있다. DDoS 공격은 네트워크 계층에서의 대역폭 소모를 주된 공격 방법으로 정상적 인 사용자와 크게 다르지 않는 패킷을 이용하여 공격을 하기 때문에 탐지 및 대응이 어렵다. 이러한 인터넷 비정상적인 트래 픽이 증가하여 네트워크의 안전성 및 신뢰성을 위협하고 있어 비정상 트래픽에 대한 발생 징후를 사전에 탐지하여 대응할 수 있는 방안의 필요성이 대두되고 있다. 본 연구에서는 비정상 트래픽 탐지 기법에 대한 현황 및 문제점을 분석하고, 예측 방법인 추세 모형, 지수평활법, 웨이브렛 분석 방법 등을 비교 분석하여 인터넷 트래픽의 특성을 실시간으로 분석 및 예측이 가능한 가장 적합한 예측 모형을 이용한 탐지 방법을 제안하고자 한다. Recently, Distributed Denial of Service (DDoS) attacks, such as spreading malicious code, cyber-terrorism, have occurred in government agencies, the press and the financial sector. DDoS attacks are the simplest Internet-based infringement attacks techniques that have fatal consequences. DDoS attacks have caused bandwidth consumption at the network layer. These attacks are difficult to detect defend against because the attack packets are not significantly different from normal traffic. Abnormal traffic is threatening the stability of the network. Therefore, the abnormal traffic by generating indications will need to be detected in advance. This study examined the abnormal traffic detection technique using a forecasting model-based trend model.

정보보호 안전진단 성과관리 측정 모델 및 성과 분석 방안 연구

정보보호 안전진단 제도를 적용받는 정보통신서비스 기업의 지속적인 정보보호 수준을 제고하고, 정보보호 안전진단 성과측정 방법을 개발하여 안전진단대상 기관들이 스스로 수준측정을 하여 지속적인 정보보호 개선활동을 하도록 측정 지표 및 방법론을 제시하였다. 본 논문에서는 안전진단 수검 전후와 수검후의 지속적인 기업이 정보보호에 대한 투자와 노력에 대한 성과를 측정하여 기업 자체적으로 측정가능하게 하여 정보보호관리체계를 지속적이고 종합적으로 유지하고 관리하도록 하였다. 또한 정부에서도 제도 전반적인 이행의 근거와 타당성을 확보하여 안전진단 자체가 정보보호 수준을 한단계 높이는 실질적인 안전진단이 이루어 지도록하여 보안 사고를 사전에 예방하고 기업성과를 향상시키는데 도움을 주고자 한다. This report has continuously improved in Information Security Level of Information Communication Service Companies which are applicable to Information Security Safety Inspection System. Also, it presents a decided methodology after verified propriety and considered the pre-research or expropriation by being developed the way of Information Security Safety Result Measurement. Management territory weighted value was established and it was given according to the point of view and the strategy target and the and outcome index to consider overall to a measurement item. Accordingly, an outome to the Information Security Check Service is analyzed by this paper and measurement model and oucome analysis methodology are shown with this, and gives help to analyze an outcome. Also it make sure the the substantial information security check service will be accomplished, prevent a maintenance accident beforehand and improve an enterprise outcome independently by institutional system performance securement and enterprise.g corporate performance.

중소기업 정보보호 지원 사업 성과모델 및 측정 방법에 관한 연구

코로나19의 확산으로 인하여 대면에서 비대면이 가능한 업무 환경으로 급속히 변화하고 언제 어디서나 접속이 가능한 디지털 근무 환경으로 변화하고 있어 모든 생활에 편리성을 제공하고 있다. 그러나 보안에 취약한 중소기업을 대상으로 침해사고, 개인정보 유출과 기술유출이 지속적으로 증가 추세에 있다. 중소기업은 경영여건 이유로 자체 사이버 침해에 대한 방어 능력이 부족한 것이 현실이다. 이에 정부는 2014년부터 매년 중소기업 정보보호 컨설팅 지원 사업 등을 지속적으로 추진하고 있다. 이러한 정보보호 지원 사업에 대한 효과를 극대화하고 중소기업의 정보보호 대응 능력 향상을 위해서는 객관적인 효과 측정 및 성과 평가를 실시하고 그 결과를 환류에 반영하여 사업의 실효성을 확보하고 지속적 확대 추진을 위한 근거를 마련할 필요가 있다. 따라서 본 연구에서는 최근 비대면에 따른 중소기업에 대한 정보보호의 중요성을 감안하여 정보보호 지원 사업이 보다 지속적이고 체계적인 지원 및 효율적 관리를 위한 성과모델 및 측정 방법론을 개발하여 향후 운영 방향과 목표 설정 시 기초자료로 활용하도록 제시하고자 한다. 본 연구의 주요 방법은 국내 문헌 및 사례조사와 그 결과를 기반으로 중소기업 정보보호지원 사업에 대한 성과 모델 및 지표를 도출하고 개발된 성과측정 지표를 검증하기 위해 전문가 자문을 활용하고, 파일럿 형태의 설문조사를 통해 평가를 수행한다. 검증된 지표를 기반으로 중소기업 정보보호 지원 사업 성과모델 및 측정 지표를 제시하고자 한다. Due to the spread of COVID-19, it is rapidly changing from face-to-face to non-face-to-face work environments and is changing to a digital work environment that can be accessed anytime, anywhere, providing convenience to all lives. However, the number of breaches, personal information leakage, and technology leakage targeting SMEs that are vulnerable to security continues to increase. Accordingly, the government has been continuously promoting the information security consulting support project for SMEs every year since 2014. Therefore, this study intends to develop a performance model and measurement methodology for continuous and more systematic support and efficient management of information protection support projects in consideration of the importance of information security for SMEs. It is intended to be used as basic data when setting future operational directions and goals. The main method of this study is to derive performance models and indicators for SME information security support projects based on domestic literature, case studies, and survey results, utilize expert advice to verify the developed performance measurement indicators, and use pilot-test questionnaires. Conduct evaluation through surveys. Based on the verified indicators, we would like to present a performance model and measurement index for the information security support project for SMEs.
