지역노동시장에 미친 코로나19의 영향과 지역화폐의 역할 - 충남 시군 사례를 중심으로 -

본 연구의 목적은 코로나19가 충남 노동시장에 어떤 영향을 미쳤는지 또한 지역화폐가 고용증대에 어떤 역할을 하였는지 살펴보는 것이다. 특히, 본 연구에서는 Lemieux et al.(2020)의 방법론에 따라 취업자 수 뿐 아니라 총 근로시간의 변화도 함께 살펴본다. 분석 결과, 코로나19로 인하여 충남 취업자 수는 약 3.6%, 총 근로시간은 약 3.7% 감소한 것으로 추정되었다. 또한, 코로나19로 인하여 큰 타격을 받은 지역은 남부권 농촌기반 지역(부여군, 공주시)이며, 가장 적게 타격을 받은 지역은 북부권 도시(아산, 천안)로 나타났다. 한편, 이중차분법에 기반한 계량모형을 추정한 결과, 지역화폐 발행은 지역내 취업자 수나 근로시간에는 영향을 주지 못했지만 자영업자 수에 있어서는 긍정적인 영향을 미친 것으로 나타났다. 충남의 경우 지역화폐가 2019-2020년에 본격적으로 활용되었기 때문에 지역화폐가 자영업자에게 긍정적인 영향을 미쳤다는 것은 이를 통하여 코로나19의 부정적 고용효과가 완화되었음을 의미한다. 끝으로 본 연구의 결과는 코로나19가 충남의 지역 양극화를 더 심화시키고 있음을 시사한다. 따라서 지역화폐를 포함한 정부의 재난지원 정책은 보편적이기 보다는 취약지역, 취약계층에 집중될 필요가 있다. The purpose of this study is to examine the impact of Covid-19 on the labor market in Chungnam-do and what positive role local currency played for an increase in employment. Following Lemieux et al. (2020), we examined changes in total working hours as well as the number of workers, and found that employment in Chungnam decreased by about 3.6% due to Covid-19. The regions that were hit hard by Covid-19 were rural-based cities (Buyeo, Gongju) in the southern region, and the regions that were hit weakly were cities in the northern region (Asan, Cheonan). By estimating econometric models based on DID, we found that the issuance of local currency did not affect the total number of workers nor total working hours in the region, but had a positive effect on non-wage workers including self-employed. The positive effect of local currency on the employment of non-wage workers can be interpreted as helping to mitigate the negative impact of Covid-19 on employment. Our results suggest that the polarization between regions is deepening due to Covid-19. Therefore, the government's disaster support policy including local currency needs to be focused on vulnerable areas and vulnerable groups rather than being universal.
