X-Ray 영상정보 동시구현장치 도입이 물류보안 성과에 미치는 영향에 관한 연구

본 연구에서는 공급사슬관리 기본 원칙중 하나인 화물과 정보흐름의 동기화를 통한 가시성 확보가 물류보안관리의 효과성과 물류흐름의 효율성에 미치는 상관관계를 분석하였다. 상호 상충적 개념으로 이해되는 물류보안향상과 화물의 정시성 및 신속성의 구현이 첨단기술과 프로세스의 개선을 통해 이루어 질 수 있는 방안을 실증 데이터를 이용하여 도출 하였다. 연구의 목적을 달성하기 위해 물류보안과 관련된 주요 국제동향과 제도를 검토하였으며, 화물과 정보흐름의 동기화를 가능하게 하는 X-Ray 영상정보 동시구현장치가 적용된 항공특송분야의 주요 이슈와 문제점을 물류보안관점에서 분석하였다. 이를 토대로 지난 2008년부터 2011년까지의 실제 특송화물 통관 데이터를 이용하여 X-Ray 영상정보 동시구현장치 도입 전과 도입 후의 효과를 분석하였다. 실증적으로 분석된 결과를 통해 물류보안상의 효과성과 물류흐름상의 효율성의 관계를 규명하고 이들의 상충적 상관관계를 완화할 수 있는 대안을 제시함으로써, 물류보안의 향상을 통한 국가물류경쟁력 향상 방안을 제시할 수 있을 것으로 기대한다. This study aims to analyze the impact of synchronizing freight and information flow to the effectiveness of logistics security and the efficiency of logistics operation. Traditionally, it has been regarded that the performance of logistics security has a trade-off relationship with on-time and prompt logistics operation. However, using empirical data, this research demonstrates that this relationship can be converted into a positive feedback through introducing technological process innovation. To this end, we have reviewed recent trend in global logistics security and studied customs process for express freights, where a new X-Ray scanner has been installed to provide scanned images of freights as well as their pertaining information simultaneously. With actual customs clearance data from 2008 to 2011, the impact of synchronized freight and information flow was analyzed in order to suggest alternative ways to mitigate trade-off between the effectiveness of logistics security and the efficiency of logistics operation.
